M. Tauseef Baig Negligence on part of the government and public has retarded the process of wildlife conservation in Pakistan. It is time that we put our acts together in a rescue act, urges Pakistan is composed of varied geographic features, and contrasting climatic and vegetative zones. These factors contribute to an unparalleled diversity of both plants and animals in the country. For example, around 600 species of birds have been watched and described in Pakistan, a number which exceeds that of the whole of Europe. This variety of life is, however, under constant and ever increasing pressure from certain detrimental factors which retard or subvert the process of wildlife conservation. Many a fragile habitat and rare species are already on the verge of extinction. The foremost problem of conservation in Pakistan is lack of information and ignorance. In the past 50 years no serious effort has been made to enlist and document all the animal and plant species on scientific lines. Perhaps the only data present before us is that provided by a few individual and some NGOs and that too rather scanty. Unfortunately, the existing knowledge is not being conveyed to the public. Syllabi at school and at the college level do not provide any information on the country's wildlife or the importance of its conservation. Our biologists are equally responsible for this negligence as they write 'heavy duty' research papers for scientific journals but never bother to educate people about nature through the media. The electronic media, especially television, remain oblivious to the beauty of nature in this country and their duty to protect it against invasion of any kind.

    LENGTH: 610 words HEADLINE: Residents concerned for safety after animals escape Racine [Minnesota] animal park Residents are asking the City Council here to pull the operating permit for a local animal park and shut it down for good. The request came last month and council members held a special meeting with BEARCAT Hollow's owners to discuss the issue. Two recent incidents have spurred the action. In July, a white Siberian tiger broke a gate at the park, which houses about 300 animals, and attacked a 7-year-old Rochester girl. The tiger was killed to check for rabies, which it did not have. In December, Clyde Boone found a 10-month-old cinnamon black bear on his porch. It had escaped from the park about a mile away. "Nobody got hurt, but what if the next time, somebody got killed?" Boone said. "I couldn't live with myself if I didn't speak up." The incidents unnerved Boone and several neighbors and left them wondering about the safety of the 350 residents of Racine, located 105 miles south of the Twin Cities.

    DATELINE: RACINE, Minn. City leaders will decide Tuesday night whether to let an exotic animal farm remain open after concerns about lax security at BEARCAT Hollow, including the tiger attack of a girl last summer. Some residents who live near the park, which is about 25 miles northeast of Austin, want the City Council to pull the operating permit for BEARCAT Hollow and shut it down for good. The request followed the escape of a 10-month-old black bear in December. The bear ended up on the porch of a nearby home, breaking windows and frightening a family. And in July, a white Siberian tiger broke a gate at the park and attacked a 7-year-old Rochester girl. The tiger named Como was later destroyed, and the park was fined nearly $1,400. Nancy Kraft, and her husband, Ken, have operated BEARCAT Hollow since September 2000. She said they opened the park, which houses about 300 animals, as an educational zoo.

        The National Conservation Strategy and Policy Statement on Environment and Development, 1992, the National Forest Policy 1988, and the Policy Statement on Abatement of Pollution, 1992 are the major policy instruments of the Government for dealing with various problems of environment and development in a comprehensive manner.         Biosphere Reserves
        Areas rich in biodiversity and encompassing unique and representative ecosystems are identified and designated as Biosphere Reserves to facilitate conservation of India s immense biological diversity which is estimated to be over 47,000 plant species and 81,000 animal species, representing about 7% of the world s flora and 6.5% of world s fauna, respectively. Nearly 15,000 flowering plants are endemic to the country and in the case of fauna, the extent of endemism is estimated at about 62%.     CONSERVATION OF NATURAL RESOURCES Index The Ministry has undertaken a series of measures to impart a new impetus to the task of protecting the environment and conserving forests and wildlife. Some of the major initiatives are mentioned here:
    3.1 FORESTS
    Forest Protection Creation of Joint Forest Management (JFM) Cell: A Joint Forest Management Cell was created in the Forest Protection Division to assess the impact of JFM on the protection and development of forests. To ensure the effective monitoring of JFM activities in the country and to guide the Government, a JFM Standing Committee under the Chairmanship of the eminent scientist Dr. T. N. Khoshoo has also been set up. Revision of Project Modern Forest Fire Control Methods : The Central Sector component of the project Modern Forest Fire Control Methods is being revised to include the monitoring of forest fire incidents in the country to effectively prevent and control fire accidents. Data on fire incidents will be generated and JFM committees will be involved in preventing forest fires in the country. Integrated Forest Protection Scheme: A proposal for a 100 percent centrally-sponsored Integrated Forest Protection Scheme has been sent to the Planning Commission for funding during the IX Plan period. The scheme involves assisting the states to set up a state forest protection-force as well as to assist JFM activities and involve people in eco-regeneration activities.
