Oscar Douglas Skelton (1878-1941)
Oscar D. Skelton naît à Orangeville (Ontario), en 1878; son père est enseignant au secondaire. Brillant élève, Skelton fait ses études à l'Université Queen's, et reçoit sa maîtrise ès Arts (M.A.) en 1899. Il termine son doctorat (Ph.D.) en économie politique à l'Université de Chicago en 1908. De 1909 à 1925, il est professeur de sciences politiques et d'économie et titulaire d'une bourse Sir John A. Macdonald à Queen's. Il est également doyen des Arts de Queen's, de 1919 à 1925. La relation entre Skelton et Mackenzie King débute lorsque Skelton occupe un poste au ministère du Travail pendant l'été de 1911. King est alors ministre du Travail, et le ministère est petit à l'époque. Une des tâches de Skelton, cet été-là, est de préparer un dépliant pour l'élection du Parti libéral. Durant la Première Guerre mondiale, Skelton est nommé biographe officiel de sir Wilfrid Laurier et fait partie de ses proches au cours des dernières années de vie de Laurier. Skelton assiste à la Conférence impériale de 1923 à titre de conseiller de Mackenzie King. Ce dernier l'a entendu parler devant le Canadian Club à Ottawa en janvier 1922 sur le thème « Le Canada et la politique étrangère » et il en a été très impressionné. En 1924, King embauche Skelton comme consultant dans le dossier des affaires étrangères, et Skelton prend un congé sabbatique de Queen's pour réaliser ce mandat. Il assiste aux réunions de la Société des Nations à Genève, en Suisse, en 1924.

Oscar Douglas Skelton (1878-1941)
O.D. Skelton was born in Orangeville, Ontario, in 1878, the son of a high school teacher. A brilliant student, Skelton attended Queen's University, receiving his M.A. in 1899. He completed his Ph.D. in political economy at the University of Chicago in 1908. From 1909 to 1925, he was the Sir John A. Macdonald Professor of Political Science and Economics at Queen's. He was also Dean of Arts at Queen's from 1919 to 1925. Skelton's relationship with Mackenzie King began when Skelton worked in the Department of Labour in the summer of 1911. King was the Minister of Labour at the time. One of Skelton's jobs, that summer, was to prepare a Liberal Party election pamphlet. During the First World War, Skelton was selected as Sir Wilfrid Laurier's official biographer and was close to Laurier in the last few years of Laurier's life. Skelton attended the Imperial Conference of 1923 as Mackenzie King's adviser. King had heard him speak to the Canadian Club in Ottawa in January 1922 on "Canada and Foreign Policy" and had been very impressed. In 1924, King hired Skelton as a consultant on foreign affairs, with Skelton taking a leave of absence from Queen's. Skelton attended the League of Nations meetings in Geneva, Switzerland, in 1924. Reluctantly leaving Queen's in 1925, Skelton accepted the position of Under Secretary of State for External Affairs and served in that post until his death in 1941. King was Prime Minister and Secretary of State for External Affairs for a large part of that period. Through his university contacts, Skelton was able to attract bright university graduates to the Department of External Affairs and to other government departments. He did much to improve the quality of the civil service in general. Three of his early recruits to External Affairs were Lester B. Pearson, Hugh Keenleyside and Norman Robertson, a group who provided leadership in the Department for many years. Skelton was one of King's closest associates, the top civil servant of the period. As Under Secretary, Skelton advised King advice on foreign affairs, but his influence extended to domestic affairs as well. He was a strong believer in loosening the ties to Britain.

The immediate cause of his death was a heart attack. In fact, however, he was a casualty of the war. Four years ago the strain of the life he led, the unremitting devotion to the varied duties of his great office, had brought on the first attack. For a few weeks he was confined to his bed and for a few months thereafter he paid perfunctory respect to the warnings of his doctor by trying to get away from his office before 6 P.M. But even then he would take his unfinished work to his home and soon he was wholly back in the old routine. After the outbreak of war, the regimen became almost intolerable even for one in the prime of health. It was futile to argue with him. He died, as he willed to die, "in harness" - giving his life for his country just as truly as any member of the armed forces. , Philadelphia. It was while in the latter position that he was able to make several visits to the art museums of Europe, photographing the paintings of the old masters and supplementing the first-hand knowledge of the Old World which he had gained as an undergraduate when in summer vactions he had tried his skill at selling stereopticon slides in England. Returning to the University of Chicago in 1905, he devoted two years to the study of economics and politics under the stimulus of Thorstein Veblen, R.F. Hoxie, Charles Merriam, and H.J. Davenport. These were fruitful, happy years which did much to direct his later interests and mould his thinking. As tangible evidence of his work, he received the Ph.D. degree and won the Hart, Schaffner and Marx Prize for his graduate thesis on "The Case against Socialism."

There have been quite a few regional family history books published, quite a few of them in the year 1981. 1980 was Saskatchewan's 75th birthday or anniversary celebration since Saskatchewan entered confederation in 1905 as a province. Previously the area of Saskatchewan was a district of the North West Territories. They include a history of the town, and area, local clubs and events, as well as any family biographies individually submitted by the local families. There were also a few communities creating books in the 1950's as well.
