TO: Division Superintendents FROM: Jo Lynne DeMary Superintendent of Public Instruction SUBJECT: Availability of Special Education Resources for Parents The Joint Subcommittee Studying the Overrepresentation of African-American Students in Special Education has expressed concern that many parents find it difficult to access information to help them understand the complex legal terms and concepts in special education. This memo provides information about local parent resource centers and the Parent Educational Advocacy Training Center (PEATC) that you may share with school personnel and other groups in your school community. There are parent resource centers in 55 school divisions in Virginia. These centers offer training, information, and assistance to parents, free of charge, based on local assessments of need. Training for the staff in these centers is provided by the Department of Education. Additional training is frequently made available. Start-up funding is available to school divisions desiring to establish a center. PEATC is the parent information and training center funded by the United States Department of Education, Office of Special Education Programs, for Virginia. PEATC offers training, information, and assistance to parents of students with disabilities throughout Virginia. PEATC offices are located in Springfield and Richmond. Information about the office locations and the services offered by PEATC is available on their Web site at

    Parent Preparation and Planning checklist created by: The Learning Disabilities Association of Hawaii. LARC's education program on Indivualized Education Plans (IEP) includes yearly workshops and information disseminated via our website. The LARC staff is available to attend IEP/Special Education meetings. The fee will be $50 per hour starting August 1, 2002. There will be a sliding fee scale available based on income or extenuating circumstances. Please feel free to inquire about these reduced fees.
