Governor Engler, Governor Owens, Governor Levitt, ladies and gentlemen, it's a real honor to be here today. I had the great fortune to work with the NGA both as a Congressional staffer and representative of Cisco Systems, and it is a great privilege to be able to continue partnering with you at the Department of Commerce. Today I hope to offer some thoughts on: why and how technology is critical to regional economic development; key elements of successful regional strategies to support tech-led economic development; and policies by the Bush Administration and efforts at the my office to support regional competitiveness. As we enter the 21st century, America leads the world in developing and commercializing new technologies. One reason why so many observers identified the 20th Century as "the American Century" is because the United States pioneered so many scientific discoveries and research breakthroughs during the last 100 years. This progress continues all around our nation every day. From information technology to biotechnology to nanotechnology and so many things in between, U.S. scientists and high tech workers are generating new products and trailblazing revolutionary discoveries every day.

The BraiLab talking computer family developed by the Laboratory of Speech Technology for Rehabilitation (LSTR) is a set of integrated text-to-speech tools made for the blind. The first member of this family, the BraiLab was developed in 1985 and equipped with BASIC and Z80 assembler programming languages. BraiLab Plus was a talking WordStar-compatible word processor with a CP/M-compatible operating system while BraiLab PC was realized as a portable adapter for IBM-compatible personal computers. Altogether more than seven hundred pieces of the BraiLab family have been produced and are in use throughout Hungary which represents a 99% market share. It was one of the first promises made at the beginning of the PC revolution – computers that understand human speech and could speak back.
Nevertheless, voice recognition has had problems making the leap from Hollywood fantasy to the real world. ZDNet Australia takes a look at the current state of play. Most of us take the gift of speech for granted, but what about talking to computers, or talking through a telephone to a recorded voice on a computer? Do people want to be able to talk to computers? How do they want to talk to them? Even stranger is the notion of computers talking back! Although speech interfaces have been around for some time, it is only now that they are actually being used in a wide variety of applications and delivered through different technologies to provide different services. In the following article, we take a look at the ways in which people communicate with each other in order to arrive at a better understanding of how we can communicate with computers. We then provide a brief overview of speech interfaces currently in use, their differences, and the issues that surround each system.

Speech Synthesis
Although the intelligibility of the available speech synthesis systems is quite high for a number of languages, there is evidence that significantly better quality should be achievable. Research is focused on naturalness, prosody and flexibility (eg different voices). Other important research areas are modelling of emotions and speech synthesis from the meaning of the text.
Speech Recognition
Recent developments in speech recognition have been in two areas - the academic where the focus is on improved techniques such as stochastic modelling, search and neural networks, and the pragmatic where the focus in on accuracy, robustness and computational efficiency permitting real-time performance with affordable hardware. to see Baldi used in the classroom. (3.4MB wmv The scientists are working with students who attend Tucker-Maxon Oral School in southeast Portland, most of whom were born with severe hearing loss. Many have received cochlear implants. To help them learn how to listen, recognize sounds and speak clearly, OGI students and faculty created a "talking" computer named Baldi that recognizes commands punched into a keyboard and then "said" them aloud. Children warm up to Baldi's giant smiling face, which was created at the Perceptual Science Laboratory at the University of California, Santa Cruz. In addition, children can control the computer, making Baldi a personal tutor that never tires in helping them help them practice their sounds. “Baldi is a great tool for our children," said Tucker-Maxon principal Patrick Stone. "It is so user-friendly and gives the children confidence about their speaking skills. Baldi is a big hit in the classroom."

Basic and applied research is carried out continuously on speech synthesis, compression and speech quality improvement. The objective is the definition and development of products which incorporate speech technology and can be used within specific applications. The following platforms are being developed:

  • speech compression techniques
  • noise reduction techniques
The Department has developed the product " Ekfonitis+ ", an integrated synthetic speech production system running under Windows 98/Me/NT/2000/XP.

01/18/02, 1:24 p.m. ET Sydney-based VeCommerce , a partner of both Aculab and Nuance , developed the VeCab system for New Zealand's leading taxi company, Auckland Co-op Taxis, which has 75 call centre staff handling approximately 250,000 calls per month. The VeCab system allows passengers to book taxis via telephone using their own voices, and without the need for a human operator to enter details into the dispatch computer. "[The] voice is recorded and sent to the speech recognizer for processing," explains Ian Colville, product manager at Aculab, which also provided the DSP resources used for the application.
