The University of South Florida Foreign Language Education Programs for the professional development of teachers are approved by the State Department of Education. The University is accredited by the Southern Association of Colleges and Schools (SACS), and the College of Education is accredited by the National Council for Accreditation of Teacher Education (NCATE).
How Can you Become a Certified Teacher?
Certification to teach is determined by the Florida State Department of Education. A degree is awarded by the University. Students who complete the M.A. Plan II in Foreign Language Education offered by USF will be certified to teach K-12 because the degree program is approved by the State of Florida. The Planned Program developed with the faculty advisor shortly after the student has been officially admitted, if completed, will result in the awarding of the degree and certification. Upon completion of the degree, certification as a K-12 foreign language teacher will be placed on your transcript. This indicates that you completed an approved State of Florida teacher education program qualifying you, based on your course work, to be certified at the K-12 levels in foreign language education. You will need to take the FTCE [Florida Teacher Certification Exam] and receive passing scores on the subject area exam and the professional exam section. FTCE must be passed and scores must be on file in the Internship Office prior to the conclusion of the student internship.

This is due in no small part to the certification regulations which went into effect on September 2, 1993 as well as the changes recently adopted by the Regents that go into effect in September 2004. To receive "approved program" status, institutions must demonstrate to their state department of education that they are fulfilling state standards. Most states model their standards after two statements developed by the FL teaching profession in the 1950s and '60s titled, QUALIFICATIONS FOR SECONDARY SCHOOL TEACHERS OF MODERN FOREIGN LANGUAGES and GUIDELINES FOR TEACHER EDUCATION PROGRAMS IN MODERN FOREIGN LANGUAGES (Paquette 1966). The QUALIFICATIONS are brief descriptions of "minimal," "good," and "superior" competence in listening comprehension, speaking, reading, writing, applied linguistics, culture and civilization, and pedagogy. The GUIDELINES describe model programs, using the QUALIFICATIONS as minimum objectives (Wing 1984).

North Carolina Licensure: Questions and Answers Who needs a license in North Carolina? All professional employees of public schools must hold a license for the subject or grade level they teach or for the professional assignment they hold. In what areas are licenses issued? Licenses are issued in administrative, supervisory, student service, and teaching areas. Teaching areas encompass birth through kindergarten, elementary (K-6), middle grades (6-9), secondary grades (9-12), special subjects (K-12), exceptional children (K-12), and vocational education. VCU COORDINATES NATIONAL TEACHER CERTIFICATION PROGRAM
New Partnership Addresses Teacher Training Needs in Greater Richmond School Districts RICHMOND, Va. – Virginia Commonwealth University’s School of Education and the four Richmond-area school districts have launched a new partnership to address the professional development and training needs of teachers, administrators and other educational personnel. The Metropolitan Educational Training Alliance (META), a partnership among the Chesterfield County Public Schools, Hanover County Public Schools, Henrico County Public Schools and Richmond City public schools and VCU, is undertaking a series of projects designed to improve teaching and learning in area schools. "More students can meet and exceed state standards if more teachers meet and exceed standards for accomplished teaching," said Terry Dozier, Ed.D., a former National Teacher of the Year and National Teacher in Residence at VCU's School of Education. Dozier is coordinating and planning classes for META’s first group of 43 teachers. META’s first project focuses on increasing the number of teachers in the metro-Richmond area who achieve advanced certification through the National Board for Professional Teaching Standards (NBPTS), an independent, nonprofit, nonpartisan, and non-governmental organization whose mission is to establish and high and rigorous standards of what accomplished teachers should know and be able to do.

Reforms in Preservice Preparation Programs and Teacher Certification Standards
Just as states, districts, and educational associations are beginning to rethink professional development strategies to support school improvement, they are also trying to reform preservice preparation programs and teacher certification standards. They have been exploring better ways to prepare new teachers, certify experienced teachers, and provide ongoing professional development to practicing educators. Many organizations-including schools, universities, and national educator groups-have created professional development schools that fit the continuing needs of teachers, from their preservice period to after many years of practice. In addition, educators, professional organizations, private foundations, and others have established a National Board for Professional Teaching Standards that can certify and recognize exceptional, experienced teachers.
Professional Development Schools
The professional development school framework encourages simultaneous restructuring of K-12 schools and colleges of education. Professional development schools provide clinical settings that prepare novice teachers to succeed in real schools and communities. Like medical students who serve an internship in hospitals, novice teachers learn to apply their coursework to the everyday challenges of actual teaching. The schools also provide ongoing professional development for experienced teachers and university faculty.

About the Program
Alternate Certification for Teachers (ACT) is an approved teacher education evening program designed to provide the "career switcher" with an endorsement in either elementary education-teaching in Pre-Kindergarten classrooms through sixth grade OR secondary education-teaching in the middle and high schools in grades 6-12. The applicant must have an earned baccalaureate degree, demonstrate significant involvement in a career for at least one year, present evidence of 2.5 GPA in academic performance in all college course work, demonstrate computer literacy, and present passing scores of Praxis I before the first semester of registration at VWC
Application Process
ACT applications are available in the Adult Studies Office. Once the completed application + fee and official copy of college transcripts are received (official transcripts must be sent directly from each institution to the Adult Studies Office at VWC), the applicant must call to schedule an interview with the ACT Coordinator at (757) 455-3263.
