December 2002 Monongalia County Family Resource Network Receives $2.04 Million Grant
On October 1, 2002, the Monongalia County Family Resource Network, headed by Brandi Potock, was awarded a $2.04 million dollar grant from the U.S. Department of Education. The grant will fund a four-year project - West Virginia Family Connections - to create infrastructure in West Virginia to support families in the development and education of young children.

New Research on Home Visiting Programs to be Presented
Home visiting programs have been a major strategy in West Virginia and nationally to address the risk factors of children living in poverty. Supporters of these programs believe that a professional or trained paraprofessional can help children overcome the risks associated with poverty by providing parent education and linking low-income families with resources in the community to help their children grow and prosper.
Originating in Fayette and McDowell counties, the MIHOW program is one of the oldest and most successful in West Virginia.

Legislative Update March 10, 2003 Education: The Neglected Issue This Session
Legislature Fails to Address PEIA, Retirement or Salaries. Instructional Support and Enhancement Days Passes. School Calendar placed in study.
From the start, the legislative session focused on medical malpractice, workers compensation, ATVs, and raising the tobacco tax in order to fund Medicaid; not on key issues in public education. This legislature is much different from those of the past. It contains many new faces as a result of the last election and few of those elected are true friends of education. The downturn of our state and national economy coupled with the election losses of many of our friends leave the legislature as a less favorable environment for education. When the session concluded on March 8, few education bills survived. Below is a synopsis of the action around the major education issues.

Summary of 1999 Funded State Improvement Grant Applications
August 1999 VIRGINIA Abstract or Conceptual Framework for State Systemic Change
Partnerships for Achieving Student Success (PASS) Over the past five years, Virginia has engaged in a significant education reform movement and has adopted rigorous Standards of Learning and requirements for graduation. Advocates for students with disabilities have been involved with these policy changes and these and these standards apply to students with disabilities. Only the individualized education program team can make the decision that a student with disabilities will be held accountable to alternate standards. Virginia has many of the components in place that influence systems change and improvement- policy, training and technical assistance, and inducements via Standards of Learning accountability. We have allocated resources to address personnel shortages and have supported family and school partnerships. Even with this progress in systems change and improvement, Virginia's students with disabilities drop-out of school at a much higher rates and many continue to perform significantly below their non-disabled peers on achievement assessments, failing to acquire the competencies for a standard or advanced diploma. Personnel shortages continue and parents report difficulties establishing meaningful, collaborative partnerships with schools. We are at a critical juncture in Virginia's reform movement and Project PASS offers a timely opportunity to leverage a central place for students with disabilities in this reform initiative. We believe that the strategies and activities proposed offer an increased opportunity for students with disabilities to experience success within the general curriculum and we believe that this project has resulted in a renewed commitment from all of our partners to focus on improving the academic literacy and long term results for children and youth with disabilities.
