According to a 1999 survey of state education agencies(SEAS), 39 states and the District of Columbia offer English as a second language (ESL) teacher certification or endorsement, while 24 states and the District of Columbia offer bilingual/dual language teacher certification or endorsement. In addition to offering teacher certification in ESL, 23 states have legislative requirements that teachers placed in ESL classrooms must be certified in ESL. In addition to offering bilingual/dual language certification, 17 states have legislative requirements that teachers placed in bilingual/dual language classrooms must have bilingual/dual language certification. The table below provides a summary of ESL and bilingual/dual language offerings, and legislative requirements by state.

What is this program all about?
The VMI Secondary Teacher Certification Program is part of a consortium of teacher-certification programs designed to provide highly trained, licensed teachers for the middle and high schools of Virginia. The consortium is sponsored by the teacher-certification program at Mary Baldwin College and includes Mary Baldwin, VMI, and Washington and Lee University. While the consortium works closely to maintain a stable and up-to-date curriculum, each program has its own identity and its own underlying philosophy and methodology. The ultimate goal for the program is to provide the training necessary for students in the program to receive licensure in the State of Virginia, as well as those states having reciprocity agreements with Virginia, to teach in secondary schools. The VMI philosophy of teacher education is stated below:

    Alternative Certification Many states have developed or are initiating programs that provide alternative routes to teacher certification, particularly for mid-career professionals. The goal of such programs is to draw a diversity of individuals with in-depth subject matter backgrounds into teaching careers. Requirements for an alternative teaching license vary by state. For an overseas position, it does not matter what state your license is from. Generally, applicants must hold a bachelors degree in the subject to be taught, achieve a passing score on state-required examinations, complete an intensive teacher preparation program, and possibly fulfill a supervised teaching internship. Specific information on which school systems are offering internships can be requested from the schools. After satisfactory completion of these requirements, the applicant will be issued a teaching credential.
