Beyond Y2K – Its Just the Beginning John D. McGregor When you read this we will be rapidly approaching the culmination of the most chronicled design decision in computing history. Last minute efforts will be demanded by managers, promises will be made by politicians, and millions of dollars will be made by hucksters from various scams. Incidentally, ironic isn’t it that 2K is not 2000! Nevertheless, this is not a column about Y2K specifically, rather it is about the quality and integrity of design decisions. The Y2K crisis is based on a design decision made by a number of people many years ago. Would they have made a different decision then with today’s knowledge? I am not certain that they would or that they should. Should they have wasted all that storage space all those years when it wasn’t needed because in twenty or thirty years it would be needed? I don’t think so. The other night riding in the airport limo I was asked whether the Y2K "situation" raised ethical issues. My response was that the original decision was reasonable in context and was not malicious; therefore, it is not an ethical issue. I went on to say that certainly the way that the repair of Y2K-related problems is handled in a company could raise ethical issues. Any manager that did not carefully examine the inventory of software either in use in the company, or produced by the company, in a timely manner for possible problems was acting unethically with respect to their clients. Incidentally, I worked with an international standard in one domain that was adopted in1997 and is not Y2K compliant!

External link icons the CSS way
A few days ago, Mark Pilgrim wrote up some details on how to automatically insert an image before off-site links , using Movable Type macros. I don't like doing it that way; it's possible with pure CSS (assuming you have a browser that supports CSS3 selectors this means Mozilla, in case you hadn't guessed). If you are using Mozilla, you'll see a little world icon ( ) after each external link. Read on for a description of how the technique works. Mark's method works by using MT macros to assign a class of "offsite" to off site links, and then styling those links accordingly. Using CSS3 selectors, we can style off-site links directly without having to assign them a class or run any server-side code. Here's the code to do it, and then we'll discuss how it works. This all works by using the CSS3 "starts-with" selector, , on attributes. Where we have a selector a[href^="http:"] , that means "select all a tags where the href attribute starts with the string http: ". This will select all absolute links, i.e., those that are not given as a link relative to where the current page is. That's our first selector: it says "add this background image and a bit of right padding to all absolute links". (Note that the technique of adding a little bit of padding and then putting an icon

Health plan consolidation is giving the industry the mass it needs to do this year what was predicted last year, but didn't happen: boost premiums substantially to prop up the bottom line.Hewitt Associates, the consulting firm, predicts nationwide premium hikes of 7 to 10 percent, up from last year's average 3.7-percent increase. Glimpses of what's happening seem to back that up. The Federal Employee Health Benefits Plan faces a 10.2-percent rise. Kaiser Permanente is boosting premiums as much as 20 percent, depending on the customer, as it tries to stem a loss that reached $127 million during the first nine months of 1998. Kaiser's Northeast division alone bled $40 million during the third quarter. Last month, Kaiser said it would phase out its international operations to retrench in the U.S. Weiss Ratings says 68 percent of Blues plans lost money on underwriting during the first half of 1998; Highmark, of Pennsylvania, led the way with a $79 million six-month deficit. Four HMOs in Colorado lost $34 million during the first nine months of 1998, according to the Colorado Managed Care Newsletter. In Florida, HMOs broke even in the first half of the year, after posting $66 million in losses in 1997, according to Florida Managed Care Review by consultant Allan Baumgarten; even so, state officials tripled HMOs' cash reserve requirement, effective Jan. 1. Winning the toss for the first time in the four-game series finally paid dividends for the New Zealand Academy today, the success being the forerunner of the side's only victory over the Commonwealth Bank Cricket Academy at Lincoln University. Plagued by injuries, the New Zealanders had been out-played in the first three games of the series, and even the introduction of international players as ring-ins had not helped the side. However, today in continuing cool conditions which have plagued the series, New Zealand batted first and made easily their best start of the series. Skipper Brendon McCullum and Jamie How took to the Australians and put on 61 runs in the first five overs. Their 50-run partnership took only 20 minutes and 26 balls. It wasn't all power hitting, some subtle placements were also part of the formula. How was the first man out, in the fifth over when caught in the covers for 23 off 19 balls. McCullum's half-century took only 23 balls and included eight fours and a six.

The Redskins can be a good football team when they hand the ball to Stephen Davis, yet they chose to abandon this in favor of relying on Tony Banks. But that does not mean I should be blind to the results. The Bears are 11-3 and in the playoffs, when I had predicted they would end up 7-9 and out of the running. This effort should be applauded. Yes, the team has given me some grey hair along the way, as each of their games seems to go down to the wire. But I hereby offer my thanks to Head Coach Dick Jauron for returning my beloved Bears to respectability. And I hope he is adequately rewarded rather than summarily dismissed.

Ananova: Penguins beat the bends the same way as humans Some penguins avoid the bends by using a technique almost the same as human divers. The condition, also known as decompression sickness, happens when nitrogen enters the bloodstream. But Adélie and king penguins slow down and surface at an angle which helps with decompression. In human divers the water pressure at depth forces nitrogen out of body cavities and into the blood. If a person surfaces before it is cleared they can be paralysed. Tracking devices have now shown that penguins also spend longer than expected in shallow waters before surfacing. This may give the nitrogen in their blood time to be reabsorbed elsewhere in their bodies. But other experts say it may just be a way of looking out for predators. The study was carried out by Katsufumi Sato of the National Institute of Polar Research in Tokyo. KERSTIN GUSTAFSSON Kerstin Gustafsson is one of Sweden's leading literary translators from English. Translating is a creative activity, a laborious operation requiring a sharp ear and a feeling for language, musicality and intuition; in other words, it is something that cannot be taught. In which case one might well ask what is the point of translation courses like those put on by Föreningen Ordfront (the Ordfront Association). For several years I have been teaching a course for that organization on "literary translation from English to Swedish" — and I must admit the question is one I have often asked myself. On the other hand, translating is also a craft, and of course there are tips and rules of thumb one can pass on, and practical, concrete problems to discuss. In fact, intuition is said to be based on experience, and when it comes to translation it is very much a question of "learning by doing".
