The Harvard Environmental Law Review (HELR) has been published semi-annually, in winter and spring, since 1976. HELR publishes articles on a broad range of environmental affairs, such as land use; air, water, and noise regulation; toxic substances control; radiation control; energy use; workspace pollution; science and technology control; and resource use and regulation. HELR draws upon environmental experts from government, academia, private practice, industry and public interest groups to cover legal developments at the local, state, federal, foreign, and international levels.

Hastings West-Northwest Journal of Environmental Law and Policy is the first regional environmental law journal covering California and the Pacific Northwest. By concentrating on this manageable geographical area, West-Northwest provides in-depth analysis of regionally specific environmental law issues. We also recognize that an on-going colloquy on the environment must synthesize the work of a broad range of academic and professional disciplines. Thus, in addition to traditional legal scholarship, West-Northwest publishes articles by policy analysts and researchers from such complementary fields as economics, anthropology, regional planning, engineering, and biological/earth sciences. The Colorado Journal is an interdisciplinary publication dedicated to the examination of environmental issues with international implications. It provides a forum for: in-depth analysis of the legal or public policy implications of problems related to the global environment; articulation and examination of proposals and new ideas for the management and resolution of international environmental concerns; and description of current developments and opinions related to international environmental law and policy. The Journal is a student publication from the University of Colorado School of Law . Each year, the Journal staff publishes two regular issues and a Yearbook. The Yearbook is a summary of some of the year's major events in the area of international environmental law. On April 7 and 8, 2001, the Journal hosted an academic symposium: A Cartography of Governance: Exploring the Province of Environmental NGOs The symposium took place on the campus of the University of Colorado in Boulder.

I. INTRODUCTION
This chapter of the ASIL Guide to Electronic Resources for International Law discusses electronic resources of international environmental law. The types of resources covered emphasize the Internet but also include CD-ROMs, library catalogs, and on-line subscription/commercial services. The emphasis here is on English-language sources. Although a number of primary and secondary sources are discussed below, the rapidly expanding list of electronic resources in this field precludes any claim to this being an inclusive guide. With that in mind, search strategies for conducting research in this area are included in Section III
II. OVERVIEW OF INTERNATIONAL ENVIRONMENTAL LAW
When attempting to determine the boundaries of international environmental law, one finds that no clear definition can be applied. Like many other branches of international law, international environmental law is interdisciplinary, intersecting and overlapping with numerous other areas of research, including economics, political science, ecology, human rights and navigation/admiralty.

Bush Administration Pushes Environmental Law Enforcement to States
The Bush administration is working to shift more responsibility for enforcing environmental laws to the states, according budget documents sent to Capitol Hill on April 9, 2001. The administration's proposed EPA budget for fiscal 2002 reduces the agency's enforcement budget by $10 million and increases grants for state enforcement by $25 million. Many environmentalists oppose the policy, arguing that enforcement became a federal responsibility only after states demonstrated uneven ability or will to do so themselves. A study by EPA's inspector general released on August 22, 2001 documented shortcomings in state level enforcement of federal clean air and clean water laws. Most federal environmental enforcement is split between the Environmental Protection Agency and the Department of Justice. The administration argues that states are closer to, and a better judge of, environmental violations that take place within their borders. Search the Almanac

Washington State is well-known for its scenic beauty, rich agriculture, and thriving industry. The human and natural resources of our state provide a quality of life second to none.
