In addition to changing Aid to Dependent Children, the new law, the Personal Responsibility and Work Opportunity Reconciliation Act of 1996 (P.L. 104-193) (PRWORA), significantly changed or reduced funding to other programs. For example, the Social Services Block Grant (SSBG), another source of child care funds, was reduced by 15% to meet deficit reduction targets. Benefits to legal immigrants were eliminated. Supplemental Security Income to children with special needs, and certain adults, will be severely curtailed. States still have the option to provide assistance to these populations, but will have to do it with state funds. How to pay for these choices will impact state budget and tax policy. Index

Between the August 1996 passage of federal welfare reform and September 1998, 6.2 million persons left food stamps (25% of the caseload). The Lewin Group, Inc. "Policy Evaluation of the Overall Effects of Welfare Reform on SSA Programs", prepared by the Lewin Group, Inc. The purpose of this study is to design options for evaluating the impacts of the 1996 Personal Responsibility and Work Opportunity Act on SSA administered programs. Evaluation options are developed for estimating the impact of the non-SSA reforms alone, and for estimating the total effect of all recent SSA and non-SSA reforms. The report provides a literature review, a review of welfare reform evaluations, a summary of State site visits to five states, a statistical analysis of the pre-reform period for national and state SSI disability application trends, and a statistical analysis of data from the 1990-1993 Survey of Income and Program Participation matched to SSA administrative data on SSI. NDSU Analysis Highlights Challenges of Welfare Reform
Many North Dakota residents currently on public assistance are unlikely to be able to find jobs that pay a living wage, an NDSU analysis and current labor statistics show. "In North Dakota, the estimated cost of living for an employed single mother with two children ages 4 and 6 is $511 a week. That equates to $2,213 a month or $26,556 a year," says Debra Pankow, extension family economics specialist at NDSU. "To meet her monthly cost of living, this not-so-hypothetical single mother would need to earn a take-home wage of $12.77 an hour." How does this scenario compare to reality? Job Service North Dakota reports that in 1995 the median full-time income for men ages 25 to 34 was $12.25. The median income for women in the same age group was slightly more than $10. Pankow says the $26,566 "living wage" used in this examples includes costs for housing and utilities, food, child care, transportation, and basic household and personal-care items. But it does not include costs for entertainment, birthday gifts or other gifts, toys, tobacco products, or alcohol. The majority of low-income North Dakotans enrolled in the Temporary Assistance to Needy Families (TANF) program are single-parent families—typically single mothers, who eventually will need jobs that pay a living wage, due to the 60-month limit on welfare assistance.

When welfare reform was enacted, liberal opponents predicted that it would yield sharp increases in poverty even in good economic times; the effects of reform during a recession were expected to be disastrous. As noted, liberal predictions about the negative effects of reform during good economic times have been proven completely erroneous. Moreover, the disastrous effects expected of welfare reform during an economic downturn have, at least so far, failed to materialize during the current recession. The fact that welfare caseloads have, up to now, declined during the current recession is good news. However, a note of caution is warranted. The effects of a recession in increasing welfare dependence may continue for several years after the onset of the recession. Thus, it is possible that TANF caseloads will rise during 2003. However, the recent trends in caseload strongly suggest that, if TANF caseloads do rise in 2003, the increase will be quite small when compared to increases spurred by prior recessions.

In 1996, President Clinton signed into law the The Personal Responsibility and Work Opportunity Reconciliation Act of 1996 (P.L. 104-193) , a welfare reform plan that requires work in exchange for time-limited assistance. A new system of block grants to states for Temporary Assistance for Needy Families (TANF) was created, changing the nature and provision of welfare benefits in America. Moving people from welfare into work is now one of the primary goals of federal welfare policy. The Balanced Budget Act of 1997 , signed by President Clinton in 1997 helps to achieve that goal by authorizing the U. S. Department of Labor to provide $2 billion annually in Welfare-to-Work grants to states and local communities to create additional job opportunities for the hardest-to-employ recipients of TANF. Low basic skills are among the most common barriers to employment for TANF clients. Research has shown that recipients with work barriers are less likely to find jobs, have lower earnings on average, and are more likely to lose assistance because of a sanction for program noncompliance than families without barriers. The law that created TANF expires on September 30, 2002. Congress is currently considering legislation to reauthorize the program, which will set the nation's welfare policies for the next five years. Congress is also considering some modifications to the rules and funding of the TANF program, including the rules that apply to adult education and training opportunities.

March 14, 2002 President Bush’s Welfare Reform Plan Leaves Millions of Children Behind President Bush claims that his welfare reform plan will get more parents into work but his plan does not invest in any of the supports that low-income families need to get and hold onto a job. The Administration’s plan places big new burdens on the states and families but fails to provide the resources necessary to help families succeed in the move from welfare to work. On average, states will have to more than double the number of families engaged in work or face stiff financial penalties, but will have no additional resources. Work Requirements . The Bush plan would require that more families work more hours. Under the proposal families would be required to be engaged in a work activity for 40 hours per week – a one-third increase from the current 30 hour requirement (20 hours for single parents with young children). In addition, the Bush Administration would require that states put 70 percent of their caseload in work, or suffer financial consequences. Currently, states have about one-third of their caseload in work. State Flexibility . Although the Administration claims that state flexibility lies at the heart of welfare reform, the Bush plan
