ENFORCEMENT
This section presents five voices representing a chain of command within the Phoenix Police Department. It opens with the story of a 911 operator often the first person in contact with the scene of an incident of domestic violence. This is followed by the viewpoint of a police officer who responds to calls for service issued by the operator. Next are the voices of a sergeant with the Phoenix Police Department's Domestic Violence Unit and her supervisor, a lieutenant within the department. Finally, there is the voice of Dennis Garrett, the Chief of Police for the Phoenix Police Department. The main theme that emerges from these stories is one that emphasizes the need for training of all personnel regarding the collection of evidence and preparation of reports. Without appropriate documentation, cases cannot proceed in a timely and efficient manner much to the dismay of court officials, victims, and offenders alike. "Carol"

In 1982, a classic case of Domestic Violence occurred in Torrington, CN that left the Victim permanently disabled. Tracy Thurman had become a recurrent Victim of her former husband. She sought help from her local police department and was given less than the legal support any crime Victim should have received. In a final incident of aggravated battery, the police proved ineffectual. Thurman successfully sued the Police Department. Many Police departments nationwide have seriously reviewed their own policies since that time.

This page is currently under construction, as we are researching the latest issues and assistance programs for victims of Domestic Abuse. I know it may not seem true, but there IS help available. If you or someone you know is a victim of Domestic Abuse, notify your local Police Department or Court-Appointed Domestic Violence Victim's Advocate for assistance. I asked K9Narc to dedicate part of his home page to the fight against Domestic Violence. So, with his help, and the help of local, state and federal authorities, I hope to provide you with the most accurate information possible. I won't bore you with statistics right now... I'll save that for later. Right now, you're probably asking yourself on what authority do I speak. My answer to that is personal experience. Allow me to share just a piece of my experience with you. Before I met, fell in love with, and married K9Narc, I was married to someone you might never suspect to be abusive. For almost 9 years I put up with verbal, mental, emotional and physical abuse. Because I tried to convice not only myself, but everyone around me that nothing was wrong, I kept letting it happen. That's MY fault. Shortly after we were married, I was so tired of the abuse I had been getting for so long, that I fled to another state, but he followed me... making promises and handing out apologies like they were candy. So, I caved in and forgave him, helped him move, and tried to make a better life out of the mess it had become.

    The training program received nationwide accolades and as a result, was awarded additional funding by the Justice Department to develop marketing materials in order to ensure that the program/curriculum remains self-sustaining. Renowned artist, Gail Fulton-Ross, illustrated a poster for NOBLE, which is currently used as a "domestic violence" marketing tool. As consistent with national statistics, the focus group data indicated that the proliferation of domestic violence calls continues to be ranked as the major contributor to officers' workloads and the number one call for police service. The data also suggests that there is a need for law enforcement agencies to develop partnerships with domestic violence advocacy groups and to conduct more internal training programs. In an effort to address these issues, NOBLE is in the process of collaborating with various agencies to sponsor a nationwide town meeting between law enforcement and the domestic violence advocacy community.

    GUILDHALL CHAMBERS INTRODUCTION There has been a presumption since the introduction of the Children Act 1989 and the subsequent implementation of section 8 Contact Orders that contact with an absent parent is generally in the best interests of a child. This presumption has been maintained by the courts, building upon the words of Lady Justice Butler- Sloss (as she then was) in Re.R (a minor) (Contact) 1993 2. FLR. 762: It is the right of a child to have a relationship with both parents wherever possible. This principle has been stated again and again in the Appellate Courts. It is in the UN Convention on the rights of the child and endorsed in the Children Act 1989. When parents divorce, in general the parent with whom the child does not live has a continuing role to play This general approach, applying the principle set out clearly in Re. R. has been followed by courts during the last ten years, effectively requiring the parent with the residence order to demonstrate to the Court why there NOT be direct contact, or unsupervised contact with the absent parent. Proving a negative is never an easy task, and I expect that we each have our own anecdotal examples about our most unfavourite judicial approach! The reasons to advance in favour of "no contact" must be cogent; we all know from dealing with the lay client on a daily basis that the client perception of "cogent " and the perception of the weary judge at the end of a seemingly never ending list of battered applicants, petitioners, wives, partners and nowadays (apparently according to recent research) husbands and boyfriends-are so often a long way apart. So what has been found to be "cogent"?
