    IN THIS ISSUE:
    OUTLOOK ON THE K-12 NETWORKING FRONT
    The FCC released a notice last week requesting further comment on some specific questions it has in implementing the universal service provisions of the 1996 Telecom Act. A large chunk of those questions are related to the so-called Snowe-Rockefeller-Kerrey section of the Act which mandates discounted rates on telecommunications services for K-12 schools, public libraries and rural health care providers. This topic received much attention when the original Notice of Proposed Rule Making was released in March of this year, and scads of telecom companies, school and library organizations and others sent comments to the FCC on the matter.
    Comments on the new questions are due at the FCC by August 2. The Federal-State Joint Board tasked with reviewing all comments must make its recommendations to the FCC by November 8.
    Some of the questions reflect comments made in the initial round, others the inclination of the FCC to go with certain solutions. Many of the comments support the idea of schools and libraries deciding for themselves which technologies and services best suit their needs and thus the FCC asks this time around whether services or functionalities eligible for discounts should be indeed defined at all. Both some of the educational commenters supported this point as well as many of the telecom companies who commented.

    Just over two weeks ago the administration revived the phrase E-rate in a filing at the FCC by NTIA on the subject of universal service reform proceedings now taking place in the guise of the Federal-State Joint Board on Universal Service. What is an E-rate and how would it affect Internet service for k-12 schools and public libraries?
    The Clinton administration's E-rate proposal stems from an original plan put forth by Rep. Ed Markey (D-MA) and Sen. Byron Dorgan (D-ND) in April of 1996. The plan called for defining a package of basic, core telecommunications services to be free to K-12 schools and libraries. In his statement in April, Rep. Markey said, "I am not talking about free phone service for the principal's office..."
    The proposal filed by NTIA on October 10 essentially adopts the principles of the Markey-Dorgan plan and adds "discounts" for non-core services. However, the definition of basic package remains just a little vague.

    New York Schools Chancellor Rudy Crew greets Regent Ark G. Chin. Regent Constance L. Proctor is on the left. Colleges need to turn out better-trained teachers and administrators. And then they need to be the link to make sure these professionals stay in touch if schools are to improve, said Rudy Crew, chancellor of the 1.1 million-student New York City Board of Education. That was the challenge the former Tacoma public schools chief recently gave to the University of Washington’s Board of Regents, encouraging the UW to step up the time it spends with the region’s K-12 schools. “The UW has to prepare teachers so that they understand teaching a child is an art form and to prepare administrators to lead with inspiration and knowledge,” Crew said. The University also can help track school results for math, reading and other key academic areas, share what’s working, and shape their teacher and administrative programs according to the strengths and the weaknesses they find in schools, said Crew, who left Tacoma for New York in 1995.

Among the many tools that K-12 and community-college teachers will be able to use as part of this partnership is Catalyst , a national award-winning teaching and learning toolkit developed at the UW. Using Catalyst myUW Together, Catalyst and myUW provide a powerful combination: access to a wealth of information and tools; and the ability to easily assemble and tailor this information to the needs of individual students, teachers, and classes. Participation in the next generation Internet fabric also enables broad K-12 access to the new Virtual UW in the High School program, which provides UW college-level credit classes, including the new Fluency in Information Technology FIT ) program, to students in high schools throughout the state.

    Southwest Washington Northwest Washington Eastern Washington Born of collaborative effort It was the 1996 Washington state Legislature that recognized the critical role of technology in education and authorized the building of the $55 million K-20 Educational Telecommunications Network. The result is a high-speed telecommunications backbone that enables the use of the Internet and live two-way videoconferencing in all of Washington's public educational sectors, and also connects the schools and sectors with one another. Believed to be the first of its kind in the nation, the K-20 Network was born from the collaborative efforts of representatives from K-12, community and technical colleges, baccalaureate institutions, the Department of Information Services, the Legislature and private sector technology providers.
