I've been readin' a book by Lincoln Steffens on The Shame of the Cities. Steffens means well but, like all reformers, he don't know how to make distinctions. He can't see no difference between honest graft and dishonest graft and, consequent, he gets things all mixed up. There's the biggest kind of a difference between political looters and politicians who make a fortune out of politics by keepin' their eyes wide open. The looter goes in for himself alone without considerin' his organization or his city. The politician looks after his own interests, the organization's interests, and the city's interests all at the same time. See the distinction? For instance, I ain't no looter. The looter hogs it. I never hogged. I made my pile in politics, but, at the same time, I served the organization and got more big improvements for New York City than any other livin' man. And I never monkeyed with the penal code. A big city like New York or Philadelphia or Chicago might be compared to a sort of Garden of Eden, from a political point of view. It's an orchard full of beautiful apple trees. One of them has got a big sign on it, marked: "Penal Code Tree-Poison." The other trees have lots of apples on them for all. Yet the fools go to the Penal Code Tree. Why? For the reason, I guess, that a cranky child refuses to eat good food and chews up a box of matches with relish. I never had any temptation to touch the Penal Code Tree. The other apples are good enough for me and O Lord! how many of them there are in a big city!

Carlos Manzano is a 30-year-old Democratic State Committeeman, the first Colombian-born elected official in New York history and president of the McManus Midtown Democratic Club, which has controlled Hell's Kitchen politics - a one party system, totally Democratic - since 1905. 62 year-old Democratic District Leader James McManus, single, and without children of his own, has chosen Manzano to be his heir to the club. McManus has managed Manzano's career, making opportunities for him through his many contacts built over 30 years. "It scared a lot of people," said Luis Peña, a lawyer in the Mayor's office. Peña is part of a tiny group of young Colombians bucks bent on making inroads in the city political system. He said he admires Manzano's energy and charm and will do what he can to advance his friend in 2001. For all the trouble, what does he gain in return?

You can't study human nature in books. Books is a hindrance more than any- thing else. If you have been to college, so much the worse for you. You'll have to unlearn all you learned before you can get right down to human nature' and unlearnin' takes a lot of time. Some men can never forget what they learned at college. Such men may get to be district leaders by a fluke, but they never last. Before telling you how I catch him, let me mention that before the election last year, the Citizens' Union said they had four hundred or five hundred enrolled voters in my district. They had a lovely headquarters, too, beautiful roll-top desks and the cutest rugs in the world. If I was accused of havin' contributed to fix up the nest for them, I wouldn't deny it under oath. What do I mean by that? Never mind. You can guess from the sequel, if you're sharp. Well, election day came. The Citizens' Union's candidate for Senator, who ran against me, just polled five votes in the district, while I polled something more than 14,000 votes. What became of the 400 or 500 Citizens' Union enrolled voters in my district? Some people guessed that many of them were good Plunkitt men all along and worked with the Cits just to bring them into the Plunkitt camp by election day. You can guess that way, too, if you want to. I never contradict stories about me, especially in hot weather. I just call your attention To Hold Your District to the fact that on last election day 395 Citizens' Union enrolled voters in my district were missin' and unaccounted for.

"George W. Plunkitt. He Seen His Opportunities, and He Took 'Em."
I'm going to role-play George Washington Plunkitt for my APUSH class. Bet you haven't heard of him either. He's usually a paragraph in most books, barely a sentence in others, never mentioned in most. But he let his speeches be written down by a Mr. Riordan, and they're quite funny and insightful. He knew what he was talkin' about. I like him. He's outspoken and willing to say what other politicians "whisper among themselves in the City Hall corridors and the hotel lobbies." He's sort of like me, I guess. I don't really care about image as some of my friends do, especially to the extent that I'll never voice my opinion because I'm afraid someone will read it and make some interpretations. Pfft. I have to admit I'm disappointed in my friends when they care too much about image. It irks me some. Which is why I rather like this Plunkitt guy. He's pretty cool. You can read his speeches , they're pretty hilarious sometimes. :D There's only so little time left on earth, as the Columbia 'nauts found out. Don't be afraid to speak out, dash it. OBJECTIVE:
At the conclusion of this lesson the student will be able to compare the role and function of political bosses in Texas with political bosses as typically treated in American history textbooks.
OVERVIEW:
PROCEDURE:
1. Distribute the handout, "Bosses in American History Textbooks" and allow students to read it. Discuss it with the whole class. Have students locate the section on bossism in their own texts and see if it conforms to the ideas in the handout. 2. Divide the class into three groups. Tell them that they are going to test the interpretation of the textbooks with case studies of Texas political bosses. Each group will research the career of a different man who could be considered a political boss in Texas. Assign E. M. House, Norris W. Cuney, and Jim Wells to the groups. Tell them to locate information about the political careers of each of these men. Your library may have some sources about all three, but handouts are attached that summarize the important points of their political careers. Allow students to research the subjects of the study, or distribute the handouts to the appropriate groups. 3. Students will report to the class the results of their research. As they do so, record the information on a chart on chalkboard or overhead transparency such as the following:

