STUDY DESCRIPTION: Roll call voting records for both chambers of the United States Congress through the second session of the 104th Congress are presented in this data collection. Each data file in the collection contains information for one chamber of a single Congress. The units of analysis in each part are the individual members of Congress. Each record contains a member's voting action on every roll call vote taken during that Congress, along with variables that identify the member (e.g., name, party, state, district, uniform ICPSR member number, and most recent means of attaining office). In addition, the codebook provides descriptive information for each roll call, including the date of the vote, outcome in terms of nays and yeas, name of initiator, the relevant bill or resolution number, and a synopsis of the issue.

The story says that blacks will be losing their right to vote in 2007. The reason is that the Voting Rights Act of 1965 was not a law, it was just an act, but never passed into law. In 1982, according to the story, Ronald Reagan amended the Voting Rights Act for another 25 years...until 2007. At that time, congress will revisit the whole issue and in addition to congressional approval, there needs to be the approval of 38 states for the law to be extended. The Truth:
This is a hoax. Voting rights for African Americans will not expire in 2007.

According to the United States Department of Justice, Both the 15th amendment to the U.S. Constitution and the Voting Rights Act of 1965 guarantee that no person can be prohibited from voting because of race or color. That guarantee is without expiration. The Voting Rights Act does not expire. Lawmakers did add some provisions to the law, however, that are up for review in 2007. Those include things like a ban on poll taxes, allowing the government to register voters if local registrars of voters refuse to do it, and monitoring of elections where there may be concern over everybody getting a chance to vote.

Reapportionment Studies
Each January, Election Data Services conducts a study on the reapportionment of the U.S. House of Representatives based on newly released census population projections. The studies identify states that would gain or lose representation in the United States Congress if the House of Representatives were reapportioned using the census projections. The United States has always had a tradition of single-member district, winner-take-all elections. So it is hardly surprising then that few Americans are aware of our history of experimentation with proportional representation (PR) elections. Admittedly these experiments were few in number. During the first half of the 20th century, two dozen American cities used for a time the single transferable vote (STV)a form of proportional representation that is often called "choice voting" today. The story of how proportional representation came to be adopted and eventually abandoned provides some useful information about the history of this voting system, its political effects, and the politics of voting system reform. THE HISTORICAL ROOTS OF PROPORTIONAL REPRESENTATION The political roots of proportional representation in the United States originated in the Progressive Movement of the early 20th century. Besides such issues as child labor laws, anti-monopoly legislation, and women’s suffrage, Progressives were also interested in government reform. Many were particularly concerned about the corruption in urban governments. Large cities often were dominated by ‘party machines,’ of which Tammany Hall in New York City was the most infamous. Bribery, kickbacks, favoritism, and voting fraud were rampant in these cities. The Progressives wanted to clean up these cities and blunt the power of the party bosses.
