the browser-safe web palette THE WEB-SAFE COLOR DILEMMA
A lot of people credit me with the browser-safe palette, but it's a misplaced honor (if you can call it that!). I do have the distinction of being the first author to identify and publish the colors - but I can't take credit for creating them.
The browser-safe palette was developed by programmers with no design sense, I assure you. That's because a designer would have never picked these colors. Mostly, the palette contains far less light and dark colors than I wish it did, and is heavy on highly saturated colors and low on muted, tinted or toned colors.
The only reason to use the browser-safe palette is if you have a concern that your Web design work will be viewed from a 256 color (8-bit) computer system. When I published the browser-safe color chart in my first book, Designing Web Graphics, waaaayyy back in 1996, the MAJORITY of computer users had 8-bit video cards. Today, the minority have them, so the justification for using the browser-safe palette has diminished greatly if you are developing your site for users who have current computer systems.

Statistics like these, therefore, should be used only as very rough predictors. E.g. consider the stats reported here:

Welcome to Amaya
W3C's Editor/Browser
Amaya is a Web editor, i.e. a tool used to create and update documents directly on the Web. Browsing features are seemlessly integrated with the editing and remote access features in a uniform environment. This follows the original vision of the Web as a space for collaboration and not just a one-way publishing medium. Work on Amaya started at W3C in 1996 to showcase Web technologies in a fully-featured Web client. The main motivation for developing Amaya was to provide a framework that can integrate as many W3C technologies as possible. It is used to demonstrate these technologies in action while taking advantage of their combination in a single, consistent environment. Amaya started as an HTML + CSS style sheets editor. Since that time it was extended to support XML and an increasing number of XML applications such as the XHTML family, MathML, and SVG. It allows all those vocabularies to be edited simultaneously in compound documents.

Introduction
W3C is working to expand access to the Web to allow people to interact via key pads, spoken commands, listening to prerecorded speech, synthetic speech and music. This will allow any telephone to be used to access appropriately designed Web-based services, and will be a boon to people with visual impairments or needing Web access while keeping their hands and eyes free for other things. It will also allow effective interaction with display-based Web content in the cases where the mouse and keyboard may be missing or inconvenient.

39. Emacs/W3 4.0
Full-featured web browser, written entirely in Emacs-Lisp, for any flavor of Unix, Windows NT/95, Category Computers Software Internet Clients WWW browsers......Emacs/W3 is a fullfeatured web browser, written entirely in Emacs-Lisp, thatsupports all the bells and whistles you will find in use on the web today
http://www.cs.indiana.edu/elisp/w3/docs.html
Emacs/W3 is currently being rewritten to better support Emacs 21 and XEmacs 21. If you would like to help, please see the GNU.org w3 page for details. Emacs/W3 is a full-featured web browser, written entirely in Emacs-Lisp, that supports all the bells and whistles you will find in use on the web today, including frames tables stylesheets , and much more. Emacs/W3 runs on most major operating systems, including almost any flavor of Unix, Windows NT/95, AmigaDOS, OS/2, and VMS. Emacs/W3 4.0.47 is the first release of Emacs/W3 in a very very long time, and is a minor update to make the old code-base work with Emacs 21. Please read the documentation carefully if you are upgrading. If you run into any problems, please read the FAQ to see if you have run into a common problem. Emacs/W3 supports asynchronous connections, allowing users to browse numerous sites concurrently, while others continue to download. Tight integration with the standard Emacs mail and news reading packages allows easy sharing of information. And since Emacs is first and foremost the most powerful editor around, the information you uncover on the web can immediately be put to work. With Emacs/W3, you have yet another reason to never leave Emacs. For all the non-believers, this really is a good thing
