Chapter 6 China's Accession to the Universal Postal Union Section 1 Participation in the Activities of UPU in Early Days Before the 2nd UPU Congress was held in Paris in 1878, the French government invited China to attend the meeting. Due to the fact that postal services were only set up in some customhouses, and that the postal route by horse was only available between Beijing and Tianjin, China didn't send any representatives to attend the meeting. Later, the growth of it was rather slow in about twenty years, and it never went beyond the service range of the twenty-four Customs Offices, China didn't satisfy the conditions to join the UPU. In 1896, when the Postal Office of the Qing Dynasty was set up, the Qing government delivered a note to Swiss government through the minister to Britain expressing the wish to join the UPU. In November, Min Bao £¨¡°People¡¯s Journal¡±£©, organ of Tong Meng Hui, began publication in Tokyo. In the opening article of the very first issue, Sun Yat£­sen proclaimed for the first time his Three Principles£­£­Nationalism, Democracy, and People's Livelihood. Min Bao became the best£­selling influential magazine of that time. Hereafter, Tong Meng Hui was established one after another at home and abroad. As described by Sun Yat£­sen, it was the eve of a great revolutionary movement of our nation. A single political spark could start a prairie fire.
In answer to America¡¯s anti£­China tactics, a gigantic movement banning American goods was underway in China. Indignant people in Shanghai set fire to the car of the American consul. A patriotic movement against imperialism was underway with full momentum.
The tumultuous political situation forced the Qing court into a stance of reform. Under the advice of a minister, Wu Tingfang, the Qing court reformed laws, abolished death penalty by dismembering the body and other inhuman practices.

His historical research specialty is early seventeenth-century England, and he has published in Albion and Private Libraries in Renaissance England James Axtell is Kenan Professor of Humanities at the College of William and Mary. After earning a Ph.D. from Cambridge University, he taught at Yale, Sarah Lawrence, and Northwestern before joining the history department at William and Mary in 1978. He is the author of eleven books, most recently (1998) and Natives and Newcomers: The Cultural Origins of North America Kathren Brown is a visiting professor of history at Bowling Green State University. She earned her Ph.D. from Bowling Green State University. Her areas of specialty include Russian and American economic history, 1880-1930. MaryAnn Davies is a professor of education and chair of curricular studies at the University of North Carolina at Wilmington. In addition to administration, she teaches graduate and undergraduate courses in elementary and middle level teacher education. As a social studies education specialist, she assist teachers in using instructional strategies that make content meaningful and remembered long-term. She regularly publishes and presents on integrating literature in social studies, brain-compatible teaching strategies, and alternative approaches to assessing student progress.
