NAIA Policy Statements
Animals in entertainment and zoos
Introduction Pet Ownership Dogs Pets and the Community ... In modern society, people have few opportunities to see wild or exotic animals, let alone touch or work with them. While people can learn much about animals from books, movies, and the Internet, there is nothing that will open human eyes, minds, and hearts to these wonderful creatures more quickly and thoroughly than seeing an animal in the flesh and observing its behavior in a habitat display or with a trainer or handler. Circuses, zoos, wild animal parks, aquariums, and private entertainers and foundations provide opportunities where people can see animals in these situations and thereby foster understanding of and appreciation for other species. NAIA supports the institutions that responsibly house, breed, train, and otherwise care for these animals, pursue the worthy goals of species conservation and public education, and exemplify the mutually beneficial relationships that can exist between individual trainers and their animals. NAIA also opposes legislation and regulations that would rob people and animals of these opportunities.

Genebanks: Preserving genetic diversity for Earth’s future
DENVER, CO – The idea of freezing and storing the genetic materials of endangered plants and animals in some offsite location sounds more like a Jurassic Park sequel than a reality, but it is something that is in the works. Endangered species protection programs, zoos, and plant conservatories work to preserve the Earth's animal and plant population, but in order to preserve the richness of biological diversity, alternatives such as gene banking must be used, scientist said today at the American Association for the Advancement of Science (AAAS) Annual Meeting. As endangered species – both plant and animal – disappear from their natural habitats and become limited to zoos and animal parks, researchers are searching for alternatives to conserve these species. In situ conservation, which aims to keep a species in their ecosystem or habitat, is a top priority. However, in order to protect endangered species, there have been additional ex situ conservation efforts, protecting endangered species in zoos and botanical gardens, and placing their DNA into gene banks. Thanks to recent developments in cryobiology, it is possible to keep tissues alive and unchanged for hundreds of thousands of years.

Noah's Ark: A Modern Approach
Efforts to protect the world's plants and animals take place around us all the time. City zoos and animal parks, aquariums, botanical gardens, and seed banks contribute a great deal to the preservation of species. Yet these places are not like Noah's ark. Zoos and parks will never be able to save live individuals of every species on earth. There is much they can do, however, to help save the earth's living diversity.

News on Zoos Following the definition of the European Zoo Directive (1999/22/EC), a zoo is any establishment that is open to the public for 7 or more days in twelve consecutive months, that displays wild animals (animals not normally domestic in that country). Therefore a 'zoo' can take many different forms and not just the traditional zoo that most people may imagine. Other types of zoo include safari parks, aquaria, aviaries, reptile farms, dolpinaria, farm parks with exotics, amusement parks with exotic animals and sanctuaries open to the public.
The majority of countries have zoo legislation, which requires the zoo to uphold certain standards in general zoo upkeep, public safety, zoo performance and animal husbandry and welfare. In the UK, zoos are regulated by the Zoo Licensing Act of 1981 and in the European Union, the Directive 1999/22/EC requires all zoos throughout the EU to uphold high standards in animal welfare and commit to conservation. However, in some countries there is no governing legislation and even in countries where legislation does exist, enforcement can be inadequate and many animals often suffer as a result. The Born Free Foundation receives thousands of complaints every year from distraught or angry members of the public who have witnessed terrible cases of animal exploitation, many of which are animals seen in zoos. Without these complaints however the Zoo Check department would not be able to keep up-to-date records of zoos, circuses and other forms of captive animal exploitation. YOUR information is vital to our work to alleviate suffering and to help us make a difference!

(Amended in Taiping, Malaysia, 11 October 2001) CONSTITUTION PREAMBLE
We, the South East Asian Zoos Association (SEAZA), is an organisation devoted to the conservation of wildlife, and to the display of wildlife for public education; Believing that every biological species has a right to survival, that humans have an obligation to protect that right, zoos in developing countries are obliged to educate and motivate citizens to care for wildlife and to help preserve their regional biological diversity; Desiring to carry out this obligation by managing animals under our stewardship in conditions that promote their individual wellbeing, genetic diversity of their populations, preservation of their taxa, and conservation of their natural ecosystems, we will strive to:
  • Exhibit animals to the general public in ways that will educate the public at the same time it provides them with a pleasurable leisure-time activity, and that will foster in them respect and empathy towards animals and natural ecosystems; Conduct benign research into the biology and behaviour of species in our care, especially as it will contribute to our ultimate goals of conservation and education;

For more information, send e-mail to permissions@pupress.princeton.edu This file is also available in Adobe Acrobat PDF format Introduction On a rainy day in May 1988, a lowland gorilla named Willie B. stepped outdoors for the first time in twenty-seven years. Born in Africa in 1958, Willie B. had been captured by an animal collector and was delivered to the zoo in Atlanta, Georgia, in 1961, where he was housed by himself in an enclosure of concrete and heavy bars. Twenty years later, after complaints about the zoo's management, a television was provided to relieve his isolation. (He watched M*A*S*H* 60 Minutes , and a save-the-zoo telethon.) Willie B. was listless and overweight, and hardly an ambassador for gorilla conservation, until the day when he tentatively looked out on the grass and trees of a new, naturalistic immersion exhibit at the renovated Zoo Atlanta. Other gorillas were released into the exhibit, and Willie B. soon adjusted to life in a social group, became a father, and evidently lived happily until his death in February 2000 at the age of forty-one. Willie B. had been the zoo's most popular attraction; a crowd of more than seven thousand people attended a memorial service in his honor. In his lifetime he had journeyed from being an object of voyeurism in a sterile cage to a muscular silverback, foraging for raisins and behaving like a gorilla. He achieved a kind of zoological fulfillment in his opportunity to live a more authentic gorilla life than he had behind bars, a transcendence in his return to nature.

Legislation The Criminal Code of Canada contains provisions dealing with cruelty to animals but they are not sufficient to deal with many of the problems faced by captive wild animals. For example the Criminal Code is punitive and not preventative; it does not provide for inspections or licensing; it is based on the suffering of animals and not their welfare; to be deemed criminal a human action must be done with intent; pain, suffering and/or injury must be deemed unnecessary; there is no power of confiscation; and it does not contain standards for animal care and housing. Many of the problems inherent in the Criminal Code of Canada are also applicable to provincial SPCA Acts. Despite this, most SPCA Acts do provide for the issuance of orders to alleviate the suffering and distress of animals, and in certain circumstances, the seizure of animals. New Brunswick The New Brunswick Department of Natural Resources and Energy (DNRE) currently requires all zoos and wildlife parks to obtain an annual permit to operate. Each zoo must supply a completed animal inventory form, an additions and deletions to/from inventory form, and a health certificate from a veterinarian. There is currently no animal care and housing standards or regulations that need to be adhered to, and there is no inspection associated with the issuance of zoo permits. Beginning in 1996, the DNRE changed its approach with respect to the permitting of zoos and wildlife parks, and has adopted the criteria of animal care and housing developed by the Canadian Association of Zoological Parks and Aquariums (CAZPA) as a requirement for permitting. This requirement is being phased in over a three year period.
