How human liberty has developed
since ancient times
In the beginning, there was oppression. The earliest recorded civilizations were ruthlessly run by kings and priests. Government plunder, slavery and murder were legal. The Pharoah's word was law. Then the ancient Jews developed the idea that all people including rulers were subject to laws from their god, Yahweh. The vision of a law above rulers came to be called a "higher law." The first "higher law" seems to have been the right of rebellion against tyranny. The Bible tells how the priest Moses led Jewish slaves to revolt against their Egyptian oppressors, then escape into Palestine. This epic rebellion, which probably occurred around 1250 BC, was the earliest successful slave rebellion in recorded history. The Bible goes on to tell how, at Mt. Sinai, Yahweh subsequently conveyed the Ten Commandments to Moses who presented them to the Jews. The idea of a "higher law" was embraced by some Greek dramatists. FOX, CHARLES JAMES
In 1865 he was elected president of the Institution of Civil Engineers, the youngest president who had ever sat in the chair. He was strongly opposed to the project of a Channel tunnel to France, and in 1872 he endeavoured to ‘obtain the consent of parliament to a Channel ferry scheme, whereby trains were to be (ransported across the strait in large ferry steamers. The proposal involved the making of enlarged harbours at Dover and Audresselles on the French coast, and the bill, after passing the Commons, was thrown out by the casting vote of the chairman of a committee of the House of Lords. In 1875 he was enabled to render, in his private capacity, a signal service to the Italian government, which was much embarrassed by impracticable proposals pressed on it by Garibaldi for a rectification of the course of the Tiber and other engineering works. He had several interviews with the Italian patriot, and persuaded him of the impracticable nature of his plan, thereby obtaining for the government leisure to devise a more reasonable scheme. For eight years from 1871 he acted as general engineering adviser in Egypt to the Khedive Ismail. He projected a railway to the Sudan, and also the reparation of the barrage. These and many other plans came to an end owing to financial reasons. But the maps and surveys for the railway were given to the war office, and proved most useful to Lord Wolseley in his Nile expedition. For his service Fowler was made K.C.M.G. (1885). He was created a baronet in 1890 on the completion of the Forth bridge, of which with his partner Sir Benjamin Baker he was joint engineer. He died at Bournemouth on the 20th of November

Fox, Charles James Fox, Charles James, North . Dismissed by George III, he went into bitter opposition, lending his remarkable oratorical genius to the attack on North's policy in North America. Despite the king's objection, he became foreign secretary in the marquess of Rockingham's Whig ministry (1782) and helped to secure the repeal of Poynings's Law (see under Poynings, Sir Edward ), thus giving Ireland legislative independence. He quarreled with the earl of Shelburne over the negotiation of peace with the former American colonies, France, and Spain, and he resigned when Shelburne succeeded Rockingham. Fox then allied himself with his old enemy, Lord North, to insure Shelburne's defeat, and he became (1783) foreign secretary again, in a coalition with North. This ministry fell in the same year, when George III brought his influence to bear in the House of Lords to secure defeat of Fox's bill vesting the government of India in a commission nominated by Parliament. He was replaced in office by William Pitt, whom he bitterly opposed for the rest of his life. In 1786, just nineteen, the roguish Charles Fox took his seat in Parliament and quickly earned the esteem of his colleagues, Edmund Burke among them. The two joined forces on many causes, including the cause of the American Revolution, until Burke's horror over the French Revolution occasioned a permanent break. Fox is best known for his advocacy of the Libel Bill, a milestone in the history of English law; for his support of Catholic emancipation and the abolition of slavery, measures that became law after his death; and for his championing of electoral reform and religious toleration. In defending his views he was a powerful orator, acknowledged as the ablest debater of his day. Neither party nor crown could dissuade him from following his own path.

Biographical History
Francis Horner, 1778 - 1817, studied at Edinburgh, was called to the Scottish Bar in 1800, and joined the English Bar in 1807. He was MP for St Ives in 1806, for Wendover in 1807, and was returned for St Mawes in 1813. As an MP he took part in debates on the Corn Law and slavery in 1813 - 1815, and proposed a measure to regulate the proceedings of the Irish grand juries in 1816. As chairman of the bullion committee in 1810, he recommended early resumption of cash payments. Francis Horner also translated Euler's " Elements of Algebra" in 1797 and published "Short Account of a late Short Administration" in 1807.
Scope and Content

Middlesex 226 is actually an election medalet prepared by Wyon and manufactured by Kempson for the Westminster Parliamentary contest of 1796. Admiral Alan Gardner [ later Lord Gardner , 1742 - 1809 ] used the token design to promote his candidacy against Liberal Charles James Fox and Radical John Horne Tooke. The token may have helped Gardner, who was elected along with Fox. All three candidates went on to distinguished careers.
Alan Gardner was made an Irish Lord in 1800 and became Commander of the Channel Fleet in 1807. Charles James Fox [ 1749 - 1806 ] was the main political opposition to William Pitt and the Crown during his long Parliamentary career. He championed the American colonists and the French Revolution along with other often unpopular Liberal causes. John Horne Tooke [ 1736 - 1812 ] was a prominent political Radical, imprisoned in 1777 for libelling the Royal troops in America and acquitted of High Treason in a famous 1794 trial. He reached Parliament in 1801 from Old Sarum.
