"Internet" Some thirty years ago, the RAND Corporation, America's foremost Cold War think-tank, faced a strange strategic problem. How could the US authorities successfully communicate after a nuclear war? Postnuclear America would need a command-and-control network, linked from city to city, state to state, base to base. But no matter how thoroughly that network was armored or protected, its switches and wiring would always be vulnerable to the impact of atomic bombs. A nuclear attack would reduce any conceivable network to tatters. And how would the network itself be commanded and controlled? Any central authority, any network central citadel, would be an obvious and immediate target for an enemy missile. The center of the network would be the very first place to go. RAND mulled over this grim puzzle in deep military secrecy, and arrived at a daring solution. The RAND proposal (the brainchild of RAND staffer Paul Baran) was made public in 1964. In the first place, the network would *have no central authority.* Furthermore, it would be *designed from the beginning to operate while in tatters.* The principles were simple. The network itself would be assumed to be unreliable at all times. It would be designed from the get-go to transcend its own unreliability. All the nodes in the network would be equal in status to all other nodes, each node with its own authority to originate, pass, and receive messages. The messages themselves would be divided into packets, each packet separately addressed. Each packet would begin at some specified source node, and end at some other specified destination node. Each packet would wind its way through the network on an individual basis.

In distant 1990, when the US fought Space War I in the Persian Gulf, its military was a lumbering Cold War juggernaut. During the months it took to move the Army into those Saudi Arabian bases, fighter pilots were already hard at work. Using detailed Landsat images to locate targets fixed by hastily deployed global positioning satellites, US air power methodically devastated the Iraqi army. When American tanks finally rumbled across the wasteland west of Kuwait, they found nothing much left to crush. Dazed Iraqis were surrendering to unmanned drones. In the Second Space War, the Yugoslav army did pretty well for itself, given the circumstances. Some of its air defenses survived the conflict, while the US wasted many bombs on fake tanks. Yugo soldiers hunkered in camouflaged bunkers, waiting and hoping for US ground troops. Vengeance would be sweet: lots of bloody ambushes and dogged mountain fighting. That's the way war had always been in the Balkans. But the bombs never stopped falling. American troops never marched. They didn't have to. For that, thanks go to Lockheed Martin, Northrop Grumman, Boeing, and Raytheon. These chrome-plated corporations build rockets, satellites, and sensors. At the behest of US Space Command and its sister offices in the Army, Navy, and Air Force, they supply the hardware that lets US forces listen to whispers across continents, anticipate enemy attacks, and strike any spot on Earth at will.

I can't wait for this next South by Southwest Interactive. I don't know why they still call it that, though. They used to call it "Multimedia." Now even "Interactive" sounds corny. If I were them, I'd rename the event every year. This year in particular demands a major image rethink. How about "SXSW Cyberspace Terrorist Paranoia"? "SXSW Axis of Evil Global InfoWar"? Might we arrange open-house tours of Enron and Global Crossing, perhaps using chartered buses? Why, there's just so much to discuss! SXSW Interactive has suffered surprisingly little from the collapse of dot-communism. The core demographic at SXSW is the woolly-eyed digital creative, a species of creature from way before the Boom. Those characters were never anywhere near the big IPOs. They were all fueled by sheer subcultural coolness. Back in the Neolithic dawn of the Internet, you see, the academics who built it used to beat the living crap out of a businessman the very moment they saw him. One peep of commercial spam on their stainless not-for-profit network, and the net-gods would reach right into your router and just throttle you, like an egg-sucking dog. Businessmen would take one look at that impossible Internet code, and they'd pick up their gray flannels and flee headlong to CompuServe and Prodigy. You young folks these days, you probably don't even remember "CompuServe." They croaked from being way too compu-servile.