The Laws of Virginia (1610-1611)
Virginia was the first English colony in America, settled in 1607 by representatives of London joint stock companies. Its early years were filled with death and disaster - malaria, starvation, and threat of Indian attack all took a toll on the settlers. The colony’s laws strictly controlled the behavior of colonists, emphasizing activities needed to maintain order and to survive. Note the variety of activities deemed capital offenses - and punishable by death. Bacon’s Rebellion: The Declaration (1676)
In 1676, tobacco planters in western Virginia, considered by the authorities in Jamestown to be a backward bunch, requested permission to lead an expedition - a thinly disguised land grab - against the Susquehannock Indians, who had been sporadically attacking settlements nearby. The autocratic royal governor, Sir William Berkeley, who had led Virginia for over thirty years, refused. In response, the frontiersmen, led by Nathaniel Bacon, raised a force of five hundred and marched against not only the Susquehannock but also Governor Berkeley. After burning Jamestown and slaughtering many Indians, Bacon became ill and died in October 1676. Shortly after, British troops arrived and order was restored in the colony. In this declaration, note the broad range of grievances the frontierspeople have and how they appeal in the name of the king in England to justify their actions. “I seen my opportunities and I took ‘em,” explains Senator George Washington Plunkitt of New York City’s Tammany Hall fame in William Riordon’s book Plunkitt of Tammany Hall. But, he proudly goes on to say, there’s honest graft and dishonest graft and “I’ve never gone into dishonest graft—blackmailin’ gamblers, saloonkeepers, disorderly people.” Honest graft, while legal and acceptable behavior in Senator Plunkitt’s day, is no longer legal or acceptable behavior. Still, there is reason to wonder about just how far we have traveled the past 100 years over the political ethics road. Is Amercian politics a more ethical enterprise today than in years past? Is it about the same? Or, is it worse? The cynics among us would probably answer the first question with a loud, resounding “no”—politicians are still scoundrels who only seek public office to advance their personal interests or the interests of their family, friends and neighbors. The growing presence of mandatory term limits for local and state officials is testimony to the widespread belief that career politicians are self-serving, not public serving. Public opinion polls are also unflattering to political officials. The 1999 Honesty and Ethics Gallup poll asked the public to rate the honesty and ethical standards of people in 45 different fields. While nurses’, druggists’, doctors’, and school teachers’ honesty and ethics were rated very high, the honesty and ethics of members of Congress and state officeholders were rated low.

Will This selection first appeared in Newsweek Will recounts that Wisconsin legislation restricting communication that has the purpose of influencing an election has led to suits in which legislators have sued on the grounds that they have been harmed by political messages criticizing their performance, thus demonstrating what Will considers the real motive behind campaign finance reform: "The political class thinks it has a right to ration the permissible amount of political communication because it really thinks it has a property right to the offices it holds." W hen Earl Long was Louisiana's governor, he did not think highly of the state's attorney general: "If you want to hide something from Jack Gremillion, put it in a lawbook." Nowadays if you want, as sensible people do, to discredit the drive for campaign finance reform, give the reformers ample opportunities to put forth their arguments. The more they talk, the more wind escapes from their movement's sails. Although Bill Clinton is almost negligible as a president, he may have one large, and largely wholesome, consequence. Having run his last campaign, he now favors new regulations on giving and spending money to disseminate political advocacy. However, suppose, as seems probable and by and large desirable, the final conclusion about his 1996 campaign-financing activities is that although what he did was often coarse and unseemly, it was nevertheless permitted by existing laws. In that case, his behavior will have produced the de facto deregulation of campaigning. That is, there will be almost nothing significant that the laws regulating campaigns will significantly inhibit. Which is as it should be.

By James Fulford Affirmative action didn't start in the 1960's. It goes back much farther than that. What confuses people is that it used to be called “political corruption.” In the 1890's the "spoils system" allowed the winning party to get jobs for their loyal partisans. Tax money taken from members of all parties was used to pay the salaries of members of one party. Civil service reform finished that. For many years, when blacks had no political clout whatsoever, the Federal Civil Service was a place where they could get jobs when white employers refused to hire them.
