It provides a clear and succinct introduction to the question of Environmental Impact Assessment, especially vis-à-vis the Ramsar Convention, and concludes with a potential set of draft guidelines for eventual use of the Contracting Parties. This document is a non-technical summary of the main report "EIA of the windfarm at the Middelgrunden Shoal". The information is up-dated on January 1, 2001, so that data for turbine size etc. matches the actual situation. The leaflet describes the environmental aspects connected to the establishment of 20 wind turbines at the Middelgrunden shoal. In the main report a more detailed description of the environmental impact of the project can be found. In connection to the wind turbine project an environmental impact assessment (EIA) must be made, and the hearing replies will be part of the authorities' environmental approval of the project. Previous to the Environmental Impact Assessment a public hearing with all relevant authorities was held in 1997 and another at the Copenhagen city hall in august 1998. A number of investigations have been made, which among other things examine relevant environmental and visual aspects of the project. The project obtained planning permission from the Danish Energy Agency in may 1999.

Introduction
Environmental Impact Assessment (EIA) is a tool used to identify the environmental, social and economic impacts of a project prior to decision-making. It aims to predict environmental impacts at an early stage in project planning and design, find ways and means to reduce adverse impacts, shape projects to suit the local environment and present the predictions and options to decision-makers. By using EIA both environmental and economic benefits can be achieved, such as reduced cost and time of project implementation and design, avoided treatment/clean-up costs and impacts of laws and regulations.

  • Scoping: identify key issues and concerns of interested parties; Screening: decide whether an EIA is required based on information collected; Identifying and evaluating alternatives: list alternative sites and techniques and the impacts of each; Mitigating measures dealing with uncertainty: review proposed action to prevent or minimise the potential adverse effects of the project;

ACT ON ENVIRONMENTAL IMPACT ASSESSMENT PROCEDURE
The Act on Environmental Impact Assessment Procedure (EIA) (468/1994) came into force on 1 September 1994. Its aim is to further the assessment of environmental impact and the consistent consideration of this impact in planning and decision-making, and at the same time to increase the information available to citizens and their opportunities to participate in decision-making. The act is applied to projects where compliance with international agreements involving Finland requires assessment to be carried out, or which may have significant adverse environmental impacts on Finnish wildlife or other special features of the environment. The environmental impact of programmes, policies and plans by the authorities must be assessed and taken into account, which requires all spheres of government to re-assess their own operations. Certain projects always require an EIA procedure. These include oil refineries, pulp, paper and board mills, large harbour projects, motorways and major hazardous waste disposal facilities. The procedure can also be applied in individual cases to a specific project or in the case of an essential change in an already completed project. In such cases, the Ministry of the Environment decides on the need for an EIA. The functions of various Finnish environmental authorities concerning the EIA procedure can be found in the Decree on Environmental Impact Assessment Procedure.

What is Environmental Impact Assessment?
The aim of the environmental impact assessment is to assess the overall impact on the environment of development projects proposed by the public and private sectors. The objectives of environmental impact assessment are:
  • To examine and select the best from the project options available; To identify and incorporate into the project plan appropriate abatement and mitigating measures; To predict significant residual environmental impacts; To determine the significant residual environmental impacts predicted; and To identify the environmental costs and benefits of the project to the community.
  • Why do we need EIA? EIA is essentially a planning tool for preventing environmental problems due to an action. It seeks to avoid costly mistakes in project implementation, either because of the environmental damages that are likely to arise during project implementation, or because of modifications that may be required subsequently in order to make the action environmentally acceptable. In Malaysia, EIA is required under section 34A, Environmental Quality Act, 1974.

An abstract from the executive summary is presented in the Box 1 below. Box 1: Executive summary of the Environmental Impact Assessment Report The purpose of this Environmental Impact Assessment Report (EIAR) is to evaluate the anticipated environmental impacts on the total environment due to the proposed Tanneries Re-Location Project in Bata-atha, Hambantota District. The report also outlines the primary mitigatory measures needed to alleviate the negative environmental impacts. The primary objective of the proposed Bata-atha Project is to relocate the existing tanneries in Colombo and suburbs, which suffer from various technical constraints. The main constraints are the unavailability of land for expansion and the inability of factory owners to operate their own individual treatment plants to treat the tannery wastewater. Current levels of water, soil and air pollution in and around the existing factories have led to serious problems.
