Forewarned is forearmed - a better understanding of global change problems such as climate, ozone depletion, loss of biodiversity and the disruption of ocean circulation is essential. G lobal change influences policies ranging from renewable energies to transport management, industrial emissions to forestry. This key action will provide a scientific, technological and socio-economic basis for strategies to address issues such as the effects of climate change, desertification and biodiversity loss. It will also form the foundation for European Union policies, and fulfil the EU's obligations stemming from international commitments to sustainable development. Research will be wide-ranging in scope, from ecosystem interactions between land, water, atmosphere and oceans to assessing the impact of human activities on the environment - and the changing environment's future impact on humanity - as well as improving observation and monitoring techniques.

United Nations Panel Sees Worsening Global Warming Trend On January 22, 2001 an international group of hundreds of scientists issued a report predicting that Earth's average temperature will rise as much as 10.4 degrees Fahrenheit over the next 100 years. The report was issued by the United Nations Intergovernmental Panel on Climate Change, which was meeting in Shanghai, China. The panel declared that human beings are responsible for the changing global climate. The group predicted that world temperatures will rise 2.5 to 10.4 degrees Fahrenheit between 1990 and 2100, causing sea levels to rise by 3.5 to 34.6 inches and possibly causing catastrophic flooding in high-population, low lying areas such as China, Bangladesh, and Egypt. The change could also induce crop failure, famine, and a spread of diseases such as malaria, according to the group. The report's conclusions are much stronger than those issued as recently as 1995, when the panel saw only a "discernable human influence" on the world's climate and predicted that temperatures would rise 1.8 to 6.3 degrees Fahrenheit. The change was attributed, ironically, to successful efforts to reduce emissions of sulfur dioxide. A component of smog, atmospheric sulfur dioxide also deflects the sun's rays and reduces global warming. The Earth's temperature has already warmed by over 1 degree Fahrenheit over the past 100 years, with land temperatures rising more than those over the world's oceans, which have a moderating effect.

Global Climate Change
The prospect of global warming caused by an increase in greenhouse gas emissions has become a major policy issue during the last two decades. The transportation sector is currently responsible for approximately one-quarter of greenhouse gas emissions in the United States and is expected to be one of the fastest growing sources of greenhouse gas emissions in the foreseeable future, due to increased demand for motor gasoline, jet fuel, and diesel fuel. In May 1999, the DOT Center for Climate Change and Environmental Forecasting was created to insure that these critical issues were addressed. The Center is the focal point in the DOT of technical expertise on transportation and climate change. Through strategic research, policy analysis, partnerships and outreach, the Center creates comprehensive and multi-modal approaches to reduce transportation-related greenhouse gases. The Center advances timely and effective transportation initiatives to reduce greenhouse gases and preserve the transportation infrastructure. The Center develops and evaluates strategies, and promotes technologies, which encourage livable communities by fostering economic development, mobility, safety, and social equity. The FHWA plays an integral role in Center activities and the selection of research projects. FHWA has also conducted research, separate from the Center, on climate change issues.

SEARCH The Center for Global Change Science CGCS ) at MIT was established in January, 1990, to address long-standing scientific problems that impede our ability to accurately predict changes in the global environment. The CGCS is interdisciplinary, involving both research and education , and builds on the long-established programs in meteorology oceanography hydrology chemistry , and satellite remote sensing carried out in the Schools of Science and Engineering at MIT. The CGCS , along with the MIT Center for Energy and Environmental Policy Research CEEPR ), are the parent organizations of the MIT Joint Program on the Science and Policy of Global Change , which involves significant cross-discipline interaction
The long-term goal of the CGCS is to utilize theory and observations to understand the basic processes and mechanisms controlling the global environment, and thereby to accurately predict environmental changes.     The programme on global change and health started in 1999 to implement the recommendations of the Third Ministerial Conference on Environment and Health (1999) and to promote healthy global environmental policies. To this end, the programme coordinates a Europe-wide interagency network that:
    • assesses the health impact of global environmental changes; monitors the health impacts of global environmental changes; advocates with Member States on preventive measures.
    Today, global changes have begun to affect human health simultaneously and often interactively. These changes involve some global issues such as climate change and stratospheric ozone depletion, and issues of natural resource degradation such as land degradation and desertification. "Human-induced changes in the global climate system and in stratospheric ozone pose a range of severe health risks and potentially threaten economic development and social and political stability."

    The Earth's atmosphere has many functions besides the basic one of providing air for us to breathe. It operates as a blanket that holds in the warmth of the sun; it provides a moving current that spreads that warmth from the equator to the poles; it holds and releases water for the biota that need it.
    The way it works is this: the radiation from the sun hits the Earth as a form of energy, a very intense energy that has a short wave-length. Some of the energy is absorbed by the atmosphere, some of it is reflected, and some is transmitted to the surface of the Earth as heat and light. If we did not have an atmosphere we would be a ball of rock that was too hot or too cold, most likely alternating between the two. In the long history of the planet, it took a long time for the correct balance to be found that would support life.
    When the energy that gets through the atmosphere reaches the surface, it is reflected back out to space, but it has been changed from a short-wave energy (radiation) to a long-wave energy (heat), and the atmosphere stops much of this energy from escaping, just as a pane of glass lets in the short-wave energy that is sunlight, but prevents much of the long-wave energy that is heat from going right back out.

    Contract N° Official commencement date Duration 3 years Coordinator Klaus Butterbach-Bahl The source strength of EU forests for the primarily and secondarily active N-oxides N O and NO is highly uncertain. However, recent investigations have shown that EU forests, due to high rates of atmospheric N-deposition in the last decades, are significant sources for N-oxides. Based on results obtained from field and laboratory experiments on the characterisation of N-oxide fluxes in different forests (e.g. climate, soil, forest type) we will further improve and validate a) a mechanistic model and b) a canopy exchange model for predicting N-trace gas emissions at the soil-atmosphere and canopy-atmosphere interfaces. After combination of both models, we will calculate EU wide inventories of N-oxide emissions from forests with hitherto unknown precision and, using scenarios for future changes in climate and N-deposition, predict future changes in N-oxide emissions.
