Certification
A hundred years ago a person could enter the teaching profession with a relatively small amount of preparation. This is no longer true.
Entering the teaching profession has required increasingly greater training over the years. Teaching today requires better preparation because of the knowledge explosion and because more is now known about how children learn.
Today, virtually every state or province requires that prospective teachers hold a Bachelor of Arts or a Bachelor of Science degree and a teaching certificate as well. To qualify for the certificate the student must complete a number of state-prescribed professional studies in education.
STATE OF MICHIGAN In the state of Michigan the student who meets these requirements receives the Provisional teaching certificate, either elementary or secondary, which is valid for six years. The elementary certificate qualifies him to teach kindergarten through the fifth grade and his major and /or minor in grades 6-8 (exceptions are available for smaller schools). The secondary certificate qualifies him to teach the seventh through the twelfth grades. During the six year period following graduation, the new teacher should complete three years of actual teaching and a minimum of eighteen semester hours of course work in a planned program of study in college or in graduate school to receive a PROFESSIONAL certificate.

03/17/2002 - Updated 10:48 PM ET Too many teacher colleges major in mediocrity Nothing damages a child's education more than a lousy teacher. Researchers tracking educational data say the impact is so strong that an elementary school student who draws three bad teachers in a row slips into a deep academic hole. The obvious solution is to improve teacher quality. But many of the 1,200 colleges that teach teachers refuse to step up to the job. The current system, in which colleges recruit mediocre candidates and spend little on their education, is too profitable to give up. Now the new federal education law, which promises a high-quality teacher in every classroom, is forcing the issue into the open. Late last month, Education Secretary Roderick Paige demanded that colleges produce not just education majors, but also teachers with the tools to reach every child. But even a public upbraiding by the nation's top education leader is unlikely to change a system in which only a dozen or so of the nation's 1,200 colleges are considered high quality. Among the reasons:

Reciprocal Certification
All of the programs in teacher education at UMCP are fully accredited and lead to teacher certification in the State of Maryland , which is reciprocal in most other states. A listing of the states with which we have reciprocity is provided below: NOTE: The listing in the table below is taken from the NASDTEC website, http://www.nasdtec.org/report.tpl Alabama Alaska Arizona Arkansas California Colorado Connecticut Delaware Florida Georgia Hawaii Idaho Illinois Indiana Kansas Kentucky Louisiana Maine Massachusetts Michigan Mississippi Montana Nebraska Nevada New Hampshire New Jersey New Mexico New York North Carolina North Dakota Ohio Oklahoma Oregon Pennsylvania Rhode Island South Carolina Tennessee Texas Utah Vermont Virginia Washington West Virginia Wyoming Dictrict of Columbia NOTE: Several of these states require prospective teachers to meet additional ancillary requirements (e.g., additional teacher candidate assessments and/or courses, higher GPA requirement, etc.) in order to be fully certified. In many cases, the incoming teachers are issued an initial certificate, which enables them to begin teaching, and they are given a specific time line for fulfilling any remaining teacher certification requirements. For further information about a particular state, contact that state's Office of Teacher Certification. (This state listing is subject to change without notice.)

Preparing to Teach
The Department of Education at Westminster is committed to the challenge and adventure of preparing students who will be distinguished by their competence, commitment, and compassion to be the teachers of children for the 21st century. First-Class Program
According to a survey released by the Pennsylvania School Boards Association, Westminster ranked first among liberal arts colleges in teacher preparation in the state of Pennsylvania. Teacher Certification
Learning opportunities and experiences are planned by the faculty to help teachers develop personal and professional competencies and to meet the requirements for teacher certification. Students seeking certification for the elementary level major in Elementary Education. Those seeking certification for the secondary level major in a discipline (Biology, Chemistry, English, French, German, History, Latin, Mathematics, Physics or Spanish) and minor in Secondary Education. Music certification students major in Music Education. To qualify for Pennsylvania certification a student must complete one of Westminster’s approved programs and pass the state-mandated certification examinations. Generally, the courses leading to Pennsylvania certification are similar to those required by other states. Students seeking certification in other states should consult with the Chair of the Department of Education early in their college careers. The Praxis Series Examination is required in Pennsylvania and in most other states.

Kreidler, Carol J. English as a Second Language (ESL) teachers must have special preparation to teach English to non-native speakers; being a fluent speaker or an effective teacher of English to native speakers is not enough. Just as teaching mathematics or French requires special knowledge and skills, teaching English as a Second Language does also. This Digest outlines some of the relevant issues concerning ESL teacher certification: profiles of students needing ESL instruction, reasons for considering certification, academic preparation needed to teach ESL, and a description of state requirements for certification. WHO NEEDS AN ESL TEACHER? Estimates based on the 1980 Census indicate that in 1980-81 at least three-and-a-half million school-age children in the United States lacked the English language skills needed to succeed in school. These children, whose native language is not English, generally fall into two groups. The first, limited-English-proficient (LEP) students, speak, understand, and may read and write English, but not well enough to keep up academically with their native English-speaking peers. The second group, non-English-speaking (NES) students, do not speak or understand English and may have no literacy skills in their native language. This factor complicates attempts to teach them English.

NEW CENTER FOR TEACHER EDUCATION IS ESTABLISHED AT VIRGINIA TECH
BLACKSBURG, April 1, 1998 The College of Human Resources and Education at Virginia Tech recently announced the establishment of the new Center for Teacher Education. The Center for Teacher Education has been formed to give visibility and focus to the university's programs and research in teacher education and preparation, and to provide leadership in university connections with K-12 schools. The center will also be a source of information about licensure and endorsement in education fields and will serve as the university's liaison to the Virginia State Department of Education and national accrediting bodies.
Patricia Kelly, a faculty member in the Department of Teaching and Learning, is the director of the new center. She has been a member of the Tech faculty since 1977, has done research in the field of reading and writing pedagogy, has published extensively on the student teaching experience, and has coordinated innovative teacher education programs such as the Southwest Virginia Writing Project. Kelly spent 17 years as a classroom teacher before joining the faculty at Virginia Tech. "It's wonderful to have the opportunity to serve the university and teachers together," she told a multidisciplinary group of faculty and administrators at the March 24 kick-off meeting for the new center.
Each year between 250 and 300 students at Virginia Tech obtain teacher certification through teacher education programs in the College of Human Resources and Education. Students who obtain teacher certification at Virginia Tech get their degrees in such subject areas as physics, child development, mathematics, economics, English, agriculture, or music, making teacher education a university-wide concern. Tech's teacher education programs offer field-based research and learning and student teaching experiences that give students the opportunity to work with education professionals and participate in collaborative projects with public schools. The Teacher Education Center will coordinate these academic activities.
