DoD and the Year 2000 Computer Problem The year 2000 computer problem could degrade DoD readiness if it's not addressed quickly, said DoD officials. DoD is working to find and fix problems in weapon systems and automated business information systems. The year 2000 problem is the inability of most computers to tell dates after Dec. 31, 1999, because they use only the last two digits when computing years. On Jan. 1, 2000, many computer systems and software applications will interpret '00 as the year 1900. Identifying applications where this is a problem will be a big process. The first emphasis is on weapons systems. Fortunately, they are, for the most part, much less date-intensive than most business information systems, so there are far fewer fixes which need to be made. Still, weapons and delivery systems must be checked for the problem, leaving nothing to chance. The Defense Finance and Accounting Service started combating the problem in 1991. DoD will be able to pay military members, civilian employees and annuitants when 2000 comes.

The Year 2000 Computer Problem - Issues for Small Jurisdictions

First of all, what is the Year 2000 problem? To conserve storage space in the early days of computing, years were stored as two digits rather than as four (for example, 98 rather than 1998) in computer programs. If your software programs are not updated to handle four digits, then calculations involving dates could be incorrect, affecting a variety of your financial and database systems. A sEcond problem with the Year 2000 will occur because the clocks in many personal computers store years as two digits and have no place holder for the millennium value of a year, requiring that you update your hardware. Further, the Year 2000 is a leap year, but the rules governing computing dates will fail to recognize 2000 as a leap year. What does the Year 2000 problem mean for small cities, towns, and counties within Washington State? For the purpose of this briefing, "small" will be used to describe jurisdictions having only personal computers that may or may not be networked, off-the-shelf application software (such as Microsoft Excel or Access), and a limited number of customized programs maintained by vendors such as ASP or Eden Systems.

The Japan Electronic Industry Development Association (JEIDA; Chairman Naoyuki Akikusa, president of Fujitsu) has established the Research and Statistics Committee (Chairman Tatsuo Tanaka, JEIDA executive director) to implement various types of computer-related statistical surveys, with the committee pleased to announce its projections for fiscal year 2000 domestic shipments (domestic demand) based on the autonomous statistics compiled by the specific JEIDA market committees.
Overall trends
During fiscal 2000 in Japan, expanded investment in information technology is anticipated to be spurred by the recovery tone in the economy and the rebound from the curbs on investment through the previous year accompanying the response to the year 2000 (Y2K) problem, as well as the full-fledged startup of the government millennium project, e-commerce transactions and other developments. In view of these conditions, the value of domestic shipments of computers and peripheral terminal equipment is projected to reach 6.27 trillion yen in fiscal 2000, a 3% increase from the 6.106 trillion yen performance forecast for fiscal 1999 (value base), itself a 1rise over the previous year's results.

Millennium Scaremongering There are predictions of gloom and doom for the arrival of the centesimal year in 2000 relating to modern computer systems. These may not act as usual when the first day of Year 2000 arrives. Prudence may be wise for certain crucial sectors such as airlines. Qantas and Ansett may spend $150 million working on fixes. Aircraft might not fly on the night in question. Pacemaker wearers may be wise to stay at a hospital overnight. Stockmarkets may best remain closed for the duration. Computer systems of various forms exist within cars, hospitals, aircraft, offices, communications networks, financial institutions, missiles, shops and in almost any other sphere of modern business and technology. They need the correct date to work properly or they may cause system failures. It is the embedded code within the microchips and computer circuits where the devil lies with the Year 2000 (Y2K) computer bug. In the early days of computers, it was necessary to limit the amount of input data as much as possible, in order to maximise processing storage. As a consequence, when inputting years, the prefix '19' was often left out. The Y2K problem comes with the Year 2000 when computers may instead think it is 1900. Banks might then calculate account interest over 100 years!

Seventy years ago, W. I. Thomas and Dorothy Swaine Thomas proclaimed one of sociology's most influential ideas: "If men define situations as real, they are real in their consequences." Their case in point was a prisoner who attacked people he heard mumbling absent-mindedly to themselves. To the deranged inmate, these lip movements were curses or insults. No matter that they weren't; the results were the same. The Thomas Theorem, as it is called, now has a corollary. In a microprocessor-controlled society, if machines register a disordered state, they are likely to create it. For example, if an automatic railroad switching system mistakenly detects another train stalled on the tracks ahead and halts the engine, there really will be a train stalled on the tracks.

PURPOSE AND CONTENT OF THE SPECIAL REPORT The purpose of this Special Report is to inform Parliament of the impact of the Year 2000 problem, the reasons for it and what the national departments and provincial administrations are doing to ensure the continuation of effective business processes in the year 2000. For purposes of this Special Report, national departments include the organisational components mentioned in Schedule 2 of the Public Service Act, Act No. 103 of 1994. It is hoped that this Special Report will lead to a better understanding of the Year 2000 problem and will help to ensure that effective steps are taken timeously to address the problem. 2. OVERVIEW (1) THE YEAR 2000 PROBLEM AND ITS CONSEQUENCES:
  • During the last few decades of the 20th century, most organisations have come to rely on computer systems in performing their business and daily operations. If many of these computer systems are not modified, a considerable number of them will fail to work correctly, or simply fail to work at all in the year 2000. This could, for example, lead to salaries and invoices not being paid, collection of taxes being put at risk, critical defence systems malfunctioning and hospital records being inaccurate. The problem is by no means limited to the older mainframe legacy systems and there are many instances where some of the newer client/server applications will have similar problems. The Year 2000 problem can be found in hardware, operating software and application programs. Furthermore, communication systems and electronically controlled devices that are date dependent may also be affected.

    Regional, Science, 2/20/1998 The American - Saudi bank is sponsoring a regional conference to deal with a software problem that will cause some computers to mulfunction when the year 2000 is reached.
    The conference, is being held in Beirut today to discuss the probable effects on corporations, banks, and the Arab states' economy as a whole.
    The computer software problem that afflicts the Saudi Bank and others stems from software that was programmed long time ago, where "a year" in computer records is represented as two digits, such as "97" to imply the year 1997.
    This leads to a problem as representing the year 2000 with "00" would be interpreted by a computer as the year 1900, as opposed to the year 2000. So for example, a person born in the year 2000, will be seen by the computer as a 100 year-old person.
    These kind of errors threaten to paralyze computer systems that control millions of transactions and accounts in governments, companies, banks, payment systems and general services that rely on accurate date and time representation for accurate calculations.
    Isah Al-Isah, the bank manager, said Arab states are faced with a severe shortage of technicaly qualified personal and computer software programmers with the needed expertise to deal with this problem. Al-Isah called this crisis "the bomb of the year 2000," referring to the dramatic increase in the cost of solving this problem the longer companies and governments wait to address this issue.
