One way to draw the distinction between volunteerism and advocacy is the parable of the Good Samaritan. With Herculean effort, she was able to save just one of them. In the meantime, two more victims were swept through the rough water beyond her reach. She spent the rest of the afternoon and every ounce of her strength saving some and losing many others to the raging current. Youth Advocacy Program Detective Jorge Armenta, Los Angeles Police Department During 1989, the City of Los Angeles Community Development Department was tasked with the responsibility to develop a master plan to coordinate the efforts of community-based counseling agencies within the City of Los Angeles. In February 1990, the Commanding Officer of the Los Angeles Police Department’s (LAPD) Juvenile Division was asked to participate in the City of Los Angeles Advisory Task Force to coordinate the efforts of developing a diversion/referral program for at-risk youth. The LAPD Juvenile Division began work to unite the existing LAPD Referral Program and the City’s Youth Advocacy Program. The Youth Advocacy Program (YAP) was designed to form an early intervention system which would refer qualifying at-risk youth and their families to referral agencies, offering treatment and counseling programs to them with the goal of reducing criminal activities and hard-core juvenile delinquency. The program was to operate out of the Juvenile Unit of each LAPD Division. Following Department procedures, juvenile investigators may exercise limited discretion on the disposition of juvenile offenders arrested for a criminal charge under the provisions of 602 of the Welfare and Institution Code (WIC). In most cases, the investigator would request a petition to the juvenile courts through the District Attorney’s Office and the Probation Department for the matter to be addressed in court. On occasion, if the offense is minor, the investigator may send the matter to a referral program.

There were several speakers, both youth and adult, who talked to the importance of advocating for young people’s sexual and reproductive health and rights. There was a nice mix of both youth and adult activists mingling around, eating and drinking. It was an excellent opportunity for young activists to meet other youth working on the same issue from all over the world. Experiences were shared and contacts were made. INDEPENDENT LIVING Disabled Youth Advocacy Teams in Russia By Marc Behrendt, World Institute on Disability The All-Russian Society of Disabled People (ARSD) affiliates in Krasnodar, Perm and Novgorod regions and in the Republic of Komi have launched teams of disabled youth activists to promote inclusion for people with disabilities in their communities. With financial support from the US Agency for International Development and the British Know How Fund, Moscow's Society of Disabled People "Perspektiva," the World Institute on Disability and Britain's Derbyshire Center for Integrated Living have collaborated on developing a replicable strategy for empowering youth with disabilities. This collaboration of Russian, British and US disability organizations has recruited and trained a cadre of 46 young disabled activists in 7 cities. They are providing disability awareness training in Russian public schools, writing articles, soliciting local media coverage and conducting disability awareness workshops for local NGOs, businesses, and government officials. Additionally, the youth teams are outreaching to other youth with disabilities through peer support groups and self-advocacy training. The All-Russian Society of the Disabled identified serving young people with disabilities as one of its priorities in Program of Action for 1997-2001.

Despite the fact the every child accused of a crime has a right to a defense attorney, young people across the state are finding themselves facing serious legal consequences without a dedicated juvenile defender to fight on their behalf. Not only are children and their families rarely aware of their legal rights, few public defenders have the time or resources to explain them, let alone adequately represent them. A recent report entitled The Children Left Behind describes the numerous barriers to effective representation for delinquent youth in Louisiana, including crushing caseloads, lack of training and supervision, inadequate funding, high use of pleas and waiver, and an over-reliance on probation officers. In July 2002, the American Bar Association Juvenile Justice Center released The Children Left Behind Annual Update . The Annual Update was prepared in collaboration with the Juvenile Justice Project of Louisiana in order to update stakeholders on the status of juvenile defense since the publication of the original ABA assessment last June. By fighting to keep young people out of the system and advocating for appropriate community-based interventions when necessary, zealous advocates ensure that children have the best opportunities for success, thereby strengthening both the communities where they live and the core values of the juvenile justice system. Without effective advocacy too many children are placed in prisons without any effective accountability interventions and with a high likelihood of repeating criminal behavior when they are released. More devastatingly, opportunities for personal growth and development are damaged when youth are locked away from their homes and families. 23 September 2002 The Minister for Children, Mr Brian Lenihan TD, has today (23 September 2002) launched the National Pilot of the Youth Advocacy Programme at the Northern Area Health Board Headquarters, Swords, Co. Dublin. The Youth Advocacy Programme is an innovative programme, developed in the United States, which has been designed to provide support to at-risk young people and their families. "The Programme is about providing support and direction to young people within their homes and local communities in a way which acknowledges their strengths and offers unconditional care," said the Minister. The Minister said that he was particularly pleased to provide financial support to the Eastern Regional Health Authority for the National Youth Advocacy Pilot Programme in the Northern Area Health Board. "The direct annual cost of the National Pilot Programme is €600,000. It is envisaged that places will be available for 50 individual clients and their families in any one calendar year of the programme. There will be access for 25 clients and their families at any one time," said the Minister. The National Pilot in North Dublin will run for three years initially. It will be managed by the Northern Area Health Board in partnership with the Eastern Regional Health Authority, the Youth Advocacy Programme organisation and Extern, a charitable, not-for-profit organisation from Northern Ireland with the support of the Department of Health and Children.
