WASHINGTON President Bush's fight against terrorism is failing because his energy policy doesn't reduce dependence on foreign oil, former Vermont Gov. Howard Dean told an environmental group on Wednesday. Dean, one of six declared Democratic presidential candidates, said Americans are indirectly funding terrorism by buying oil from Saudi Arabia, which in turn supports Hamas and other terrorist groups who "teach children to hate Americans, Christians, and Jews." "That is our money that is funding that, and if we have no oil policy we cannot conduct the war on terrorism the way it ought to be conducted," Dean said in a luncheon speech to about 65 people at the Environmental Grantwriters Association. Dean said Bush's environmental record "is the weakest and the worst of all the things he has done as president." He said he feels sorry for Environmental Protection Agency Administrator Christine Todd Whitman. He worked with Whitman when she was governor of New Jersey, Dean said, and she truly cares about the environment and clean air. "It must be exceptionally painful for her to have to carry out the policies of this administration, which I can assure you are not being written by the EPA administration," he said.

Norton, Abraham and President-elect George W. Bush all favor more drilling for oil and natural gas on public lands, such as the Arctic National Wildlife Refuge. Get ready for a dramatic shift in the tug-of-war between protecting the environment and extracting energy from public land. The movement in energy's favor should become quite apparent Thursday, when Energy Secretary nominee Spencer Abraham and Interior Secretary nominee Gale Norton begin their Senate confirmation hearings. With California on the verge of blackouts, utilities facing bankruptcy, and oil and natural gas prices sky high, experts agree there will be a renewed push to suck more fuel out of the nation's public land. "The country faces some big issues on energy and the environment," said Paul Friesema, a Northwestern University political science professor who studies resource issues. "There's going to be tremendous fights."

Page contents maintained by Asenaca Ravuvu Current Global Environmental Facility (GEF) Projects The Global Environment Facility supports developing countries to protect and manage the environment through enabling agencies which include the UNDP, the UNEP and the World Bank. Working with governments, NGOs, private sector and institutions, UNDP Suva assists Pacific Island counties to develop proposals for funding through the GEF. The projects must be consistent with national priorities, and focused in the areas of biological diversity, climate change, international waters or ozone depletion. Enabling Activities 6 projects have been developed for funding under the GEF Enabling Activity for the preparation of National
Biodiversity Strategy Action Plans (NBSAP); with 2 add-on proposals approved to date. The plans aim to reflect national environment goals, develop an inventory of biodiversity resource practices, recommend actions to implement protection and build upon existing national strategies.
