In Zimbabwe, white farmers are still being defiant to the order issued by the government of President Robert Mugabe that they should vacate farm lands that government has targeted for take over. Others have decided to obey the order. Unfortunately, the issue of land re-distribution, or "seizure" as the foreign media would have us believe, has been the most misunderstood, to the extent that it has been lumped together with the politics of President Mugabe. But the issue of politics in Zimbabwe, and ultimately that of Mugabe, should not be allowed to becloud the attempt by the country to the equitable re-distribution of land stolen by whites in the first instance without compensation to its rightful African owners. While white farmers continue to shed crocodile tears, it is a matter of record that in a land of more than 11 million people, the whites who make up less than 2% of the population, control more than 60% of the arable land. It is also a matter of record that although 95% of the white farmers have received notice to quit the land, those whose land has been taken over have all received compensation, and of the 500 who have agreed to leave peacefully some have also already been paid.

HARARE–
The recent spate of disturbances in Zimbabwe, particularly in Harare, over the deteriorating economic situation, are a source of worry, according to the Zimbabwe Council of Churches (ZCC), which is hosting the World Council of Churches (WCC)’s Eighth Assembly in December. More than 4,000 participants are expected at the WCC gathering, which is held every seven years. Planning has been under way since 1994, when Harare was chosen as the location for the Assembly, which will have special significance because the WCC is celebrating the 50th anniversary of its founding. ZCC’s general secretary, Densen Mafinyane, told a recent meeting of civic leaders and government officials on March 2 that the disturbances were “badly” affecting the preparations for the Assembly, including booking accommodation, food, security, telecommunications and banking facilities. But Mafinyane said he was optimistic the country would be “peaceful” by December, provided the government opened itself up to dialogue with aggrieved parties.

Government Steps up Harassment of Human Rights Defenders

Amnesty International condemns efforts by the Zimbabwean government to silence human rights defenders. Recent statements by government ministers signal intensified scrutiny and intimidation of NGOs who have spoken out about the deteriorating human rights situation in Zimbabwe.
"Human rights organizations who expose human rights violations and are perceived to be critical of government policy are coming under increasing attack," Amnesty International said today.
Amnesty International calls upon the Zimbabwean government to respect the United Nations Declaration on Human Rights Defenders and to immediately end its intimidation and harassment of human rights organizations and other human rights defenders.
"The authorities must enable human rights defenders to work without fear of intimidation or arrest. The Zimbabwean authorities and the international community should ensure that impartial and independent public investigations are carried out into human rights violations and that those responsible are brought to justice" said Amnesty International.

Ari Ben Menashe, a political consultant based in Canada who claims to be a former Israeli intelligence agent, testified that the leader of the opposition Movement for Democratic Change (MDC) had asked him to assassinate Mr Mugabe and carry out a coup. At their first meeting, at the Hilton Hotel at Heathrow airport, Mr Ben Menashe alleged that Mr Tsvangirai told him: "Mugabe will not leave office unless he is carried out in coffin... he has to be killed, it has to look like an accident and nothing to do with the MDC."

Charities Tue, February 4, 2003 Consultant: CIA targeted Zimbabwe president HARARE, Zimbabwe (AP) - A Montreal-based political consultant testified Tuesday in the treason trial of Zimbabwe opposition leader Morgan Tsvangirai that he was asked to help arrange a coup and the killing of the southern African country's president, Robert Mugabe. Ari Ben Menashe said he is a former Israeli intelligence agent who once worked undercover in Zimbabwe with the approval of Mugabe's government. He suggested the U.S. Central Intelligence Agency was involved in the plot against Mugabe, testifying a CIA official attended a meeting along with Tsvangirai at his firm's Montreal office that was secretly videotaped. Portions of the Dec. 4, 2001 video - a key part of the prosecution's evidence - were broadcast in the Harare High Court on Tuesday.

HARARE - The Zimbabwe government has mooted a Z$10 billion debt-swap plan for financially beleaguered parastatals which will see ailing steel giant, Zimbabwe Iron and Steel Company (Zisco), offsetting Z$1 billion of its debt to Wankie Colliery Company Limited (WCC) by year-end. Officials in the Finance and Economic Development ministry this week said under the debt swap arrangement; government would take over all debt obligations of various parastatals in order to restore accountability within the state-owned utilities. Parastatals earmarked to benefit under the debt swap arrangement scheme include Zisco, National Railways of Zimbabwe, Zimbabwe Electricity Supply Authority and Air Zimbabwe. The sources said a Z$10 billion budget had been drawn up and the funds would be included in the 2003 budget set to be announced mid-next month.
The move by the government, said the sources, comes against a background of the current financial constraints impacting negatively on most of the government-owned firms nationwide.

Zimbabwe government to seize whites' farms soon
HARARE, April 29: Zimbabwean President Robert Mugabe will use special powers to begin seizing white-owned farms within weeks, the government announced Saturday, as farmers reported new violence by land invaders.
"Within 10 days the legal framework to take land and redistribute it to the people will be in place and we will immediately proceed to take and give it to the people," Justice Minister Emmerson Mnangagwa told the state news agency Ziana.
He said that with parliament having been dissolved ahead of elections, Mugabe would use the Presidential Powers Act to repeal a law which requires compensation to be paid for seized farms.
Mugabe has already changed the constitution to allow the seizure of land without payment, but needs to repeal the old Land Acquisition Act before he can take the farms.
Opposition lawyers and farming officials have condemned the move.
The director of the Commercial Farmers' Union (CFU), which represents Zimbabwe's 4,000 white farmers, said:

After independence a new constitution was drawn up that declared Zimbabwe a majority-rule republic. The 1980 constitution guarantees the fundamental rights and freedoms of the individual, regardless of race, ethnic group, place of origin, creed, or gender. Constitutional amendments approved in 1987 and 1990 provide for direct election of the president, abolish reserved seats in the legislature for whites, and establish a unicameral legislature. There is universal suffrage, and the voting age is 18.
