The Triumph of Liberty by Jim Powell : Institute of Economic Affairs, £20 Reprinted from Freedom Today , the journal of the Freedom Association
www.tfa.net The Triumph of Liberty by Jim Powell
In The Triumph of Liberty, Jim Powell follows the example of Samuel Smiles in Self Help by telling his story through the lives of outstanding exemplars. Where Smiles teaches the creative power of individual enterprise and perseverance mostly in producing new products or works of art, Powell illustrates the varied contributions of often isolated men and women in advancing through words, music or courageous example the majestic cause of human emancipation from oppression and even death.
He reminds us, as we should more often remind today's malcontents, that most of human history has been lived out by all but a privileged minority under the thrall of some form of slavery - whether at the hands of kings, feudal hierarchies, 'democratic' assemblies, religious orders, foreign invaders or the statist-socialist totalitarians of more recent memory.
Under each of ten themes - such as natural rights, toleration, self-help, economic liberty, spirit of liberty - the author offers in chronological order 8-10 page potted biographies of half-a-dozen or so selected heroes, making 65 in all. Some readers may dissent from the author's choice as, indeed, Paul Johnson does in a short Foreword which nevertheless strongly agrees that 'abstract ideas are best promoted by the study of lives of those who embodied them.'

Keynes, On The Virtue Of Extravagance (Or The Evils Resulting From Saving)
by Frederick Nymeyer
Keynes has a "complexified" style of writing. It is, therefore, somewhat difficult to quote him adequately except lengthily. The following quotations are subject to that observation, but the reader may be assured that we are correctly quoting and interpreting the real thrust of Keynes's ideas. Chapter 23 of Keynes's The General Theory of Employment, Interest And Money has the title, "Notes on Mercantilism, The Usury Laws, Stamped Money and Theories of Under-Consumption." This is a historical chapter. Maybe at this point a remark should be made in regard to the position of Keynes in the history of thought and the originality of his thinking. Keynes's ideas were merely a revival of old ideas. There was no originality in them. Mercantilism can be described as the system of Louis XIV in France, or the French economic organization prior to the French Revolution. That was a notoriously burdensome and oppressive system. Mercantilism stood for endless government interventionism, for the denial of economic freedom. Everything was regulated production, employment, prices. Red tape controlled every action. Mercantilism was the paradise of the bureaucrat. One of the great benefits of the Industrial Revolution was the Western world's escape from the shackles of Mercantilism. Essentially, Keynes was a throw back to Mercantilism. He espoused its fallacies. He had implicit faith in government

Classical liberalism
- The economic and political philosophy that opposed state intervention in economic affairs, supported free trade, competition, and individual initiative as the key to success; this philosophy was, above all, an attack on privilege, on the aristocrats, on the Anglican Church; liberals believed that talent alone should dictate a man's advancement in the world; supported in England by William Gladstone
Conservatism - A political and economic philosophy that supported state intervention in the economy on behalf of the disadvantaged; supported the maintenance of traditional institutions of privilege in the name of preservation of tradition and custom that worked in the past; supported in England by Benjamin Disraeli
Frankfurt Assembly - May 1848-June 1849. German national parliament that tried and failed to create a united German state during the 1848 revolutions. First meeting in May 1848, the convention was populated by middle class civil servants, lawyers, and intellectuals dedicated to liberal reform. However, after drawing the boundaries for a German state and offering the crown to Friedrich Wilhelm, the Kaiser refused in March 1849, dooming hopes for a united, liberal Germany, and the Frankfurt assembly dissolved soon after.

Why the Year 2000?
What Do I Believe, Where Do I Stand I must first of all declare that I do not call myself a "conservative", but rather a "classical liberal", or Gladstonian liberal: the kind of liberal who flourished in the second half of the 19th century. That is strange terminology to many people. I will try to elaborate on it further on. Secondly, I do not associate myself with any organized religion, but I believe fervently that all creation functions according to the inspiration and rules of an actively interventionist creator God. My beliefs are explained in God, His Laws and Mankind . I think that the religious "label" most appropriate for my set of beliefs - which was conferred on me by another person - is "enlightened theism". That is good enough for me. My political philosophy arises, as it does for most liberals, from the thoughts of John Locke. My mentors in political philosophy of this century are Friedrich A. Hayek and Karl R. Popper. The political philosophy of both men is very similar to that practiced by William Ewart Gladstone (1809-1898), who was prime minister of Britain four times, for a total of some 14 years, in the 1868-1894 period. It is noteworthy that Gladstone started his political career as a Conservative, but joined the Liberal Party in 1859.

First I do not think that we of the present day ... are well qualified to lay down and to stereotype laws for those who are to come after us in respect to the use of ritual. Secondly I fear that the adoption of strong coercive legislation on this subject would be the beginning of a long series of troubles which please God may be avoided. ...'

The occasion, as the tenth verse shows, was not the great city festival of the Lupercalia on February 15, but the country celebration which fell on the 5th of December. To call a man an Oxford man is to pay him the highest compliment
that can be paid to a human being.
William E Gladstone (1809-1898) Oxford University is the oldest English speaking university in the world and is able to trace its origins back over at least nine centuries. During that time, Oxford has educated individuals who have gone on to excel in every sphere, including 40 Nobel prize-winners and 25 British Prime Ministers. Today, the University comprises a federation of more than 40 fiercely independent colleges and halls, with more than 16,000 students from 130 countries in residence. Oxford became an established seat of learning as early as the 11th century, but the University as we know is today did not start to take shape until the 12th century. In 1167, due to a dispute with France, Henry II banned all English scholars from attending the University of Paris. Many of these exiled scholars congregated at Oxford and the University began a period of rapid development.

Victorian Britain
Taught by Professor Patrick N. Allitt Meet the pioneering, paradoxical Britons of the reign of Queen Victoria (1837-1901).
  • Through peaceful and gradual change they built the world’s first industrial democracy, despite living in a class-bound society whose powerful landed aristocracy despised business.
They used their imperial resources to suppress the slave trade, and abolished slavery thirty years earlier than the U.S.A. Sometimes zealous for moral and religiously-inspired reforms, they seemed at other times shockingly indifferent to such abuses as child labor in coalmines and wars to force opium into Chinese markets. The Victorians’ achievements in theoretical science were enormous and lasting as well, with Charles Darwin’s theory of biological evolution heading the list.
