Agricultural Environment Management Initiative

There are seven programs under the initiative, targeting specific areas of practices or opportunities to enhance the quality of the environment as it relates to the agriculture industry. The programs include nutrient management, soil conversation, on-farm stewardship, agro-environmental clubs, integrated pest management, livestock odour reduction and strategic initiatives. 2002-2003 Programs
  • Nutrient Management Program - The objective of this program is to develop and implement a Nutrient Management Program that will optimise crop productivity and minimise environmental risk associated with the use of organic and inorganic fertilisers.
    • Enhanced Farmer Awareness - up to 100% up to a maximum of $5000 per farm organisation to develop materials and hold workshops to introduce nutrient management concepts to producers.
    • Nutrient Application Systems - 50% of the cost of approved (low odour, improved distribution) application systems up to a maximum of $10,000 per farm unit.
    • Adaptive Research - up to 60% to a maximum contribution of $40,000 per project for science-based research on the management of manure as a fertility resource and on the management of nitrogen and phosphorus to minimise water contamination.

    Pest Management Systems in a Precision Agriculture Enviro nment
    A computer software program was developed to utilize weed scouting data, using grid cell sampling, to determine variable rate herbicide applications based on threshold levels. Prior years indicated that herbicide applications in soybean fields could be reduced and returns increased due to the use of this technology. By using the scouting and decision making programs developed in this project, a grower might determine whether variable rate technology is appropriate before investing in new equipment. Average weed densities were determined in 2000 through scouting, and variable rate treatments were applied accordingly. The software decision model (HADSS) estimated that variable rate application would improve profit potential by $7/A as compared with the whole-field treatment and taking scouting costs into account.

    The value of the agricultural crops in Napa County tops $1.25 Billion annually, $250M in grape sales, and $1 Billion in wine sales. The District has long held that:
    • Rural agricultural and rural residential users should rely on groundwater
    The groundwater system is a very efficient delivery system for rural users. A study in the early 1990’s by Kennedy Jenks revealed that during the decade of 2000, the relatively constant rural water supply (the sum of groundwater, river diversion, surface storage, and recycled water) would be outstripped by demand. Demand is increasing as parcels are either converted to rural residences or to agricultural uses, or as parcels are re-developed with conversion from older, lower intensity agriculture to newer, higher intensity agriculture. When water demand gets close to available supply, a system typically becomes stressed. That has not been observed. One reason may be that new development is rethinking water needs, and is looking to alternative water supplies. Examples include much improved irrigation delivery systems (drip systems) and capturing winter and spring excess drain-tile-water for later summer irrigation usage. While much of the surplus water in many of the waterways has already been tapped, the early 1990’s Montgomery study of water supply concluded that the Napa River has about 15 days per year when the flows are tremendous. The study looked at this flow, and contemplated methods to capture it, however, none of the suggested methods were considered cost-effective alternatives.

    Partnership Initiative (AEPI) inside this issue
    The British Columbia Agriculture Council (BCAC) has now finalized and executed a funding agreement with the Agri-Food Futures Fund through Investment Agriculture, for administration and delivery of the Agriculture Environment Partnership Initiative (AEPI), formerly known as the Green Fund.
    The agreement establishes the BCAC as the delivery agent for the Initiative, under the direction of the Management Committee appointed by the Council.
    The Management Committee met on August 15th to deal with follow up issues on current applications and will now be proceeding with conditional grant agreements for approved applications.
