Charles Frace America's most acclaimed wildlife artist shares nature's world of fascinating discoveries. IN PURSUIT OF A DREAM Tucked away in the hills of eastern Pennsylvania are rolling sanctuaries of wilderness rich in animal life and ancient Indian lore. It was into this world that Charles Frace was born in 1926. His family made their home in a small mining town then known as East Mauch Chunk (since renamed Jim Thorpe). Young Charles found a different kind of home in the wooded hills nearby, and his boyhood fascination with the outdoors has remained intact. Charles Frace

Frace began drawing at five, recalling his discoveries on nearby Bear Mountain in his sketch book. Even at that early age, Fracé remembers wanting to be an artist. He taught himself to paint when he was fifteen, and his self-instructed talent earned him a scholarship to Philadelphia's Museum School of Art (now the Philadelphia College of Art), where he graduated with honors. In 1955 Frace began his professional career as a freelance illustrator in New York City. His first few years were filled with struggle, but eventually his talent and determination were recognized and rewarded by some of the nation's best-known publishers of books and magazines.

POUND SEIZURE - A Terminal Fate

Pound seizure is the practice, which refers to the taking of cats and dogs from shelters and pounds, to supply the biomedical research industry. When dogs and cats are obtained for research, their fate is terminal. Some animals die quickly, while others are allocated for long-term, agonizing studies. Once the animal is turned over to the research facility, the Animal Welfare Act and anti-cruelty laws are close to nonexistent. Although there is no law pertaining to pound seizure, fourteen states prohibit it. Most other states have no declaration regarding pound seizure and leave it up to the county or town governments to decide. Several anti-pound seizure bills have been presented before Congress, but it has yet to be ratified.
AB 588, as introduced 2/18/03 by Assemblyman Paul Koretz, (D-West Hollywood), is intended to prohibit the pain and suffering of animals who are sold or given away by animal shelters to entities that perform biomedical research, product development and safety testing, and educational demonstrations. ENVIRONMENT, GOVERNANCE AND HISTORY
A unique environment Scalefin anthias swimming amongst encrusting corals and Acropora corals in the Great Barrier Reef off the coast of Queensland. (Great Barrier Reef Marine Park Authority) Australia is a land unlike any other. Its unique animals, plants and landscapes are consequences of a vast, slow geological process. Estimates put the number of species in Australia at more than one million—with a high proportion occurring only here. Between 55 and 10 million years ago, Australia’s old, thick, and very flat continental plate drifted away from Antarctica towards the equator. This journey isolated Australian life forms from other parts of the world and presented them with particular challenges.
Diversity of life forms
Typical Australian landscapes are very old. Australia’s ‘patchwork’ of different plant alliances growing side by side, specialised to survive in different types of soil and extremes of climate, has provided opportunities for new species of animals to evolve and survive. According to the fossil record, placental mammals may once have existed in Australia but did not survive.

With a view to mobilising resources from the private sector, for the development of wastelands, Investment Promotional Scheme was launched. Upto December, 1998, no progress had been made since the revised guidelines for implementing the Scheme were available only in August, 1998. For the ravines of Chambal in Madhya Pradesh, there is a Scheme to provide Wastelands Development Task Force. During the Ninth Plan, this Scheme was discontinued, though the project at Chambal continued to get funds for its completion.

The exotic animal business faces a thicket of regulations, but some say the trade in lions and tigers is still too wild and free.
here was a time when James Edward Stephens thought his liger, Tigger, had a promising career in public relations. Stephens' Web site, last updated in 1997, advertises the 1,200 lb. lion/tiger hybrid as "The largest cat in the world!!!" and therefore "perfect for your corporate image!" But the hulking, gently striped Tigger never did quite catch on as a corporate pitch-cat. Stephens' legal problems, which currently prevent him from exhibiting his animals, have also curbed Tigger's professional progress. "He hasn't been out of that pen in five years," says Stephens, gesturing toward the liger's hilltop abode. Stephens – "Top Cat" to his friends – has two youthful lions and one baby tiger tottering around in playpens in his living room; four young tigers, three young lions and one mountain lion caged in his basement; and numerous full-grown big cats, including Tigger, lounging around in a cinder block-and-welded-wire fortress just across the hilltop. He says that over the past 16 years his hilltop ranch near the tiny Washington County hamlet of Woodrow has been home to at least 600 big cats, many of which have been pressed into service as corporate mascots and then sold to federally licensed dealers or permit-bearing exotic pet owners.

Discuss why having national parks is important to South Africa and to recognize the international obligations that exist (IUCN). To evaluate techniques for prioritizing areas for conservation. Discuss why and how you can conserve areas outside national parks. Understand the biosphere reserve concept and its implications. Discuss the need for conflict resolution and how people can be included within environmental management practices. Students should reflect on the following statement:- National Parks "have not drawn us into a more thoughtful relationship with our habitat, They have not taught us that land is to be used frugally and with good sense. They have encouraged us to believe that conservation is merely a system of trading environmental write-offs against large protected areas. They more than failed, in fact they have become a symptom of the problem " (Van Tighem 1986)

Animal facility licensing expansion moves

Senators advanced a bill April 2 that would require animal control facilities and animal shelters to be licensed by the state Department of Agriculture.
Under current law, only commercial breeders and dealers and boarding kennels are required to be licensed. LB 233, sponsored by Lincoln Sen. Marian Price, also would increase the licensing fee from $100, as is current law, to $150 and allow the director of the department to increase the fee up to $200 without the approval of the Legislature as long as a public hearing is held on the increase.
The bill was advanced to final reading by a voice vote.
