    Eightyfour percent of cities surveyed reported increased demand for emergencyfood among families with children. state studies. Wisconsin. virginia.
    A number of recent studies highlight continuing unacceptable levels of hunger and "food insecurity" in the wake of welfare reform. Even as many families move off assistance and into the workforce, low wages and unstable employment leave many of them without adequate access to food. At the same time, emergency food providers report continued long lines and requests for food, particularly among working families and households with children. The following are key food insecurity/hunger findings from recent welfare reform and emergency food studies. While some of these data are from 1997 before federal welfare law was fully implemented, they reflect both the beginning of implementation and, in a number of states, fuller implementation of work demonstration projects that were approved before 1996. National/Multi-State Studies of Hunger/Food Security The Urban Institute's "Snapshots of America's Families," In a 1997 study of families no longer receiving TANF assistance in ten large states (California, Florida, Illinois, Massachusetts, Michigan, New Jersey, New York, Ohio, Pennsylvania, and Texas), 36 percent of families surveyed reported that their children were eating less or skipping meals due to cost.

    Customer feedback was one of the foundations for the development of the performance indicators. City staff conducted telephone surveys of citizens, and used the results to create a set of six strategic priorities and key intended outcomes (KIOs) for each of the priority areas. Individual departments were directly responsible for developing their own indicators based on the KIOs and customer surveys. The City Manager asked the departments to identify three to five of the indicators and set performance targets for them. Indicators focus primarily on customer satisfaction, outcomes, and process, while some input and output indicators are still used.     Economics of Virginia
    Businesses do not locate their facilities at random, by throwing dats at a map or looking at just the sources of labor and raw materials. State, county, and city governments are active players in attracting private sector businesses and non-government organizations to locate in a particular area. Your tax dollars are also used to retain jobs and property taxes, when other governments try to entice existing companies in Virginia to move to another location. For example, Virginia's A.L. Philpott Manufacturing Extension Partnership (VPMEP) was described in a news release as follows:
    The partnership, based in Martinsville and named after the late House Speaker A.L. Philpott of Bassett, works to improve the manufacturing capabilities and global competitiveness of manufacturers through offices in Danville, Harrisonburg, Lynchburg, Newport News, Norfolk, Richmond, Roanoke, Winchester and Wytheville. Internal VPMEP resources are supplemented by private consultants, community colleges, universities, and government agencies. VPMEP partners with Virginia's Center for Innovative Technology to provide access to high technology resources across the Commonwealth. In addition, VPMEP works in partnership with the Technology Applications Center (TAC) at Old Dominion University and the Manufacturing Technology Center (MTC) in Wytheville to bring services to manufacturers from Hampton Roads to Southwest Virginia:
