Preparations for terrorist attacks and natural disasters linked, says University of Colorado prof
When asked how the Sept. 11 attacks affected the people charged with responding to disasters, University of Colorado at Boulder sociology Professor Dennis Mileti went to a shelf in his office and brought back a serious cartoon. The three characters in the cartoon are labeled "bioterrorism," "dirty bomb" and "natural hazards." The natural hazards character – representing events such as hurricanes, earthquakes and floods – is saying to the other two: "Welcome to the club." And that's exactly what's happened since the attacks on the United States, Mileti said. The professionals charged with responding to terrorist attacks today are the same people who have been charged with responding to disasters of any sort for decades: firefighters, police officers, emergency managers, planners, engineers, insurers and government officials. Sept. 11 altered the focus and scope of the CU-Boulder Natural Hazards Research and Applications Information Center, of which Mileti is director. The keynote speaker at the center's 27th annual international workshop on disasters last July was the senior director for response and recovery of the U.S. Office of Homeland Security, who also oversaw federal recovery efforts in New York City after the attack on the World Trade Center.

How Predictable are Natural Disasters?
From: Columbia University Earthquakes, volcanoes and other natural hazards have the potential to significantly affect human lives and society. In this short e-course, Dr. Art Lerner-Lam focuses on types of natural hazards and their impact on human societies, as well as the impact of human society on the Earth. The e-course also asks whether natural hazards can be predicted and examines the two types of study, empirical and model-based, by which such predictions are made.

There are a number of comprehensive packages on disaster preparedness and recovery available on the Web designed for use by Extension Educators, teachers, and other professionals.
  • Children, Stress, and Natural Disasters from the University of Illinois Extension is a set of resources for teachers and other child-care or youth workers that helps prepare them for working with children who have been through a disaster. It includes A Resource Guide for Teachers that describes what teachers can do to help during the recovery period, a set of Classroom Activities for Teachers that can be used following a disaster, and a Disaster Bibliography of children's books on floods and natural disasters compiled by Lynn Blinn Pike at the University of Missouri. The Natural Disaster Program for Families is a program from the North Carolina Extension Service that provides information on (1) things to do before a disaster, and (2) response or clean-up information following a disaster. Designed for use by Extension Educators working with families, it includes ready-to-use 30-second radio spots, factsheets, leader guides with handouts, and additional resource information. The North Carolina Extension Service also provides a series of resources on Family Finances and Stress , which may be relevant following a disaster.

IDNDR-ESCAP Regional Meeting for Asia: Risk Reduction and Society in the 21 st Century
Bangkok, 23-26 February 1999 The IDNDR-ESCAP Regional Meeting on Natural Disaster Reduction in Asia was organized by the IDNDR and the Economic and Social Commission for Asia and the Pacific (ESCAP) in collaboration with the Asian Disaster Preparedness Center (ADPC) between 23 and 26 February 1999, in Bangkok, Thailand. It was opened by the Deputy Foreign Minister of Thailand, Mr. Sukhumbhand Paribatra. About 200 representatives of governments and organizations from 24 Asian countries attended the Meeting. The Meeting reviewed the accomplishments in the region during the Decade and formulated recommendations for future efforts to ensure continued commitment to disaster prevention throughout Asia during the next millennium. Discussions were held on the economic aspects of water hazards; the urban and environmental aspects of geological hazards; and on fire and transboundary atmospheric hazards. Apart from a keynote statement on Overview of Experiences and Responses to Recent Disasters in Asia , ESCAP secretariat presented three other papers on natural disaster reduction:

Over the last few years, however, they have averaged $50 billion per year, or roughly $1 billion per week. Of even greater concern are the long-term trends in costs, which show a doubling or tripling of the damages each decade, in constant dollars, over the last 35 years. The impacts caused by natural hazards are increasing as a result of societal changes such as urbanization and technological interdependence. While disaster losses are expected to vary considerably from year to year, it is also expected that they generally will continue to increase, even as a fraction of the gross national product (GNP), at least in the short run.
