Announce Teacher Quality Enhancement Grant
CHEYENNE Governor Geringer and Superintendent of Public Instruction Judy Catchpole say Wyoming's education improvement efforts are paying off. Today, they announced that Wyoming has received a $2.86 million grant from the U.S. Department of Education's Title II – Teacher Quality Enhancement Grants Program. Governor Geringer says, "A quality teacher means a quality education. In Wyoming, we are beginning to implement a standards-based education system. That means we are making sure our children are learning what they are supposed to be learning. We must keep in mind that our number one goal is service to the students. Teacher quality means enabling the professional educator to give that high quality service to our kids." "The Wyoming Statewide Plan: A Model for Improving Teacher Quality in Rural America" is a three-year, joint project of the University of Wyoming College of Education, the Wyoming Professional Teaching Standards Board and the Wyoming School-University Partnership. It will receive $2,869,412 from Title II over three years to address three areas:

State Certification Reciprocity and Interstate Agreements: Interstate Certification Compact
Effective March 1, 1996, Rhode Island adopted "Enhance Reciprocity" as a route to certification. This route provides that certification be granted to an applicant who holds a valid and comparable certificate from another member state, provided the applicant has complied with any requirements of the receiving state regarding degrees held, citizenship, and moral, ethical, physical, and mental fitness.
A copy, including any translation key, of a valid teaching support administrative , or vocational certificate from the member state is required. NOTE: This certificate must be a Level II certificate as defined in the Interstate Contract. NOTE: This certificate must be valid during the period for which reciprocity is sought and must also be valid in the teaching area for which certification is desired. Alternative Certification Many states have developed or are initiating programs that provide alternative routes to teacher certification, particularly for mid-career professionals. The goal of such programs is to draw a diversity of individuals with in-depth subject matter backgrounds into teaching careers. Requirements for an alternative teaching license vary by state. For an overseas position, it does not matter what state your license is from. Generally, applicants must hold a bachelors degree in the subject to be taught, achieve a passing score on state-required examinations, complete an intensive teacher preparation program, and possibly fulfill a supervised teaching internship. Specific information on which school systems are offering internships can be requested from the schools. After satisfactory completion of these requirements, the applicant will be issued a teaching credential.

If you are planning to move to another state, you should contact that state's certification office, as listed below. The number code following each entry indicates the types of testing which the state required at the time this information was published in the 1999 Job Search Hanbook. The key to the codes follows the state listing.
When you write or call the state certification office, indicate the type of certificate you are receiving from your current state, which national tests you have taken, and ask for application materials and procedures for obtaining certification in the new state. Another source of information about certification requirements will be the actual districts to which you apply.

Wyoming second in per-pupil spending
By HOLLY STROTHER Star-Tribune staff writer CASPER - CST - When it comes to providing money and other resources to its schools, Wyoming ranks second in the nation, spending $8,657 per student in adjusted dollars, according to a national education report released Monday. But the state ranked dead last in terms of improving the quality of its teachers, receiving an F grade for the third straight year, Education Week's Quality Counts 2002 report found. New Jersey led the country in per-pupil spending last year, with $9,362 in dollars that reflect regional cost differences. The lowest-ranked state was Arizona, with per-pupil spending of $5,006. The U.S. average was $7,079, according to the report. For the first time in at least six years, the state got an A on its report card in adequacy of resources, which "accounts for both the number of students below an 'adequate' level of spending and the degree to which spending on those students falls short of adequate," according to the report. State Sen. Charlie Scott, R-Casper, said he believed the F grade was a fair assessment of two of the three areas of teacher improvement: Teacher's salaries are not enough for the state to recruit more high-quality teachers, he said, and the Wyoming Professional Teachers Standards Board policies are complicated and rigid to the detriment of the education system here.
