The policies that set out the actions to protect our air environment are: State Environment Protection Policy (Ambient Air Quality) which was gazetted in 1999 and sets a number of objectives to protect our air environment including:

This SEPP also specifies how pollutants are to be monitored and reported, and sets goals for compliance. State Environment Protection Policy (Air Quality Management) which was gazetted in 2001 and provides a framework managing emissions into the air environment to ensure that:
  • the environmental quality objectives of SEPP (Ambient Air Quality) are met; Victorian and national measures to address the enhanced greenhouse effect and depletion of the ozone layer are supported.

The European Topic Center on air quality (ETCAQ) has developed a consistent system for describing air dispersion models, which now encompasses over 90 European models. The ECT-AQ is led by the National Institute of Health and environment (RIVM) in the Netherlands, and includes the Norwegian Institute of air Research (NILU), the Norwegian Meteorological Institute (DNMI), and the National Observatory of Athens (NOA) in Greece.

Air quality
New Zealand has relatively good air quality due to our low population density, close proximity to the sea, and remoteness from other continents and sources of pollution. However, there are some areas (mostly urban) where concentrations of air pollution are quite high, especially during low wind conditions where there is high traffic density and where home heating is mainly by open fires or wood burners. The Ministry recognises the importance of keeping the air clean and healthy to breathe. This section of the site provides information on our work on air quality and the effects of air pollution:

2002 was a bad year for air pollution in the greater Los Angeles region. After years of less smog, is the trend reversing? Or, was this year just an anomaly caused by unfavorable weather patterns? The answer will not be known for several years, but many, including Environment Now, feel that California is backsliding in its fight against air pollution. While society has been celebrating the extraordinary gains in air quality made during the past two decades, we have failed to stay ahead of the continued, smog-generating growth of the Los Angeles region. This year's problem areas are in the inland areas of the region, those areas experiencing the greatest rates of growth. In order to restore healthy air quality in the region, Environment Now has set two goals for our air quality program.

TRANSPORT BRIEFING NOTE - CONGESTION CHARGING The Issue
The Transport Act 2000 enables Local Authorities to introduce mechanisms to tackle traffic congestion. There are two types of mechanism: the workplace parking levy and the road user charging scheme. The workplace parking levy is a charge which authorities can make on car parking spaces used for business purposes; while motorists entering a road user charging scheme area will be charged a fee for travel in that location. In both cases the Local Authority will determine how the scheme will operate; the amount and area charged and the times of operation. The introduction of charging mechanisms will have a significant impact on business; increasing costs and potentially adversely affecting the viability and vitality of town centres, where many retailers are located.

The National Air Quality Strategy
In 1997 the Government established a National Air Quality Strategy (NAQS) in response to requirements of the Environment Act 1995. This made it clear that good air quality was considered to be consistent with the principles of sustainable development and essential to the creation of an external environment in which individuals and communities can thrive.
An essential component of the strategy was the setting of Air Quality Standards for certain pollutants, based on the findings and recommendations of the Expert Panel on Air Quality Standards (EPAQS). This group examined the scientific and medical evidence in relation to each pollutant in order to set a relevant health based standard. The standards were adopted by the Department of the Environment Transport and the Regions (DETR) for the NAQS and thus form the context in which the review of air quality is being carried out.

SEMCOG is responsible for working with the Michigan Department of Environmental Quality in developing plans and programs that comply with federal Clean Air Act standards. Efforts are geared toward improving the quality of life in Southeast Michigan by attaining and maintaining air quality standards in as cost-effective a manner as possible. Staff address these objectives by participating in the following activities: State Implementation Plan Development
The Clean Air Act requires each state to have a State Implementation Plan (SIP). A SIP is a collection of the regulations and programs a state will use to attain and/or maintain federal air quality standards. Environment staff collaborate with the Air Quality Division of the Michigan Department of Environmental Quality (DEQ) on the work needed to prepare and/or update a SIP. Examples of this work include evaluating the effectiveness of control strategies, analyzing data, and staying informed on new requirements. Emissions Inventory Development
In support of transportation, air quality, and SIP planning activities, staff work to develop emissions inventory information from mobile sources (cars, trucks, etc.). Staff use EPA's approved mobile model in this process.

Horizon Communities Improvement Association (HCIA) is a private non-profit corporation chartered under Texas and Federal laws as a property owners' improvement association. Our membership comprises over 25,000 owners of local property, from all parts of the world. About 1000 of these reside in the existing incorporated township of Horizon City.
Objects and funding
The object of HCIA is to promote and facilitate the development of the Horizon area. The association is funded primarily from assessments paid by its members.
City with a future
The Horizon City idea began in the late 1950's but early growth was slow. The area is now benefiting from the continued expansion of neighboring El Paso. Local development is proceeding at a rapid pace. Its long-term success is favored by a number of factors:
