An Environmental Management System (EMS) is defined as a continual cycle of planning, implementing, reviewing and improving the actions that an organization takes to meet its environmental obligations. Most EMS's today are based on the recently issued ISO 14001 Standard. Pollution prevention is an integral component of an EMS. P2 allows flexibility, effective long term planning and increases efficiency. The Ohio EPA Office of Pollution Prevention is committed to helping companies reduce pollution at the source. OPP would like to help your company with the waste reduction components of your EMS. OPP has developed several programs that can help your company reduce waste and reduce costs.     With the implementation of new and stricter legislation and significant improvement in its enforcement, it is becoming increasingly clear that CEE businesses need to consider environmental issues in order to remain competitive, or even in some cases to avoid closure. One way for a company to address the environmental impact of its activities is to introduce an environmental management system (EMS). There are a number of standards applied on an international, European, and national basis which can be used as a model for an environmental management system. The best known among them are ISO 14000, EMAS, and BS7750.
    Examining the models
    ISO 14001, the environmental management standard to be issued by the International Standard Organization in the second half of 1996, is part of the ISO 14000 series of standards providing specification and guidance on a range of environmental issues including management, auditing, labeling, and life-cycle assessment. Much of the interest in ISO 14000 results from the success of the ISO 9000 standard, a voluntary program for quality management. The European EMAS (Eco-Management and Audit Scheme), was introduced by the EU Council and implemented in European Union member states in 1995. Presently, it is a voluntary scheme for individual companies within the industrial sector.

    An Environmental Management System (EMS) is a framework developed by an organization to help improve its environmental performance by taking environmental considerations into account when making decisions and managing risks. The development and implementation of an EMS also helps to ensure departments and agencies meet legislation and policy objectives, and demonstrate due diligence. Government of Canada departments and agencies must develop an EMS. Federal departments have been mandated by the Commissioner of the Environment and Sustainable Development (CESD) to model their EMS after the International Organization for Standardization The 28 Government of Canada departments and agencies targeted by the SDGO initiative manage close to 40,000 leased and owned facilities. It is a priority that they develop and implement an EMS for all of their owned facilities to ensure an environmentally-responsible management of these buildings. An EMS should be developed and implemented in leased facilities as well. In the case of leased facilities, the aspects of energy, water and waste are usually reported by the owner.

    What is a livestock Environmental Management System?
    A livestock EMS is a systematic approach to identify, correct and monitor the environmental performance of a livestock enterprise. It involves a continuous cycle of risk assessment, action planning, implementation, review and improvement to fully integrate environmental responsibility into the business of farming.
    What is the Partnerships Project?
    This project organizes a support system for livestock producers to positively address environmental and community health concerns through partnerships between agricultural organizations and public agencies. The project goal is to develop and evaluate environmental assessment and decision-support aids with which livestock producers can address local priority water and air quality issues. In general, this four year project:
    • starts with stakeholder input through roundtable discussion of supportive strategies for reducing impacts of livestock manure on the environment and public health; works with three commodity organizations to develop, pilot test and evaluate environmental management assessment system materials and delivery approaches in nine states (Georgia, Idaho, Iowa, Montana, New York, Pennsylvania, Texas, Virginia and Wisconsin);

    Analysis of ISO 14001 Certification on Environmental Compliance and Performance
    SAIC analyzed the environmental compliance and performance of 169 ISO-certified facilities in the United States. The analysis included a statistical comparison of compliance and environmental performance of ISO-certified facilities to facilities in the same industrial classification, as well as a characterization of ISO-certified facilities by industrial classification, geographical location, and registrar. Development of an EMS Standard for an EPA Voluntary Program
    As part of its support to the development and implementation of a U.S. Environmental Protection Agency (EPA) voluntary program, SAIC compared several environmental management system standards, including ISO 14001, NSF (National Science Foundation) 110, and CMA's (Chemical Manufacturers Association) Responsible Care Program. The purpose of the comparison was to assist EPA in developing a hybrid EMS implementation guide, which provided supplemental information on designing and implementing the program EMS. The guide was similar in scope to ISO 14004. SAIC also compared various auditor qualifications associated with EMS and other standards. Similar in scope to the EMS comparison, the purpose of the auditor comparison was to identify a hybrid qualification suitable for use in EPA's voluntary program.

    Introduction
    Since the Guide to Green Government was published in 1995, the federal government has been actively involved in the design and implementation of Environmental Management Systems (EMS) for its operations. Most departments have chosen to model their EMS after the International Organization for Standardization (ISO) 14000 series of environmental standards, which include ISO 14001 and ISO 14004, a standard and guideline respectively, describing the essential elements of EMS. An EMS is a management tool that provides a framework for practices, procedures and processes to manage an organization's environmental agenda, and documents, communicates and evaluates environmental performance. Quite simply, it is a systematic approach to incorporating the environment into every business decision. An EMS also provides an auditable system for tracking, managing and improving environmental performance. As such, an EMS should be integrated within an organization's existing management structure, in much the same way as a financial management system.
