Released: January 7, 1999 RAMSTEIN AIR BASE, Germany (USAFENS) Parents whose children attend DOD Dependent Schools can help advance their children's education by joining parent-teacher advocacy groups in their communities, according to Don Armell, president of the European Parents, Teachers and Students Association. The Parent Teacher Association (PTA), active in Europe for more than 40 years, is the oldest and largest organization that advocates for American students attending DoDDS European schools, Armell said. "Schools that are affiliated with PTA can call themselves a PTA or a PTSA. The 'S' in PTSA indicates that the organization has student members," he added. The European PTSA, or ECAPTS, is the organization's state-level equivalent and provides information and training to local units. Staff members from the state office answer questions, provide programs and information and develop and implement training that will help the local units operate effectively year after year. "In the spring ECAPTS hosts a four-day convention," said Armell. "In addition to in depth training for local PTA leaders, the convention features excellent speakers and an opportunity for parents to communicate directly with leaders from DoDDS and the Department of Defense Education Activity (DoDEA)." DoDEA is DoDDS's governing organization, based in Virginia.

    New legislation approved in October by Governor Gray Davis threatens the way charter schools have been conducting business in California. After their legislative proposal to require collective bargaining in charter schools failed, California teacher unions successfully lobbied for Assembly Bill 631, a compromise almost as egregious. A.B. 631 affects new and existing charter schools. Before new applications to operate as a charter school will be approved, the charter board must decide whether 1) to be an independent public employer, or 2) to be subject to the district's collective bargaining negotiations with the incumbent employee unions. With well over 250,000 members, the teacher union likely to capture the most additional members will be the California Teachers Association the NEA affiliate.

    Students in Accomack celebrated the day with a "traditional" breakfast of green eggs and ham and readings by members of the board of supervisors, local Boys and Girls clubs and community leaders.
    Mt. Vernon Elementary School in Alexandria doubled its population when each student read, one on one, with a high school student from T.C. Williams or a caring adult from one of the 41 participating volunteer organizations. Festivities continued with a spaghetti supper and a student production of "Green Eggs to Hamlet Rap." (1998)
    Senator Charles Robb cut a ribbon at the new Mt. Vernon Elementary School in Alexandria and then read to classes of students at the school. A reading night was held at Maury Elementary featuring a presentation of "the Star-Bellied Sneeches," green eggs and ham, creating bookmarks and a Dr. Seuss mural, story readings and a book raffle. (1999) U.S. Senator Charles Robb cut the ribbon opening the Dr. Seuss Reading Room at Alexandria's Mount Vernon Elementary School on March 2 and then became the room's first guest reader. Parents and volunteers read with students in classes and small groups. The kindergarten breakfast menu offered green eggs and ham. Reading competitions lead to eight classes being chosen to ring the school bell and be shown on television. A March 13 celebration will provide bells, certificates and bookmarks for children who reach their reading goals. (2000)

    Happy February!  Hope you’ve enjoyed the balmy weather of the past few days.  What a treat to be able to get outside with the kids!    This month’s Moms’ Night Out will be on Tuesday, February 19 at 7:15pm at Bacchus Café in Leesburg.  Bacchus is a new, slightly upscale Italian restaurant with a great variety of appetizers, salad, pasts, meat and fish entrees and – a Moms’ Night Out requirement – awesome desserts.  R.s.v.p. to Sally Nanas at 703-406-2034 or sally.nanas@mindspring.com by February 18.  If your child or children are not yet elementary school age, here’s something to consider.  All three public elementary schools in our community have fundraising programs through their PTAs or PTOs, and even if you don’t have children in those schools, you can still help out.  No, there are no candy bars or gift wrap to buy – these fundraisers involve things that you probably already have in your pantry or fridge.  Horizon Lowes Island , and Potomack Elementary Schools all collect General Mills Boxtops (the little “boxtop” square can be found on plenty of products like GM cereals, Go-Gurt, and Trix yogurt).  Also, all three schools are part of the
