    DEVELOPMENTS:
    • Another Step Forward: The Wyoming state legislature successfully passed a new and improved charter school bill, which Governor Geringer signed into law. The original law was signed in 1995. But in the 6 years that the original law has been in place, not one charter school has been created. That should change with the new, more flexible charter school law. Some key improvements to the new law include the following: the petition requirement has been removed, a funding formula of 95% of the Average Daily Membership was added, protection for teachers against reprisal, and conditional approval so applicants can have an opportunity to obtain funding. Applicants can waive state statutes, can apply as a non-profit, and don't have to pay rent if they use a district facility.
      In March 2000, Nancy and Trey Hamilton put forth a proposal for Snowy Range Charter School. But after hundreds of hours, meetings and more, they're still at a standstill. Wyoming's law is the only one in the nation that requires 12 district teacher signatures before they can present their proposal, and the teachers have been led to believe that the Snowy Range Charter School proposal would crush their district. But Nancy and Trey will persevere in their efforts to break the misconceptions that abound in little Albany County. "If parents do not work to change the system it will remain at status quo. We believe we can make a difference," they say.

SCHOOL PSYCHOLOGIST The school psychologist offers services that consist of behavior management, mental health and general counseling, assessment, psychological treatment, program planning, access to community resources and consultation. Services are provided to children who are referred by parents, teachers, administrators, and other professional staff or community agencies. The school psychologist works closely with adults in the school, community and home to provide psychoeducational expertise in the identification and treatment of emotional, behavioral, and cognitive needs of children within the District. The school psychologist uses a wide range of alternative intervention techniques for children with special needs using either school based and/or community based resources. Strategies are developed to meet the unique needs of each child, which may include strategies for use in the home. The school psychologist is also a member of the crisis intervention team and may be consulted or meet with students in crisis. SPECIFIC LEARNING DISABILITIES Specific Learning Disabilities is a Special Education program designed to help students with identified academic problems. It provides service in the regular classroom or service in a resource room. These students must meet requirements established by the State and the Forest Lake School District.

HEADLINES February 14, 2003 Senate File 110: Required Academic Assessments for Homeschoolers Sponsor: Senator Kathryn Sessions (D) Summary: Senate File 110 would force homeschoolers to participate in the new statewide assessment system. Each homeschool program would have to comply with Wyoming's Student Performance Standards. Each homeschooler would be required to take the new statewide assessments and, in addition, file a portfolio for each child at the end of the first semester. If a homeschool child fails to achieve the "proficiency levels" established by the statewide assessment, the parent would be required to file a "remediation plan." Status: SF 110 was introduced to the Senate on January 22, 2003, and assigned to the Senate Education Committee. Senator Hank Coe, Chairman of the Senate Education Committee, refused to bring Senate File 110 up for consideration because it conflicted with federal law. The bill is now effectively dead.
