Background note: During the early years of the 20th century, the efforts of the federal government to "civilize" Native Americans was pursued with particular vigor. If the soul of the "civilizing" program was the instruction of Native Americans in the English language and European notions of work and sedentary agriculture, the heart of the program was the development of a comprehensive system of government-run Indian schools, designed to eradicate all traces of "savage" culture and behavior. Thomas Downs was among the dozens of men employed as an agent by the Bureau of Indian Affairs during the first decade of the 20th century, helping to establish and maintain these Indian schools a man, in his own mind trying to benefit his "charges," while representing a harsh, occasionally brutal federal policy. A native Indianan, Downs was born in Lawrenceburg on March 31, 1845. At only 16, he left home to enlist as a private in Co. K, 54th Indiana Infantry, later serving in the Vicksburg Campaign and in the Department of the Mississippi with the 16th Indiana Infantry and 13th Indiana Cavalry. Upon mustering out of the army, he returned to his parents' home in Connersville, Ind., and in November, 1866, married his seventeen year-old sweetheart, Mary Jane Eisman, the daughter of a German immigrant. Downs' military experience and civic authority were called upon during the Spanish-American War, and for the remainder of his life he remained in service to the government. His administrative skills earned him a captain's commission and an appointment as Assistant Quartermaster at the Jefferson Barracks in Saint Louis and, after the war, with the youngest of his children already in college, he elected to remain in the military. From 1901-1903, he helped to construct the barracks at Fort Stevens, Ore., earning additional income on the side through investments in a variety of extractive enterprises, including the White Pine Lumber Co., the Muir Glacier Packing Co., and the Wisconsin Central Gold Mining Co. His love for the military, however, seems to have waned in Oregon, and in February, 1903, he resigned from the military to accept a commission as Special Indian Agent.

The ASSIST program provides the select students with 10-month (1 full academic year) full scholarships to US's most prestigious private schools located throughout the US. Traditional Indian Education
The traditional way through which Native American children were educated for the responsibilities that they would assume as adults was by working with and imitating their elders. There was no "school" as it was understood by nineteenth century Europeans. Rather, children were allowed to roam freely throughout the community stopping and asking questions when and where they pleased. Children would work companionably alongside their parents or other adults, helping in small ways and gaining confidence and ability in various skills. Children often engaged in what the Dakota referred to as "small play," impersonating adults and mimicking their activities, conversations, and manners. Grandparents played a very important role in the education of children. Grandmothers, for example, bore responsibility for making girls "well behaved women." A grandmother would take it upon herself to tutor her granddaughter in the subtleties of daily life, such as how to move, how to interact with elders, where to sit at ceremonial occasions. In the evening it was common to send a daughter to her grandmother bearing a gift of food or tobacco. The gift was an invitation to the grandmother to instruct the child in the tribe's traditions that would help the girl understand both her place in the tribe and her people's place in the world.

Overview SEED is committed not only to the operational and financial sustainability of The SEED Schools itself, but also to the sponsorship of and participation in research regarding innovative education opportunities for children throughout the country. Primary Market Research: Prior to the establishment of the SEED School of DC, the founders conducted an intensive research period and interviewed educators, support agencies, foundations, officers of the juvenile justice system, social service providers, community leaders, and parents across the country. These interviews detailed the needs of this target student population, the successes and failures of existing programs, the cost of operating a successful program and other important aspects of developing and running a school. The SEED Foundation Study: The Wisconsin Report: In 1999, The Seed Foundation was awarded $100,000 by the State of Wisconsin to assess the viability of opening a school similar to the SEED School of DC in Milwaukee. This goal of this report was to study the Milwaukee area, interview educational leaders and community members, investigate potential sites, and identify funding mechanisms for an urban public boarding school. The report determined that there is a need for an inner city, college preparatory boarding school in southeastern Wisconsin, but that the absence of a reliable stream of operating funds precludes the possibility of opening such a school in the immediate future.
