North Central Risk Management Initiative Background The Federal Agricultural Improvement and Reform Act of 1996 mandated the Secretary of Agriculture to initiate an educational program "...in management of financial risks inherent in the production and marketing of agricultural commodities." The Secretary directed the Risk Management Agency (RMA) to facilitate the risk management education ( RME ) program. A staff member in each of the 10 Regional Service Offices (RSOs) of the RMA was designated as the RME coordinator to facilitate educational programs in the states in their service region. RMA has also combined its resources with those of the Cooperative State Research, Education, and Extension Service (CSREES) of USDA, the Land Grant University system and the Commodity Futures Trading Commission. The country was divided into 5 extension regions with an extension coordinator for each region. These regions are aligned with the RSO regions. The North Central Region includes a total of 11 states. These are: Ohio, Michigan, Indiana, and Illinois serviced by the Springfield RSO; Minnesota, Wisconsin and Iowa services by the St. Paul RSO; and, Missouri, Kansas, Nebraska and Colorado serviced by the Topeka RSO. Current Activities North Central Risk Management Computer Software Workshop, Lincoln, Nebraska, May 20-21, 1998. The purpose is to provide hands on training on a number of software packages that are currently available or are under development. Participation is limited to four representatives from each of the 11 states in the region. The participants will include extension staff and private sector representatives.

Ground water research, information, and policy needs: Strategies and priorities for extension

Abstract
Introduction
If research results, extension publications, and national strategy statements and documents could solve our problem of "round water contamination, we would perhaps enjoy the cleanest water in the world. Reviewing documents and promotional materials from state extension services, one is impressed by the amount of thought and energy which has gone into developing information for the public. It would be very difficult for anyone in this country to not be aware, at least in a general sense, that we have a serious "round water problem and that solutions are badly needed if we are concerned about water quality for ourselves and for future generations.
Current official awareness and priorities
In spite of an apparent current apathy in the administration, there is a high lever of official concern in most of the involved federal agencies. The Extension Committee on Organization and Policy (ECOP, undated) published a set of guidelines for extension: "Groundwater Education: A Challenge for the Cooperative Extension Service." This report included the following recommendations: develop educational programs on nature of water resources Implement educational programs on impacts of agricultural chemicals on "round water quality

Forage crops can accumulate toxic amounts of nitrate (NO ). High nitrate has been reported in cereal grains (oats, rye, wheat, barley, triticale, etc.),bromegrass, orchardgrass, fescue, sorghum, sudangrass, millet, corn, sweetclover and alfalfa. Several weeds, such as kochia, lambs-quarter, pigweed, quackgrass and Russian thistle, can also have high nitrate levels, especially when growing under adverse conditions. Nitrate poisoning of livestock was reported as early as 1895. Livestock losses occurred for many years before elevated nitrate levels in forage were determined to be the cause of death. The term "oat hay poisoning" was the common explanation for livestock losses in the 1930s, because large acreages of oats were harvested for forage during drought years.

Cooperative Extension Volunteer Water Quality Monitoring Programs
Our inquiries identified 27 volunteer water quality monitoring programs that are sponsored or co-sponsored by Cooperative Extension in the United States and its territories. We have since updated the list to include a total of 31 programs and two contacts for soon-to-be programs in Ohio. These programs began as early as 1978 and up to the year 2002. They have volunteers monitoring a variety of aquatic habitats including rivers, streams, lakes, ponds, well, wetlands, and estuaries. The image above and to the right represents how Cooperative Extension is involved in volunteer water quality monitoring programs across the nation. The map fails to show the Extension co-sponsored program that exists in the American Samoa. We have listed the programs that are sponsored or co-sponsored by Cooperative Extension by state in the list below. In parentheses next to each coordinator's name is the year that the program began. Many programs have websites available, and we have created links to these sites for your convenience.
