Aimed at making government more accountable, efficient and responsive, these reforms would implement substantial changes in many state processes, including the delivery of services, procurement, information technology and the budget. The Budget Challenge Virginia Corps Virginia Corps is Governor Warner's new effort to tap into the renewed sense of community spirit that has emerged since 9-11 by building new public service relationships and commitments. Through its Web site, Virginia Corps now serves as a central clearinghouse for volunteer opportunities across Virginia, linking citizens with a wide variety of volunteer efforts, including localized initiatives on community preparedness and homeland security.

Elizabeth is appointed to the Arlington County School board, and again serves as chair. John F. Kennedy is elected president, and appoints Chicago lawyer Newton N. Minow as chair of the Federal Communications Commission. Both Kennedy and Minow are surprised to find the nation's capital has no educational television station. Minow, an advocate of educational television, learns of Elizabeth Campbell's efforts with GWETA and offers support. His goal is to convince Congress and other government policy-makers to support a nationwide network of educational stations. His other goal is to prove the viability of the recently created UHF television spectrum. May 8: Elizabeth personally delivers GWETA's application for UHF channel 26 to Newton Minow at FCC headquarters in Washington. May 9: Minow offers an indictment against commercial television at the annual convention of the National Association of Broadcasters. The FCC commissioner calls television a "vast wasteland" and tells broadcasters they have a public obligation to do better, especially for children. October 2: WETA TV 26 signs on the air. President Kennedy plans to address the WETA audience on camera on the Inaugural program, but cancels at the last minute to devote his attention to the Cuban Missile Crisis.

The Virginia Council for Private Education (VCPE), a private umbrella organization of associations whose membership is comprised of private schools, accredits private schools. The Board recognizes accreditation by VCPE member organizations. et seq Recordkeeping/Reports: Length of School Year/Day: Discrimination: Special Education: et seq Schimmel ex rel. Schimmel v. Spillane , 819 F.2d 477 (4th Cir. 1987). Health: Safety: Transportation: Home Schooling: Local school boards may permit part-time attendance of home schooled and private school students. Students may be allowed to enroll in classes in English, mathematics, science, history/social science, foreign language, vocational education, and fine arts. Participation in certain interscholastic activities such as varsity sports is governed by policies of the Virginia High School League. Other extracurricular activities are governed by policies of the local school board. It is not required that children being taught at home be allowed to participate in extra-curricular or special programs offered by the school division. In the absence of program guidelines for the specific request, local school board policy prevails.

Site Map News Email This Page Print This Page Some Virginia schools cancel field trips amid war By LARRY O'DELL, Associated Press Last updated 11:27 AM Mar. 21 RICHMOND - Many public schools across Virginia canceled out-of-state field trips and some took additional security precautions as the war against Iraq heightened concerns about possible retaliation by terrorists. Schools also tried to keep their focus on instruction but assured parents that counselors and psychologists were available to help children deal with any fear or anxiety caused by the U.S.-led effort to disarm Saddam Hussein. For the most part, school officials were confident that emergency plans that were updated after the September 2001 terrorist attacks and, in some cases, last October's sniper shootings were adequate to handle any situation that might arise. ``We're not on a lockdown per se,'' said Michelle Morgan, spokeswoman for the Newport News public schools. ``Heightened awareness is what I call it.''
