    Threatened Species and Threatened Ecological Communities
    Australia is home to more than one million species, many of which are found nowhere else in the world. About 85 per cent of flowering plants, 84 per cent of mammals, more than 45 per cent of birds, and 89 per cent of inshore, temperate-zone fish are endemic - that is they are only found in Australia. Changes to the landscape and native habitat as a result of human activity has put many of these unique species at risk. Over the last two hundred years many species of plants and animals have become extinct. For the other species of plants and animals whose survival is threatened a range of management and conservation measures are in place. The Commonwealth is working in partnership with state, territory and local governments, non-government organisations, tertiary institutions and community groups to ensure the protection of our native species. The Commonwealth mechanism for national environment protection and biodiversity conservation is the Environment Protection and Biodiveristy Conservation Act 1999 (EPBC Act). The EPBC Act provides for:

    Environment laws need realistic assessment of risks and opportunities John Connor, ACF National Campaigns Director The Australian Conservation Foundation appreciates the opportunity for a brief response to the above article and looks forward to a more detailed contribution in the next article. We recognise that there are many positive improvements to the draft legislation ranging from greater transparency to strengthening of threatened species provisions. Our concern is, however, that most of the positive amendments to the EPBC Bill will be lost by enabling the hand over of responsibilities to the states. Our concerns are shared by leading environmental lawyers and practitioners including the Director of the Australian Centre for Environmental Law, Associate Professor Rob Fowler. The government legal advice referred to above does not address the real point that it will be virtually impossible to legally prevent abuse of the system. Lack of political will is always a problem for environmental campaigners but this new legislation has formalised a process for handing on environmental responsibilities. This did not exist in the old system.

    Within the borders of the vast nation of Mongolia, there are incredible ecological treasures. Mongolia is home to one of the world's purest lake environments, a huge area of unique taiga forest and several endangered species, including the snow leopard. The Academy of Natural Sciences has established The Institute for Mongolian Biodiversity and Ecological Studies to study Mongolia's environment and assist its peoples in both conserving these resources and encouraging economic development through ecological tourism.     Environment Protection and Biodiversity Conservation Bill Update The Senate Enquiry into the Environment Protection and Biodiversity Conservation Bill has resumed and is due to report back to the Senate on March 22nd. The schedule for hearings are: 4th February in Sydney, 19th Feb Hobart, 25 Feb Darwin, 26 Feb Perth, 4 March Canberra, 12 March Adelaide, and 18 March in Melbourne. Some of these dates are still tentative. The Environmental Defenders Office meanwhile is drafting substantial amendments to the Bill on behalf of peak conservation groups, which will lobby all parties to adopt.

    Problems with the current Bill include:

    It does not require licence holders to hold insurance. This is despite the risks to human health, the environment and non-GMO markets being considerable. It does not require the Regulator to consult with councils whose areas may be affected by dealings which are proposed to be licensed.

    The overall threat and changes in biodiversity at all scales (genes, species, ecosystems and habitats) are expected to remain high in the EU to 2010 and beyond. The pressure comes from many interconnected sources, principally land use change, pollution and the introduction of alien species. The area available for natural and semi-natural habitats and indigenous species is foreseen to decrease (e.g. the ongoing relentless spread of urban development and transport infrastructure) and the threats are foreseen to continue to increase. But ongoing and some new recoveries are also foreseen for several habitats and species. The robust and generalist species as well as the invasive species are foreseen to continue to be favoured and spread, while rare, endemic and specialist species will continue to decline.     Biodiversity and why it's in trouble Biological diversity threads through the web of life. Life has evolved for 3.5 billion years and occupies every possible environment from deep ocean 'black smokers' to mountains. Over time, planetary forces have broken up continents, rafting their living cargoes into different climatic zones and forcing them to adapt and become diverse endemic forms. Occasional mass extinctions reduced diversity, but life always bounded back - until Homo sapiens. Humans began by clearing and burning forests, exploiting plants and animals with simple tools and early agriculture. Today, war has been declared on natural systems using an armoury of weapons to exploit, subdue and destroy for our supposed needs: pesticides, wetlands destruction, over-fishing, ubiquitous pollution, industrialisation, biotechnology.
