From sixteen sites, the Wise County School Division offers a full range of K-12 programs serving more than 7000 students. The school division also operates a distance-learning center, which serves students via satellite in other Virginia school divisions and other states throughout the United States. Fiber-optic interactive classrooms located in the high schools also strengthen the quality of course offerings by enabling students (including adult learners) to enroll in course work delivered from distant sites.
Vocational-technical training and support is available through the Wise County Vocational-Technical Center and the Wise Skills Center The Vocational-Technical Center offers a wide variety of course programs for public school students, which include design and technology, drafting, graphic communications, and electronic technology. The learning process includes such technological advances as fiber optics, laser, robotics, and aerodynamics.

S ETNET (Shenandoah Valley Educational Technology Networking Council) is a low cost, proactive, people-based network comprised of Lord Fairfax Community College, Shenandoah University, and local school systems, libraries and businesses. It is a means of helping institutions learn from each other on how to become computerized. Facilitated by the Lord Fairfax Planning District Commission (LFPDC), SETNET is a cost-effective strategy for reaching the Northern Shenandoah Valley's vision of being a 21st century tele-region. Contrary to national trends, and in spite of the area's loss of over 5,000 manufacturing jobs in the 1980s, the population base expanded and continues to grow. Nearly 17 percent of the workforce commutes to the Northern Virginia/Washington D.C. area. The valley is a part of the labor and housing market for the metro area. Workforce development and better education stand as high priorities in the region, but the fiscal conservatism and tax base issues meant that school systems and libraries always had to do more with less.

According to C. Vann Woodard, the origin of the term “Jim Crow” as applied to segregationist measures against African Americans is “lost in obscurity.” He notes, “Thomas D. Rice wrote a song and dance called ‘Jim Crow’ in 1832, and the term had become an adjective by 1838. The first example of ‘Jim Crow law’ listed by the Dictionary of American English is dated 1904. But the expression was used by writers in the 1890s…” Jim Crow laws were initiated by white politicians in the South to circumscribe black voting rights and to exclude them from participation in various social arenas which would have to be shared with white people; the net result was a social system of separation of the white and non-white “races” in the South. Historians continue to debate the timing and extent of de jure segregation (separation by law), and the impetus behind this phenomenon. But generally speaking, separation of the races by custom or law was becoming increasingly apparent in the 1880s.

The Russell County Medical Center Opportunites

THE HOSPITAL
Russell County Medical Center, located in Lebanon, Virginia, is a 78-bed primary care hospital serving the citizens of Russell County for more than 60 years. The facility offers a full range of inpatient and outpatient services. The Radiology Department is equipped with state-of-the-art equipment including general imaging, ultrasound, spiral CT, nuclear medicine and an MRI unit. Laboratory, physical therapy, and respiratory procedures are available on an inpatient or outpatient basis. The hospital's entire Surgical Department has undergone renovations that have created a new, separate Day Surgery Center and ultra-modern operating facilities. Obstetrical services are scheduled to open in 2001 and offer the advantages of comfortable birthing suites. The seven-room Emergency Department is staffed with physicians and trained nurses 24 hours a day, backed by the full resources of the hospital and its physicians. The department offers After-Hours Urgent Care to treat non-emergency health problems when physician's offices are typically closed. A five-bed Intensive Care Unit is available for critical and cardiac patients. Psychiatric services are also provided through a 20-bed adult inpatient program. The hospital also provides specialty services such as home health and cardiopulmonary health services. The medical staff includes physicians specialized in the areas of family practice, internal medicine, psychiatry, anesthesiology, pulmonology, pediatrics, surgery, radiology, pathology, orthopedic surgery, cardiology, occupational medicine, oncology and urology.
