Nat Hentoff
The Patriotism Enforcers
Miseducating the Young on Freedom January 2 - 8, 2002 n 1950, Republican senator Margaret Chase Smith of Maine was the first member of Congress to publicly confront Senator Joseph McCarthy's charges that those who disagreed with his version of patriotism were—as Attorney General John Ashcroft now says of his critics—giving "ammunition to America's enemies." At the time, Margaret Chase Smith was the only woman in the Senate. She led six other senators in presenting a Declaration of Conscience to the rest of her colleagues—urging them to protect individual liberties from the likes of McCarthy. It took four more years for the Senate to censure Joe McCarthy. What Senator Smith said on that day ought to be studied not only by the president and the attorney general of the United States but also by certain editorial writers at the New York Daily News and the New York Post who have attacked members of Community School District 3 for defying the Board of Education's edict that the Pledge of Allegiance must be recited daily in every classroom in our public schools.

The Diverse Forms of Tech-Prep: Implementation Approaches in Ten Local Consortia - 1995
VIII. Logan, West Virginia
The Tech-Prep consortium based in Logan, West Virginia, was formed in fall 1990 by administrators at the two campuses of Southern West Virginia Community College (SWVCC) and the Logan and Mingo county vocational schools. These individuals also served at the start as the consortium's steering committee. Early development of the Tech-Prep concept involved the two county vocational schools, three comprehensive high schools and five junior high schools in the two county school systems, and a four-year state college. In 1992, the consortium expanded to include three more junior high schools. Five businesses and two trade associations have also been active enough in supporting and contributing to development of Tech-Prep to be considered members of the consortium. In the Logan and Mingo economies, the dominance of coal mining and high unemployment divide the nonfarm work force of about 30,000 into three strata. The mining industry, which employs 20 to 30 percent of the work force in the two counties, pays well; people who have jobs in coal mining are generally in the upper-income stratum. Other sectors of the economy offer less attractive wages and account for a middle stratum. The unemployed form a substantial low-income group; unemployment rates were 14 percent in Logan County in 1992 and 11 percent in Mingo County. As a result of this wage and employment pattern, overall per capita income in the two counties is roughly comparable to the statewide average, but per capita income for the employed is among the highest in the state.

August 13, 1999 MORGANTOWN, W.Va..... U.S. Senator Robert C. Byrd, D-W.Va., Friday announced that James Alan Fox, the Lipman Family Professor  of Criminal Justice and former Dean of the College of Criminal Justice at Northeastern University, will deliver the keynote address during the upcoming school safety symposium to be held at West Virginia University (WVU). "Dean Fox is widely recognized as a national authority on youth violence, and will lend his expertise to this important symposium.  I look forward to his participation, and I believe that West Virginians will  benefit from his insights," Byrd said. Fox has served as a member of the Presidential Advisory Committee on School Shootings and the U.S. Department of Education's Expert Panel on Safe, Disciplined, and Drug-Free  Schools.  He has published 13 books and dozens of journal articles and newspaper columns, primarily in the subject areas of murder, juvenile crime, and workplace violence.  He has testified before Congress, advised  President Clinton and Vice President Gore, and held private briefings with Attorney General Janet Reno on youth violence.  "In addition to Dean Fox, the symposium will feature two panels that will examine school  and community efforts to counter youth violence.  These panels will consist of West Virginians who have been leaders in their schools and communities at finding ways to prevent youth violence from occurring.  They will  examine what initiatives have worked, and what remains to be accomplished," Byrd explained.

Joyce L. Epstein
Joyce L. Epstein, director of the Center on Families, Communities, Schools, and Children's Learning at Johns Hopkins University in Baltimore, Maryland, talks about a framework of six types of parent involvement. Excerpted from "School/Family/Community Partnerships: Caring for the Children We Share," by J.L. Epstein, 1995, Phi Delta Kappan , 76 (9), p. 705-707. "A framework of six different types of involvement has from many studies and from many years of work by educators and families in elementary, middle and high school. Briefly, the six types of involvement are: type 1parenting, type 2communicating, type 3volunteering, type 4learning at home, type 5decision making, type 6collaborating with the community. Each type of involvement can be fulfilled by many different practices of partnership. Each type has particular challenges that must be met in order to have a successful program that engages all families. Each type suggests needed redefinition of some basic principles in order to succeed with today's families, and each type is likely to lead to different results for students, parents, teachers and the school." This Critical Issue was researched and written by Georgette Comuntzis-Page, adjunct assistant professor of journalism at West Virginia University, Morgantown, West Virginia, and a child-care specialist for the West Virginia University Extension Service.
