Instruction provided to more than one family unit does not constitute a home-based educational program. Wyo. Stat. § 21-4-101(a)(iii). Home-based educational programs shall provide for " a sequentially progressive curriculum of fundamental instruction in reading, writing, mathematics, civics, history, literature, and science ". There is not a requirement for the inclusion of any concept, topic, or practice in conflict with the religious doctrines of the parents nor any prohibition against excluding from its curriculum any concept, topic, or practice consistent with the religious doctrines of the parents. Complete the application and questionnaire forms for Laramie County School District #1, AND Obtain a Wyoming Substitute Permit/Wyoming Certification To obtain a Substitute Permit or a Wyoming Certification, apply at the Professional Teaching Standards Board, 2nd floor, Hathaway Building, 2300 Capitol Avenue, Cheyenne, WY 82002. (307) 777-6248. They will require: Application for substitute permit/certification. Official transcripts from your graduating college/university. Wyoming History or constitution requirement (For Certification). Fingerprinting Fee: $45 for fingerprinting, $25 for permit, total of $70.

State-By State Analysis WYOMING Although, Wyoming meets some of the AFT criteria for good charter school law, it exempts charter schools from meeting state standards and does not require that charter school students take the same test instrument used in other public schools Admissions policies:
The law states that school admission cannot be determined by residence except when a public school is converted into a charter. Admission shall not be determined solely on academics. The potential charter school must state admission requirements in application, and the means by which the school will achieve a racial and ethnic balance among its pupils that is reflective of the general population residing within the territorial jurisdiction of the school district in which the charter petition is submitted. State standards apply: No. Charter school applications must describe measurable pupil outcomes identified for use by the charter school. Pupil outcomes must measure the extent to which all pupils of the school demonstrate they have attained the skills and knowledge specified in the school's educational program, and must describe the method by which pupil progress in meeting these outcomes is measured.

Lohman, Chief Analyst You asked several questions about the relationship between Connecticut's system of teacher certification and certification by the National Board for Professional Teaching Standards (NBPTS). Questions and answers are listed separately below. Why doesn't Connecticut accept NBPTS certification in lieu of state teacher certification?
    NBPTS is not intended as a substitute for state teacher licensing. State certification is mandatory and intended to ensure that beginning teachers meet minimum standards. NBPTS certification is voluntary and designed to identify experienced teachers who meet rigorous professional criteria.
In order to be eligible for NBPTS certification, a public school teacher must already have a valid state teaching certificate, a bachelors' degree from an accredited institution, and at least three years of teaching experience. A private school teacher who is not legally required to hold a state teaching certificate may receive board certification if she submits proof that the private school where she taught has state approval to operate. Is national board certification less rigorous than Connecticut's?

The Education Intelligence Agency What was the California Teachers Association going to do if the paycheck protection initiative passed? EIA knows, but isn't telling just yet. The details will appear here next week if you don't see them elsewhere first. In addition to its usual business, the CTA Board of Directors "reaffirmed the use of the term ‘extremist' and not ‘Christian,' ‘far right,' or ‘right wing' in referring to the attacks on public education." There were no additional state delegate assembly votes on merger last week, but the news was still bad for pro-merger forces. The board of directors of the Alabama Education Association (which held its convention in December, before the Principles of Unity had been drafted) voted unanimously to oppose the merger. NEA's Alabama affiliate is the ninth largest in the nation. AEA Executive Director Paul Hubbert estimated a loss in membership of 10,000 should merger pass. Hubbert said that AFL-CIO affiliation "creates many philosophical obstacles" for Alabama teachers. The Alabama vote is, like the votes of the state assemblies, non-binding on the NEA Representative Assembly delegates. Twelve state assemblies have voted to oppose merger. At least three board of
