Let me begin by thanking the West Virginia Library Association for inviting me to speak with you today and having me as its guest at this wonderful Canaan Valley Resort. I had the pleasure yesterday of visiting the Blackwater Falls, and on Saturday of flying from Charleston to Elkins in a three-seater airplane. Unfortunately, I have to get back to Charleston the same way this afternoon. I hope that I'll have the chance to return here again, and when I do, have a chance to see some of the many other sites that make West Virginia such a wonderful place to visit. There are many issues confronting the American Library Association and the nation's libraries and librarians today. Some of them are perennials and others are reflections of our times. I'll list them and then talk briefly about my theme as President-Elect and then President of ALA, and how important your role will be in making this initiative a success for everyone who cares about libraries and library workers. What we have on our plate today are some of the following issues:
  • The conflict among such contending matters as Anti-terrorism, and our traditional and dear beliefs regarding client privacy in the library. There are laws on the books in 47 states, and attorneys general opinion in two others, that require the police or any other law enforement body to have a properly served warrant to acquire records of library use. (Hawaii is the only state that offers no legal protection for library records.)

Introduction
Welcome to the website for issue #9 of Transforming Libraries. The library building projects discussed here all fit into either or both of the following categories: renovations or reconfigurations. A renovation refreshes building spaces to make them useful again, while a reconfiguration allows building occupants to engage in new behaviors in old spaces and may not involve construction at all. This issue not only looks at the various building projects themselves, but also at the impetus behind the change and the issues that must be considered before becoming involved in library building renovation/reconfiguration. Also included in this issue is a useful checklist of questions for campus and library administrators who are considering such projects. Our thanks to William G. Jones , University of Illinois at Chicago, for authoring this issue.
Library Buildings: Renovation and Reconfiguration: Reports from the Field
Emory University
Following a decade of rapid development and campus expansion, Emory University found its Woodruff Library lagging behind the growth of other campus programs and facility improvements. Construction planned in three phases brought new library space and renovation of existing space in Woodruff, and the upcoming renovation of old Candler Library and the opening of a connecting bridge between the libraries. Emory is working to make Woodruff a more central part of the campus while preserving open green space on campus grounds.

  • Call to Order Approval of Minutes Public Comments Financial Report – Jo Anne Cooke The budget for the General Fund is $1,920,944, with current period expenditures of $146,717.15, leaving a balance of $1,075,884.38. Percentage of budget remaining is 56.01%. Community Partnership Grant The West Virginia Library Commission submitted an application to the Appalachian Regional Commission for a grant of $50,000 to replace computers in 27 distressed counties. Although the grant application was successful, a delay in the Purchasing Division resulted in the cost of the computers exceeding the grant amount. To supplement the award the Network Services staff submitted a grant proposal to the Community Partnership Grant program of the West Virginia Development Office. On December 18, 2002, the agency received notification of an award of $2,945. This will be supplemented with $2,500 of agency funds to complete the purchase of the computers. The contract has been reviewed and approved by the Attorney General. Commissioner Deem moved that the Commission accept the conditions of the contract and authorize Mr. Waggoner to sign the document. Commissioner Mow seconded the motion and it was approved.

    Morgantown, WV EDUCATIONAL CHALLENGE West Virginia has the lowest percentage in the country of residents who have attended college. Although a recent survey showed that more than 40% of West Virginians want a college education, they feel that pursuit of it conflicts with full-time jobs and family life. In addition, attending on-campus classes means spending time and money on traveling over rugged West Virginia terrain. West Virginia University's (WVU) challenge is to provide access to higher education to all of the state's adult population. It believes that to do this it must first mobilize, state wide, all key institutions concerned with education and telecommunications. WVU will set a system in place which will provide the personal support West Virginia adults will need as they work toward a degree through distance education. PROGRAM West Virginia University has performed a careful and extensive study of adult West Virginians, of their educational wants and needs and the obstacles they face trying to fulfill them. Based on this study, West Virginia University in cooperation with the West Virginia Higher Education System, the West Virginia Educational Broadcasting Authority, the West Virginia Library Commission, and SATNET (the statewide satellite delivery network), has developed a program to increase access to higher educationto the higher education wanted and neededfor these adults. Called Project Breakthrough, it would:
