EIA Environmental Impact Assessment (EIA) The Environmental Protection Act 1986 Part IV provides the legislative framework for the EIA process. Under this process, the EPA looks at statutory planning schemes and development proposals to assess their likely impacts on the environment. If the impacts are likely to be significant then the EPA provides advice to the Minister for the Environment and Heritage on whether the proposal or scheme should be allowed to proceed and, if so, under what conditions to ensure that the environment is protected. If you require detailed information on the process click here to view EIA Process information or click here to view Legislation Part IV The EIA process also recognises that people want a say before the Government makes a final decision on whether a proposal or scheme can proceed. To assist you to be involved in this process, the EIA section of the EPA Website provides the following information:
  • A list of proposals that have come before the EPA each week to assess their likely environmental impacts and the decision on the level at which the EPA may assess the proposal . This section also includes a link to the Appeals Convenor’s Website which provides information on how to lodge an appeal should you disagree with the decision on level of assessment made by the EPA.
  • A list of proposals and schemes which are currently being formally assessed by the EPA and a list of projects for which the EPA is providing

Welcome to our site for the development of the Canadian Handbook on Health Impact Assessment. Currently, we are revising Volumes 2 and 3 of the Handbook and hope to have updated versions of Volume 2 and 3 available at this site by the spring of 2002. Volume 1, which has been finalized, and the draft versions of Volumes 2 and 3 can be downloaded as PDF files.
We invite people who will make use of the Handbook to inform us how we can improve it by making it a better resource for them. This includes health professionals, environmental impact assessment practitioners, project proponents in government and private sectors, Indigenous peoples, non-governmentales organizations, and academia. Please send your comments to us.

A Primer on the Handbook
The Vision
To have a world-class resource promoting the integration of health into environmental impact assessment (EIA). Its purpose is to assist health professionals in providing health advice to an EIA process. It will also serve EIA practitioners, project proponents, government, non-government and academia who are not experts in health in familiarizing themselves with the breadth of methods and disciplines involved in health assessment. The development of the Handbook is being coordinated by the Office of Environmental Health Assessment, on behalf of the Federal-Provincial-Territorial Committee on Environmental and Occupational Health. This site was set up to facilitate a multi stakeholder consultation process across labor, health and environment sectors.

The Environment in Tokyo HOME Environmental Impact Assessment 1/1 Environmental Impact Assessment In addition to measures for restoration and improvement of the environment, the environment must also be prevented from deteriorating so as to secure healthy, comfortable lifestyles for citizens. The environmental impact assessment system is designed to achieve those ends so that the impact of projects on the environment can be estimated and assessed in advance to minimize the impact on the environment.
The Tokyo Metropolitan Government introduced procedures as an environmental impact assessment system to be followed when implementing projects based on the Environmental Impact Assessment Ordinance. In addition, TMG has been experimentally carrying out the Environmental Impact Assessment at planning stage prior to its official introduction.
The environmental impact assessment system has been playing an important role in promoting community-development with more careful consideration for the environment. Background of Commencement of Environmental Impact Assessments After overcoming pollution problems from the mid-1960s to the mid-1970s, environmental administration needed to tackle problems before the implementation of projects with consideration for the environment.

Environmental Impact Assessment of Foreign Investment Projects:
A Study in the Law, Policy and Governmental Decision-making in Tanzania*
March 1999
By Tundu Antiphas Lissu**
INTRODUCTION
The concept of Environmental Impact Assessment (EIA) refers to the examination, analysis and assessment of planned activities with a view to ensuring their environmental soundness and sustainable development. It is said to be a valuable means of promoting the integration of environmental and natural resource issues into planning and program implementation (see UNEP, 1987 as discussed by Lissu and Magabe, 1994:18-20). The purpose of incorporating EIA approaches has been described as subjecting a proposed action to an examination of what the possible environmental impacts of that action would be and to find ways to mitigate any negative long term impacts. EIA may also be a process which brings the proposed action into the public forum and provides an opportunity for comment and feedback (MTNRE, 1994:42). In this sense, and depending on the nature and extent of that participation, EIA processes are seen as mechanisms for public participation and the democratization of decision-making processes in matters of environmental governance and natural resource allocation and use. As such, EIA processes may result in a proposed project being abandoned, but in most cases they result in a better project more in harmony with longterm needs and with little negative environmental impact (MTNRE, loc. cit.)

GOOD PRACTICES -
Possible Solutions - Environmental Impact Assessment
Introduction Environmental Impact Assessment (EIA) is a tool used to identify the environmental, social and economic impacts of a project prior to decision-making. It aims to predict environmental impacts at an early stage in project planning and design, find ways and means to reduce adverse impacts, shape projects to suit the local environment and present the predictions and options to decision-makers. By using EIA both environmental and economic benefits can be achieved, such as reduced cost and time of project implementation and design, avoided treatment/clean-up costs and impacts of laws and regulations. Key Elements
  • Scoping: identify key issues and concerns of interested parties; Screening: decide whether an EIA is required based on information collected; Identifying and evaluating alternatives: list alternative sites and techniques and the impacts of each; Mitigating measures dealing with uncertainty: review proposed action to prevent or minimise the potential adverse effects of the project;

In 1991, Jamaica promulgated the Natural Resources Conservation Authority Act (NRCAA), which established an Authority to provide for the management, conservation and protection of Jamaica's natural resources - the Natural Resources Conservation Authority (NRCA). Regulations under the NRCAA take into consideration the UNEP principles on EIA. Section 10 of the NRCAA gives the NRCA authority to request from any applicant for a permit (under the prescribed categories for development), under Section 9 of the Act, that an environmental impact assessment be conducted.

EIAxpert: rule-based screening-level EIA
EIAxpert is an interactive, rule-based expert system for environmental impact assessment. It is designed for a screening level assessment of development projects at a pre-feasibility stage. The system can operate with a minimum of data and information about the project, its alternatives, and the environmental setting by drawing on a generic knowledge and rule base as well as a regional geographical information system and a set of data bases. EIAxpert is a generic, completely data driven assessment tool that can easily be configured for a broad range of application domains and regions. The current implementation was designed for the Lower Mekong Basin (commissioned by the Mekong Secretariat ) for the assessment of water resources development projects, and uses checklists and assessment rules derived from the Asian Development Banks Environmental Guideline Series (Fedra et al, 1991) . A related river basin management information system, that can be configured as a framework for EIAxpert is WaterWare The generic EIAxpert system includes:
  • A data base and interactive editor tools for water resources development projects, that allow to maintain (and compare) multiple alternatives for each project;
