Abstract: "This paper assesses the impact in Mali of recent reforms in the forestry code and new decentralization legislation on the capacity of local users to govern and manage forest resources. It will be based on empirical examples drawn from the Fifth Region. "Mali, among the West African group of francophone countries, has had the most militarised tradition of renewable natural resources governance and management. The national Waters and Forestry agency from independence in 1958 to the fall of the Moussa Traore military regime in March, 1991, exercised extremely tight control over access to forest resources in many regions of the country. Foresters did not so much regulate use as collect legal fines and illegal rents from users. "With the formal liberalization of politics in Mali under the new Third Republic, efforts have been undertaken to modify the forestry code and increase the authority of user groups in governing and managing forest resources. However, the extent to which this legislation will enable users to exercise greater control over their resources is problematic. Complementary legislation designed to decentralise provision of many public services and provide for elected local governments appears to share the same weaknesses as the revised Forestry code, at least insofar as creating the conditions for greater use control of forest resources."

After moving to Dundee he joined the Corporation and became heavily involved with the schemes implemented by the city's 1871 Improvement Act. These included the construction of the Perth Road and the first tramway lines as well as the building of cattle markets, slaughter houses, public baths and hospitals. In 1906, Thomson was appointed city architect and engineer and was responsible for Dundee being the first city in Scotland to establish large-scale municipal housing schemes. In 1918, the development of city housing was reported as 'a striking example of his daring conceptions.' Gaining an international reputation for his involvement, Thomson was subsequently the first engineer of a Scottish municipality to be elected President of the Institution of Municipal and County Engineers.

Events Welcome to Richmond upon Thames Libraries From the Richmond upon Thames Local Studies Collections James Thomson 1700-1748 The poet of The Seasons was born in Ednam in Roxburghshire, Scotland, the son of Thomas Thomson, a preacher. Shortly after his birth the family moved to Southdean where James attended the parish school, later continuing his education at Jedburgh Grammar School. In 1715 Thomson entered Edinburgh University. During his period in the city he joined a literary club called the "The Grotesques". By this time he had written a considerable quantity of verse and three of his pieces accepted for inclusion in the Edinburgh Miscellany of 1720. He came to London in 1725. After a number of short-lived positions, he was appointed tutor to Thomas Hamilton (afterwards the 7 th Earl of Haddington), the son of Charles, Lord Binning. He lived at his employer’s residence in East Barnet. It was during his time there that he began to combine some previously composed fragments into the poem Winter the first of the four which would form The Seasons.
