    Jay, John Franklin in Paris. Jay declined further diplomatic appointments in Europe and returned to America to find that Congress had appointed him Secretary of Foreign Affairs, a post he held (1784-89) for the duration of the government under the Articles of Confederation. Although he was able to secure minor treaties, he found it impossible under the Articles of Confederation to make progress in the settlement of major disputes with Great Britain and Spain, a situation that caused him to become one of the strongest advocates of a more powerful central government. He contributed five papers to The Federalist, dealing chiefly with the Constitution in relation to foreign affairs. Under the new government Jay became (1789-95) the first Chief Justice of the United States. He concurred in Justice James Wilson's opinion in Chisholm v. Georgia, which led to the passing of the Eleventh Amendment. When the still-unsettled controversies with Great Britain threatened to involve the United States in war, Jay was drafted for a mission to England in 1794, where he concluded what is known as Jay's Treaty . After having unsuccessfully opposed George Clinton for governor of New York in 1792, Jay was elected and served (1795-1801) two terms. He declined reelection and also renomination to the U.S. Supreme Court and retired to his farm at Bedford in Westchester co. for the remaining 28 years of his life.

    John Jay
    John Jay was born in New York City, a descendant of French Huguenots. He was educated at King's College (now Columbia University) and gained a reputation as an able member of the local committee of correspondence. Jay served in the First Continental Congress in 1774, the Second Continental Congress in 1775-75 and in the New York Convention after war had broken out. He played a prominent role in drafting the new New York constitution and was appointed chief justice of the New York Supreme Court in 1777. In 1780, Jay undertook the first of his diplomatic assignments as minister to Spain. He joined John Adams and Benjamin Franklin in negotiating the Peace of Paris (1783) to end the War for Independence. Jay served as the Secretary of Foreign Affairs under the Articles of Confederation government. Jay favored the adoption of the new Constitution and played a minor role in writing The Federalist with Madison and Hamilton . In 1788, Jay was a delegate in the New York Convention, which narrowly ratified the Constitution.

    A New York lawyer, John Jay served in the First and Second Continental Congresses, and in 1779 he was appointed minister plenipotentiary to Spain. He was one of the negotiators of the Treaty of Paris, which ended the American Revolution. On a visit to London he commissioned the young American artist Gilbert Stuart to paint his portrait. There were to be two versions, one for himself, and the other a gift for his political ally William Bingham. Stuart, however, finished only the heads, and the portraits were later completed by another American artist, John Trumbull. After Stuart arrived in New York in 1793, he painted a new portrait of Jay as Chief Justice of the Supreme Court. Jay served as Chief Justice until he was elected governor of New York in 1795.

Should have signed Delaration of independance but cuold ot be tere cuz detained by home state writing them a constitution. Sat at the Constitutional convention and continental congress. Minister to spain. Helped make peace treaty with France. Died of old age on an 800 acre settlement. Retired and took up reading and ritting in his old age. Hope I was helpfull.

    WHO: JOHN JAY He was a New York delegate to the First and Second Continental Congresses. Along with Alexander Hamilton and James Madison , he wrote letters to newspapers encouraging the approval of the new Constitution.
