Alexis De Tocqueville Memoir on Pauperism
Gertrude Himmelfarb has written a most helpful introduction to this little known work (it was not even translated into English until 1968) by the great Alexis de Tocqueville, and I rely on her for the background to the book. Visiting England in 1833, de Tocqueville was struck by the prevalence of pauperdom in this most prosperous of nations. In 1835, shortly after the first volume of Democracy in America was published, he delivered this lecture to the Royal Academic Society of Cherbourg. Himmelfarb suggests that he may have been influenced by J. B. Say's Cours d'economie politique , in which Say offered what Himmelfarb refers to as a "supply-side theory of pauperism" : England is the country that has the most havens available to the unfortunate, and it is perhaps the

Alexis de Tocqueville Prize
2001 marks the eighth occasion that the Alexis de Tocqueville Prize will be awarded. Every two years EIPA awards this prize, named after Count Alexis de Tocqueville (1805-1859), to one or more, or even to a group of persons, whose work and commitment have made a considerable contribution to improving public administration in Europe. The first Alexis de Tocqueville Prize (introduced in 1987) was awarded on 24 February 1988 to Lord RAYNER. He received this distinction for having introduced a special method of modernizing the central government and Civil Service of the United Kingdom, but a method which could also be of use to public administrations within the European Community. On 12 October 1989 the Prize was awarded for the second time to H.E. Otto VON DER GABLENTZ for his innovatory ideas and contributions, both in his published works and activities, to the modernization of the operations of the diplomatic corps within the framework of bilateral relations between EC Member States.     Alexis de Tocqueville
    Alexis de Tocqueville was born into the French aristocracy in 1805. Trained in the law, he was from 1827 to 1832 a junior magistrate in Versailles. In 1831, he accepted with his friend Gustave de Beaumont, a commission to examine prisons and penitentiaries in the United States. While this journey led to the publication of a study of the American prison system, it also provided Tocqueville with material for his penetrating analysis of American society and politics, On Democracy in America. This work, the first part of which appeared in 1835 and the second in 1840, was a great critical success and won Tocqueville a seat in the French academy. It may also have been instrumental in his election to the Chamber of Deputies as an Independent in 1839. As a deputy, he was generally critical of governmental policies until the fall of the monarchy in 1848. He was then elected to the 1848 Constituent Assembly, helped draft the Constitution of the Second Republic, and served for several months as Minister of Foreign Affairs. After the ascendancy of Louis Napoleon, whom he vigorously opposed, Tocqueville withdrew from public life in 185 1. He spent his remaining years travelling and preparing his book, The Ancient Regime Before the Revolution, published in 1856. He died three years later at Cannes. The trip that inspired On Democracy in America brought Tocqueville to America at a time when the equalizing and leveling forces of democracy were on the move in the Age of Jackson. It was Tocqueville's central purpose to trace the impact of those forces on all aspects of American life. He believed that the tendency toward equality of condition would be general throughout western Europe and he studied it in the United States in order to determine what could be -learned from the American experience. As a friendly observer he admired much in what he saw-including the way Americans combatted "the tyranny of the majority"-but he was concerned about the dangers to liberty and to moral sensibilities which seemed to him to be posed by the drift toward equality, with a concommitant increase in the power of the central government.

    Alexis de Toqueville (1805-1859) was born in Verneuil, near Paris, during the reign of Napoleon I. Through his father, Herve de Tocqueville, Alexis is descended from Clerel de Tocqueville, who fought with the Normans under William the Conqueror at the Battle of Hastings in 1088 A.D. Herve de Tocqueville was a prefect during the Restoration at Angers, Beauvais, Dijon, Metz, Amiens, and Versailles. Alexis de Tocqueville’s mother, Louise, daughter of Louis le Peletier de Rosanbo, is the granddaughter of Lamoignon de Malesherbes, the noble who cautioned Louis XVI against absolutism and who was executed after his spirited defense of Louis XVI to the revolutionary tribunal. According to Alexis de Tocqueville, his great grandfather "defended the people before the King and the King before the people"; he added, "His is a double example which I have never forgotten, and shall never forget" (from Mdme. de Stael's Reflections on the French Revolution [1818], quoted in Siedentop 4, 21). He honored this noble ancestor by reflecting in his own writings Malesherbes' 1775 Remonstrance to Louis XVI:

    Tocqueville's ideas interested Manning Clark deeply. He first encountered them as an undergraduate at the University of Melbourne. At Oxford, during the war, he undertook intensive research on Tocqueville, including an extended visit to the French village of Tocqueville to examine the family archives. Clark completed his MA thesis in 1949 at the University of Melbourne; entitled 'The Ideal of Alexis de Tocqueville', it was granted first-class honours by Professor Max Crawford. Clark's thesis is both extremely scholarly (in a more conventional sense than his later works) and very beautifully written. It clearly prefigures a great many of his subsequent preoccupations, and has strong relevance to the continuing debate on Clark's politics.
