Définition Trois conceptions de la guerre:
Conception défendue par Gaston Bouthoul; la guerre comme phénomène pathologique : la guerre est le fruit "d’impulsions belliqueuses qui suscitent humeur et idées guerrières et rendent un groupe agressif à un moment donné." Il s’agit d’"une sorte d’épidémie mentale, (dont les) causes sont véritablement inconnues." La guerre, phénomène pathologique, est une fatalité, issue de pulsions belligènes incontrôlables. Gaston Bouthoul crée alors une nouvelle discipline, la polémologie, qui doit permettre de guérir le mal à la racine. Il propose alors de remplacer la formule "Si vis pacem para bellum (si tu veux la paix, prépare la guerre) par "si vis pacem, stude bellum (si tu veux la paix, étudie la guerre). La guerre, acte de volonté : cette conception répond à la plus célèbre définition de la guerre, celle de Clausewitz : "La guerre est la poursuite de la politique par d’autres moyens." Point de phénomène pathologique ici, mais plutôt un acte volontariste pleinement assumé. Une autre formulation est encore plus nette : "La guerre est un acte de violence dont le but est de forcer l’adversaire à exécuter notre volonté." La guerre est un phénomène maîtrisable, déclenché à volonté, conduit dans la perspective d’un objectif bien défini et arrêté lorsque cet objectif est atteint.

Há uns dias tive, finalmente, a oportunidade de ver o filme "Gato preto, gato branco" de Emir Kusturica, e não pude deixar de ficar encantado com a liberdade extrema daquelas vidas de ficção. Cada uma das personagens parecia ter encontrado ali, e isto apesar da violência caótica que as envolvia, uma espécie de deslocalização da existência que lhes conferia um estatuto não apenas de liberdade, mas libertário. Neste momento em que sobre os Balcãs, e por arrastamento também sobre o resto da Europa, se abate uma chuva de fogo imparável não resisti à evocação (que não é apenas metafórica!) da ficção balcânica de Kusturica para construir uma espécie de antítese prévia ao desenvolvimento deste texto.
Mas o título deste texto remetia para um problema diferente: o de indagar do possível reaparecimento das teorias de Clausewitz nesta "nova ordem" mundial.

  • Carl von Clausewitz was Prussian soldier and military theorist. Clausewitz entered the Prussian army at the age of 12. In 1806, during the Napoleonic Wars, the French in the Jena campaign captured Clausewitz. After being exchanged as a prisoner two years later, he returned to Prussia, where he became the military instructor of the prince and departmental chief in the ministry of war: he also assisted in reorganizing the army. Clausewitz served in the Russian army against Napoleon and, after reentering the Prussian army, fought at Waterloo. In 1818 Clausewitz was made a major general, and he was director of the War College in Berlin. Clausewitz gained international fame as a military theorist with his posthumously published three-volume masterpiece On War. In these volumes he related war to politics, stating that war is a political act that should be directed by the political leaders of the nation: and he reduced military operations to a science.

Definiciones de Estrategia
La estrategía debe entenderse como un cuerpo de fenómenos objetivos recurrentes que surgen del conflicto humano. La mayoría de las definiciones de estrategia son exclusivamente normativas, como si se asumiera que ese fenómeno objetivo no existiera o que es tan obvio que no vale la pena definirlo. Karl Von Klausewitz , general prusiano, teórico de la guerra (1780-1831), definía la estrategia mediante su diferenciación de la táctica. El decía: "... la estrategia es el uso del encuentro (combate ) para alcanzar el objetivo de la guerra y la táctica es el uso de las fuerzas militares en el combate ..."
(De la Guerra, Libro III, Capitulo I) Y agregaba: "... en la estrategia no vemos con nuestros propios ojos ni siquiera la mitad de las cosas que vemos en la táctica, ya que todo debe ser conjeturado y supuesto..." Como en el caso de muchos términos científicos, la palabra estrategia (del francés stratégie y del italiano strategia ) se deriva indirectamente de la palabra griega strategos (general del ejército ), que no tiene la connotación de la palabra moderna. ** Clausewitz, Carl von On War. It may seem strange for an organizational consultant today to be interested in a book on military strategy and war written by a Prussian army officer about 170 years ago; however, I find some of his basic ideas to have current professional relevance. A few selected notes from my reading are given here, after a brief biographical sketch of Clausewitz. BIOGRAPHY Clausewitz (1780-1831) entered the Prussian army at the age of 12 and managed to gain admission to the War College in Berlin in 1801. On the eve of Napoleon's invasion of Russia (1812) he, like other German patriots, entered Russian service where he distinguished himself and was partially responsible for the Russians' successful strategic retreat. He returned to Prussian service c.1815 and served as chief of staff of an army corps during the Waterloo campaign. In 1818 he became a general and was appointed administrative head of the War College. During the next 12 years, he used much of the leisure that this position provided in writing his historical studies and his major work on strategy On War (Vom Kriege) . The book was published by his widow c.1832.

Napoleon Crossing the Bridge at Arcole, 1796 by Antoine-Jean Gros (1771-1835)
One of the largest and most distinct rare book collections held by Franklin and Marshall is the 1,890 volume Napoleonana Collection assembled by General John Watts de Peyster (1821-1907). De Peyster developed this collection of monographs about Napoleon Bonaparte and the Napoleonic era from his interest in European military history. The collection consists primarily of 19th-century imprints concerning Napoleon and his nephew Napoleon III, the Napoleonic Wars and the 1870-1871 Franco-Prussian War.
Originally willed to the Smithsonian Institution, the collection was transferred to Franklin and Marshall College in 1957 in recognition of de Peyster's historical relationship as a benefactor to the College Library. Consisting of 1,890 individual volumes (or 1250 titles), the collection was part of 4,000 books donated by John Watts de Peyster to the Smithsonian in 1904. The collection consists of books, pamphlets and maps focusing on the Napoleonic era in Europe from the French Revolution of 1789 until the death of Napoleon in 1821. John Watts de Peyster collected many of the items while traveling in Europe conducting research for his own biography of Napoleon, entitled Napoleone di Buonaparte

Definiciones de Estrategia

La estrategía debe entenderse como un cuerpo de fenómenos objetivos recurrentes que surgen del conflicto humano. La mayoría de las definiciones de estrategia son exclusivamente normativas, como si se asumiera que ese fenómeno objetivo no existiera o que es tan obvio que no vale la pena definirlo. Karl Von Klausewitz , general prusiano, teórico de la guerra (1780-1831), definía la estrategia mediante su diferenciación de la táctica. El decía: "... la estrategia es el uso del encuentro (combate ) para alcanzar el objetivo de la guerra y la táctica es el uso de las fuerzas militares en el combate ..."
(De la Guerra, Libro III, Capitulo I) Y agregaba: "... en la estrategia no vemos con nuestros propios ojos ni siquiera la mitad de las cosas que vemos en la táctica, ya que todo debe ser conjeturado y supuesto..." Como en el caso de muchos términos científicos, la palabra estrategia (del francés stratégie y del italiano strategia ) se deriva indirectamente de la palabra griega strategos (general del ejército ), que no tiene la connotación de la palabra moderna.
