The EFF Special Collection provides information about EFF and other quality materials relevant to standards-based education and program improvement. Since 1994 the National Institute for Literacy has led the EFF initiative to develop adult learning standards that can guide instruction and assessment and improve the quality and results of adult literacy programs. The first section of this site - EFF Content Framework - introduces the various elements of the framework EFF used to develop the 16 EFF Content Standards for Adult Literacy and Lifelong Learning. The standards are the central tool EFF provides to orgainze and assess curriculum and instruction The Features section includes an overview of EFF and some basic information about this site. Background and History Equipped for the Future (EFF) is NIFL's signature effort to improve the quality and results of the adult literacy, basic skills, and lifelong learning systems in the U.S. Like other education improvement initiatives focused on accountability issues, EFF is a standards-based reform initiative. Research indicates that standards are a powerful tool to improve results because they make explicit what the goals of instruction should be and therefore provide a way to align curriculum, instruction, assessment and accountability. When we began Equipped for the Future in 1995, the General Accounting Office had just published an indictment of the federal adult education program. The GAO report, Adult Education: Measuring Program Results has been Challenging , described the difficulties in evaluating the results of a program without clearly defined objectives, appropriate student assessments, and accurate data. The underlying problem GAO pointed to was "the lack of a coherent vision of the skills and knowledge adults need to be considered literate."

    EFF Wins a Partial Victory in Ford Case
    For Immediate Release: Thursday, January 10, 2002
    On December 20, 2001, the Eastern District of Michigan Court handed down several rulings in Ford v. Great Domains, et al. In that case, EFF, along with pro bono counsel Eric Grimm and David Lowenshuss, represents 7 individuals who were sued by Ford for registering domain names that contain Ford trademarks. The domains are all used by individuals for purposes unrelated to selling Ford cars. Ford claimed both trademark infringement and violation of the Anti-Cybersquatter Protection Act (ACPA). The websites include:
  • jaguarcenter.com, a website devoted to the wild cats, not cars; jaguarenthusiastsclub, a website devoted to fans of Jaguar cars (and big cats), volvoguy.com, a website of a Volvo repairman, 4fordparts.com websites of a repair shop that sells Ford parts and vintagevolvo.com, a website devoted to fans of old Volvos.
  • All of the domains are passive, non-interactive domains. Jaguarcenter.com, jaguarenthusiast.com and vintagevolvo.com are all hobbyist websites with no commercial purpose whatsoever, much less one that might intrude on Ford's business. Ford claims that "cybersquatting" occurred because it alleges that all of the domains were registered for sale at Great Domains. In addition, EFF brought a motion on behalf of one of its clients, but whose goal was to free the over 70 other unserved domain owners from the shadow of the lawsuit.

EFF Media Release: Conviction of Scientology Critic Raises Free Speech Issue. San Francisco - The Electronic Frontier Foundation (EFF) today expressed concern over a California court conviction of H. Keith Henson in a case involving online criticism of the Church of Scientology (CoS). In a decision which appears to have violated his constitutional right to free speech, a jury in Riverside County convicted Henson of threatening the free exercise of religion by members of the CoS. (June 22, 2001)

Ed Felten in Freedom to Tinker: Use a Firewall, Go to Jail
Ed Felten blogged some background on two similar bills proposed in Massachusetts and Texas . The Texas bill, SB 1116 , has been referred to as an "anticircumvention bill," and presents significant issues in its implications, examples of which are documented by Felten. EFF-Austin is reviewing the bill and will be following up. [Link] Here is one example of the far-reaching harmful effects of these bills. Both bills would flatly ban the possession, sale, or use of technologies that "conceal from a communication service provider ... the existence or place of origin or destination of any communication". Your ISP is a communcation service provider, so anything that concealed the origin or destination of any communication from your ISP would be illegal with no exceptions. If you encrypt your email, you're in violation, because the "To" line of the email is concealed from your ISP by encryption. If you use a secure connection to pick up your email, you're in violation, because the "From" lines of the incoming emails are concealed from your ISP by the encrypted connection.
